DUTIES & RESPONSIBILITIES:

• Administer procurement activities, offering end-to-end guidance to internal requestors on procurement procedures and processes.
• Review and prepare procurement documentation for approvals, publication, evaluation, and award recommendations, ensuring fair evaluation and compliance with the school’s procurement policies and the Government Instruction Manual(IM).
• Perform procurement transactions on procurement system (GeBIZ), including publishing quotations, raising awards, and issuing Purchase Orders (POs) and contracts.
• Collaborate with internal requestors on contract management, ensuring accurate tracking and timely completion of purchase requests.
• Perform administrative tasks such as collating information, document filing, and maintaining procurement records for compliance and audit purposes.
• Contribute to the development and improvement of procurement procedures and practices, driving greater efficiency and alignment with organizational goals.
• Perform other administrative tasks and ad-hoc duties as assigned.

REQUIREMENTS

• A Diploma or Degree in Business, Supply Chain Management, or a related field.
• Experience in government procurement procedures and GeBIZ is highly preferred. However, candidates without this experience but demonstrate strong analytical skills, a willingness to learn, and familiarity with procurement processes are encouraged to apply.
• Knowledge of government procurement procedures is highly advantageous.

Job Purpose:

The Procurement Officer will oversee and execute procurement activities with efficiency and precision, ensuring full compliance with the school’s procurement policies and government regulations. This role demands a proactive and detail-oriented individual to provide end-to-end support, promoting transparency, fairness, and optimal resource management throughout the procurement process.

Duties & Responsibilities:

• Administer procurement activities, provide end-to-end support and advice to internal requestor on procurement procedure, guide them through the entire procurement process.
• Review and prepare procurement documents for publication, evaluation, award recommendations etc. Check and ensure quotation bids are evaluated fairly and in strict compliance to the school’s procurement procedure and Government Instruction manual (IM).
• Perform transactions on GEBIZ, publishing quotation, raising award, issuance of Purchase Order (PO), contracts and etc.
• Liaise with internal requestor on contract management, track and timely complete all purchase request assigned.
• Support internal officers on administrative duties such as information collation, filing of documents etc. Perform any administrative task or other ad-hoc duties as assigned.

Requirements:

Key Roles and Responsibilities

Sourcing and Vendor Management:

· Evaluate supplier capabilities, quality, and pricing to ensure the best value for the organization.

· Manage and revalidate supplier prequalification and registration in Sembcorp system.

· Negotiate contracts and establish favorable terms and conditions with suppliers.

· Create and onboard new vendors as required, ensuring compliance with internal and external policies.

· Perform thorough due diligence checks on major or preferred vendors to mitigate risk and ensure long-term partnership sustainability.

Purchase Order Processing:

· Assist with PR/PO matters in accordance with company policies.

· Ensure compliance with internal procurement policies and procedures.

· Support the development of continuous process improvements through regular analysis of procurement activities.

Procurement Systems and Process Management:

· Serve as the primary point of contact (PIC) for all procurement-related systems, ensuring smooth integration and operation across platforms.

· Work with colleagues from the Group Procurement to fine-tune existing procurement processes, identifying and implementing improvements that optimize system functionality.

· Manage the ongoing administration of procurement systems, ensuring accuracy, consistency, and alignment with business objectives.

· Collaborate with IT and Group Procurement to troubleshoot system issues and ensure continuous system upgrades.

· Provide training and support to internal users, ensuring effective use of procurement systems.

Quality Assurance:

· Monitor and resolve any discrepancies or quality issues with suppliers promptly, ensuring products and services meet the organization’s standards.

· Ensure compliance with all applicable legal and regulatory requirements related to procurement activities.

Supplier Relations:

· Build and maintain positive, long-term relationships with suppliers to foster collaboration and ensure reliability.

· Address any supplier-related issues or concerns related to deliveries, quality, or pricing, ensuring resolution in a timely manner.

Cost Optimization:

· Work closely with project teams and business development teams to explore cost-saving opportunities, such as bulk purchases, alternative suppliers, or process improvements.

· Identify opportunities to optimize procurement spending without compromising quality or service standards.

Reporting and Analysis:

· Provide regular reports on procurement activities, vendor performance, and cost savings to senior management.

· Conduct data analysis to monitor procurement performance and identify trends, potential risks, and opportunities for improvement.

Qualification, Skills, and Experience

• Diploma in Building, Quantity Surveying, Engineering, Construction Management, Supply Chain Management, or its equivalent with minimally 5 years’ procurement management experience in similar capacity
• Proven experience in procurement and contracts management
• In-depth knowledge of procurement processes, vendor management, and contract negotiations.
• Strong understanding of procurement systems and experience working with ERP or procurement platforms.
• Analytical mindset with a focus on continuous process improvement.
• Excellent communication and negotiation skills.
• Ability to work collaboratively in a team-oriented environment while managing multiple stakeholders.
• Strong attention to detail and commitment to quality

Key Roles and Responsibilities

• To formulate and carry out strategic procurement and contracts management supports for all directly invested projects
• To review cost assumptions for new projects
• To provide assistance and guidance to other departments on their procurement activities and to monitor for compliance with the Group’s procurement policies and procedures
• To handle enlarged role of supporting Risk Management in screening, strengthening contracts & procurement practices and SOPs for joint-venture projects

Qualification, Skills and Experience

• Degree in Building or Quantity Surveying or its equivalent with minimally 10-12 years’ working experience in similar capacity
• Relevant experience in preparation of Tenders for Building, Civil & Infrastructure, interior design projects & commercial projects
• Familiar with Contract, Law, and local legal requirement and good Contractual and Pricing knowledge in Vietnam, Indonesia and China will be an advantage
• Professional qualification from recognized Quantity Surveying professional bodies (e.g SISV, RICS, MRICS) would be advantageous
• Good organizational, interpersonal and communication skills
• Willing to travel and be seconded overseas when business need arises
• Proficient in spoken and written English
