General Overview

This position is part of the site Mechanical team that provides technical/maintenance support to the Operation and Project teams in LNG Terminal. He/she would be mainly responsible for overseeing the safe and reliable operations and maintenance of the Terminal assets from the Mechanical discipline perspective.

The incumbent is also responsible for establishing, reviewing and overseeing the relevant mechanical design elements of new build equipment / asset enhancement activities and implementation of minor mechanical engineering projects, while ensuring the overall mechanical integrity of the terminal.

Roles and ResponsibilIties

The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:

• Provide technical/maintenance support and solutions to the terminal operation Teams including supporting the development of maintenance strategy focusing on equipment reliability, compliance, spares inventory requirement, preventive and predictive maintenance programmes and mechanical maintenance procedures for mechanical equipment.
• Lead the maintenance, troubleshooting, repair, commissioning and replacement of mechanical static equipment and piping systems.
• Manages the in-house contractor and equipment vendor to execute mechanical work/improvements within the terminal to ensure safe work execution and gas supply reliability
• Responsible to ensure compliance to applicable regulations/industry best practices, safe to operate, fit for purpose, maintainable and reliable for the site’s modified or newly build mechanical systems (such as marine loading arm, pumps, pressure vessel, safety device , etc).
• Manage and ensure list of statutory equipment (lifting machine, lifting gears, pressure vessel, safety valves, etc) are timely serviced and inspected in accordance to statutory codes and compliance standards
• Perform root cause analysis on equipment failure and provide recommendations to resolve technical issues which may also arise from vibration, RT, UT, oil and other analysis as part of predictive maintenance programmes
• Manage and maintain historical information on static and rotating equipment such as running hours, data statistical information on all plant shut down and loss of production events caused by mechanical systems, engineering documents and review applicable codes and standards for compliance purpose
• Lead technical discussions, execute and manage project schedules and cost and collaboration with external and internal stakeholders, vendors for end of life and improvement project using SLNG Management of Change (MOC) process for mechanical equipment
• Liaise with external stakeholder including government agencies on approval and risk of shutdown of mechanical system that will affect gas-send out
• Participate in RCA, RBI, HAZID, HAZOP, Model Review studies for mechanical packages, co-ordinates and close out Mechanical related issues

Work Experience

• Minimum of 3-5 years’ experience in maintenance of plant equipment, rotating machinery and static equipment, preferably in oil/petrochemical or related industries
• Good knowledge and experience working on different types of in-service pipeline inspection. Knowledge of the LNG / natural gas or other hydrocarbon industries an advantage
• Relevant technical experience in maintenance of mechanical/ machinery systems i.e compressor, pump, pressure vessel, hydraulic components and piping system.
• Conversant with local codes, regulations and standards, equipment inspection and schedule requirements. Certified in API, vibration and other analysis standards will be well regarded

• Technical knowledge (i.e. Process Design and calculation) in membrane (MF/UF/RO/MBR), Ion Exchange (2B3T, MB, CPU, EDI) and pretreatment processes (coagulation/ flocculation, sedimentation, clarification, filtration)
• Relevant project management / plant testing & comissioning experience will be an added advantage
• Self-starter, highly motivated, driven by excellence and having an eye for details

The incumbent is responsible for managing all phases of the project activities including planning, implementation, execution and completion of gas and chemical supply equipment, installation and certification. He/She will have direct interface with the Project Manager or FAETH associated companies

JOB DESCRIPTION

• To manage, lead and control multi-projects.
• Direct interface with customers or sub-contractors for all aspects of their project contract and schedule including organising the project meeting for technical presentations, contract reviews and design reviews and providing project progress reports for management or customer review.
• Direct interface with other Faeth associated companies in managing the resources and obtain the necessary engineering, design or process information required to manufacturer, install and qualify the system and equipment.
• To take charge in project planning and implementation including developing detailed project plans defining project task and to manage project resource allocation and project budget, scheduling of project timelines and tracking of project deliverables to meet the project targets.
• To liaise and manage suppliers and subcontractors to complete system or equipment installation works.
• To coordinate with the onsite subcontractors, Faeth team and the customer for equipment testing, operation and commissioning activities.
• To observe the Quality Management function and Project Quality Plan (QMS/PQP) and Safety Management System (SMS) and requirements throughout the project.
• To implement best practices throughout the project sites and participate in discussions with the teams for effective management and utilisation of constrained resources.
• To prepare and manage all safety inclusive of Work Method Statement, Risk Assessment, Permit to Work and others permit associated with the work.
• To prepare, manage, and maintain service reports & permits to work as required by the customer for equipment related items.
• To work towards the project schedule as planned and ensure that the equipment works as per the contractual specification.
• Commissioning activities as planned plus ensuring that the equipment works according to its specifications.
• To prepare, collect, review, manage, and maintain project design and start-up documentation (certificates, test sheets, etc) with customers, consultants and the authorities required by customers for final acceptance of the system or equipment.
• To ensure the certification of all systems and equipment supplied to the customer.
• Responsible for acting on, and solving all design or start-up related issues and customer complaint as swiftly as possible, with a minimum of inconvenience to the customer, and to keep the customer and Project Manager up-to-date on actions taken, together with a time plan for which the identified issues can be resolved.
• To perform maintenance and calibration and sampling tasks / duties as per Standard Operating Procedures (SOP) and Working Instructions (WI) as required.
• To perform preventive and corrective maintenance as scheduled; attend to unplanned downtime or breakdowns across all Faeth equipment & systems and dispatch personnel as required.
• To investigating problems, diagnosing/repairing faults and carry out field troubleshooting and repair of Faeth products at customers’ site both locally & overseas including component ordering.
• To provide training to end customer for Faeth equipment supplied based on the user manual, providing technical instruction and assistance to customer regarding installation, commissioning, operation, repair and maintenance of equipment.
• To collect feedback on customer’s experience or products quality issues and report to Product Design Team for product improvement.
• Upon completion of a project to participate in post mortem meeting with management for evaluation of the project results and project problem faced and provide recommendations to Management for future improvement.

JOB REQUIREMENTS

• Diploma/degree in Mechanical/Electrical/Chemical or equivalent
• At least 1 to 2 years’ experience with strong understanding of project planning, project management functions, sourcing and technical planning in semiconductor, oil & gas field.

• Willingness to travel and be site-based.
