Job Purpose:
The Clinical Governance Officer (CGO) is responsible for ensuring the clinical services provided by the healthcare institution adhere to the highest standards of quality, safety, and compliance. The CGO plays a pivotal role in implementing and monitoring clinical governance frameworks, policies, and procedures as per the Ministry of Health (MOH) guidelines and the Healthcare Services Act 2020 in Singapore.

Key Responsibilities:

Healthcare Services Act 2020 - General Regulations 2021, Regulation 15(1)(a).

1. Clinical Governance and Oversight:
o Provide clinical governance and technical oversight over the licensable healthcare service or specified service.
o Assist the licensee in the day-to-day management of the clinical and technical aspects of the licensable healthcare service or specified service.

2. Policy Implementation and Review:
o Ensure the implementation and regular review of policies and systems for clinical governance, clinical risk management, effective quality management systems, and any other clinical and technical related matters.
o Identify and remedy any weaknesses or inadequacies related to clinical or technical aspects, informing the licensee and proposing preventive measures.

3. Compliance and Standards:
o Ensure that personnel involved in clinical or technical aspects comply with appropriate policies and processes concerning clinical and technical standards.
o Maintain close supervision, adequate training, and regular competency assessments of personnel to enable them to perform their work effectively and safely.

4. Risk Management:
o Detect and address in a timely manner any risks affecting patient safety, welfare, or continuity of care.
o Immediately notify the licensee of any matter that may affect compliance with any license condition.

5. Availability and Accessibility:
o Be available to handle matters requiring the CGO's attention or appoint suitably qualified personnel if unavailable.

• Compile papers and presentations for circulation to members.
• Attend meetings and record minutes.
• Submit minutes for review, amendment, and approval.
• Maintain a register of outstanding matters and engage stakeholders to ensure actions are taken.
• Research and draft strategic papers and presentations for the Clinical Board.

Strategic Committees:

• Provide secretariat support to strategic committees, including the Clinical Governance Committee, Clinical Services Development Committee, and Clinical Manpower Planning Committee.
• Lead the preparation of discussion papers and presentations.
• Provide administrative support, including managing appointments, scheduling meetings, and setting agendas.

Clinical Board Committees and Workgroups:

• Lead administrative support for committees and workgroups.
• Prepare discussion papers and presentations.
• Review and standardize administrative and clinical governance policies to ensure consistency in patient-centered and evidence-based care.

Project Management:

• Assist with special projects as directed by the Chair or Assistant Director.
• Develop and implement plans to meet project requirements.

Job Requirements:

• Bachelor’s Degree in any field
• Minimum 8 years of relevant experience, preferably in healthcare.

This role entails significant managerial responsibilities, including the oversight of clinical operations, staff rostering, and the provision of clinical supervision.

• Conduct psychological and neuropsychological evaluations for diverse conditions, focusing on ADHD, learning disabilities, dyslexia, among others.
• Deliver both individual and group therapy sessions through in-person and virtual mediums.
• Manage clinical team rostering, administrative functions, and approval of leave requests.
