Contracting Strategy & Management:

• Lead the planning and development of contracting strategies for all terminals, ensuring alignment with project scope and contractor market insights. Involve early on, starting from the Investment Proposal stage.
• Oversee the contractor pre-qualification process.
• Set up contracts, manage scope changes, and address scheduling obstacles in close coordination with the Project Manager.
• Manage the entire tendering process up to contract awards.
• Develop contracting and sourcing plans while organizing tender boards in compliance with the Global Tender Procedure.

Supplier Management:

• Organize and conduct pre-qualification assessments for tenders.
• Ensure an updated list of qualified vendors and contractors is maintained.
• Conduct site visits for contractors involved in growth projects as required.

Contract Management:

• Ensure procurement contracts are implemented effectively, monitored, and fully utilized.

• Collaborate with Project Managers to negotiate Variation Orders for growth projects.

Purchase-to-Pay (P2P):

• Oversee and execute all stages of the P2P process (Request, Approve, Order, Expedite, Receive) to ensure timely delivery of services/products, leveraging the ERP system.
• For purchases exceeding SGD40K without framework agreements, manage the supplier selection process, including market analysis, development of RFIs and RFPs, conducting clarification meetings, and coordinating with internal partners.

Project & Category Strategy Development:

• Develop project and category strategies based on key procurement categories, conducting internal and external analyses to secure and sustain optimal business value in terms of cost, efficiency, and risk management.
• Ensure availability of goods and services according to budget and planning requirements.

Annual Procurement Plan:

• Execute terminal procurement plans and budgets.
• Perform spend analysis, contract reviews, and process improvement assessments, aligning initiatives with stakeholders.

Continuous Process Improvement:

• Regularly review S&P policies and systems to identify and recommend P2P process improvements to the Manager of S&P.

Performance Measurement:

• Monitor and analyze performance by measuring KPIs (e.g., P2P, savings, contractor safety) and provide recommendations for improvements.

Job Requirement:

• Solid commercial awareness with experience in Contract Law, including drafting contract/specification clauses.

About the role

Job Description

• Position Title: Operation Executive (Warehouse Management)
• Working Location: Jurong Island (Company Transportation Provided)
• Working Hours: 5 days / Monday to Friday, 8 am – 5.45 pm
• Salary Package: Up to SGD 4500 + Allowance + Incentive + AWS + Variable bonus
• Duration: Permanent

Key Responsibilities

• Supervising warehouse operations, including deployment of operators and equipment, inventory management, and reporting function.
• Manage daily operations and ad hoc requests and requirements from customers.
• Month-end stock take and reconciliation of inventory.
• Lead, develop, and supervise a team of workers (below 20 staff) to support the activities of the company.
• Ensure strict adherence to workplace safety and health requirements.
• Look for and work on continuous improvement of productivity.

• Min. Diploma in Logistics Management
• Min. 3 years of working experience in Warehouse Operational Management, especially in managing warehouse/logistics operations such as inventory management and material reconciliation, Warehouse space utilisation/optimisation, Safety and compliance, Staff supervision, Warehouse Technology
• Strong in managing teams and excellent manpower deployment & optimization skills
• Must have a good working knowledge of MS Excel
• Those with over certain years of relevant experience will be eligible for consideration for a Senior Operation Executive role

Job Tasks:
1. Create a Purchase Order
2. Keep track of orders to ensure timely delivery
3. Coordinate with internal divisions to ensure the quantity and quality of received items
4. Verify vendor’s invoice with purchase order and delivery order
5. Discuss product quality concerns and any other inconsistencies with suppliers.
6. Monitor warehouse stock inventory level to ensure sufficient stock available
7. Maintain updated records of suppliers, goods, costs, and lead times.
8. Communicate with suppliers on documentation like (MSDS, product spec, etc.)
9. Conduct a weekly inventory check
10. Participate in the Annual Stocktake
11. Any ad hoc duties assigned by the Superior

Requirements:
1. Certificate in Logistics/Supply Chain Management or equivalent
2. Min 1 year in manufacturing environment
