As a Warehouse Operation Coordinator/ Officer, you will play a pivotal role in overseeing and optimizing the operations of our warehouse and logistic. Your primary responsibilities will include managing the receipt, storage, transfer and distribution of goods, ensuring efficient and organized warehouse operation, maintaining warehouse cleanliness and coordinate daily communication with interdepartmental.

Job Description

Contracting Strategy & Management:

• Lead the planning and development of contracting strategies for all terminals, ensuring alignment with project scope and contractor market insights. Involve early on, starting from the Investment Proposal stage.
• Oversee the contractor pre-qualification process.
• Set up contracts, manage scope changes, and address scheduling obstacles in close coordination with the Project Manager.
• Manage the entire tendering process up to contract awards.
• Develop contracting and sourcing plans while organizing tender boards in compliance with the Global Tender Procedure.

Supplier Management:

• Organize and conduct pre-qualification assessments for tenders.
• Ensure an updated list of qualified vendors and contractors is maintained.

Contract Management:

• Ensure procurement contracts are implemented effectively, monitored, and fully utilized.

Purchase-to-Pay (P2P):

• Oversee and execute all stages of the P2P process (Request, Approve, Order, Expedite, Receive) to ensure timely delivery of services/products, leveraging the ERP system.
• For purchases exceeding SGD40K without framework agreements, manage the supplier selection process, including market analysis, development of RFIs and RFPs, conducting clarification meetings, and coordinating with internal partners.

Project & Category Strategy Development:

• Develop project and category strategies based on key procurement categories, conducting internal and external analyses to secure and sustain optimal business value in terms of cost, efficiency, and risk management.
• Ensure availability of goods and services according to budget and planning requirements.

Annual Procurement Plan:

• Execute terminal procurement plans and budgets.
• Perform spend analysis, contract reviews, and process improvement assessments, aligning initiatives with stakeholders.

Continuous Process Improvement:

• Regularly review S&P policies and systems to identify and recommend P2P process improvements to the Manager of S&P.

Performance Measurement:

• Monitor and analyze performance by measuring KPIs (e.g., P2P, savings, contractor safety) and provide recommendations for improvements.

Job Requirement:

• Solid commercial awareness with experience in Contract Law, including drafting contract/specification clauses.

Operational Responsibilities:

1. Conduct tenders in accordance to Division SOP/GPPA and make recommendations to Tender Committee
2. Understanding and influencing sourcing project / business requirements. Identify opportunities that focus on cost reductions, efficiencies/quality improvements, risk mitigation, industry and supply trends and shifts in technology
3. Supplier Classification, Relationship Management and contract management
4. Proactively work with Stakeholders and assist in or directly manage spend
5. Know, understand and stay abreast of industry trends, benchmarks, best practices, etc.
6. Monitor Strategic/key Suppliers to provide internal notifications and develop risk mitigation scenarios
7. Analyze past and future demand volumes, inventory trends and current inventory levels
8. Drive Procurement Digital Strategy (Digitization and Automation of processes) and reductions in Total Cost of Ownership (i.e. supply programs, catalogs) at TSL
9. Supplier assessment and due diligence: Conduct assessments and audits of current and potential suppliers to evaluate their compliance with ethical, social, and environmental standards. Identify risks and areas for improvement and collaborate with suppliers to drive corrective actions.
10. Supplier performance monitoring: Establish metrics and key performance indicators (KPIs) to evaluate supplier performance in responsible sourcing. Regularly monitor and evaluate supplier performance, providing feedback and guidance to drive continuous improvement.
11. Stakeholder engagement: Collaborate with internal stakeholders, including procurement, legal, sustainability, and operations teams, to ensure responsible sourcing practices are integrated into procurement processes.
12. Training and awareness: Conduct training programs to educate employees, suppliers, and other relevant stakeholders on responsible sourcing practices. Promote awareness and understanding of responsible sourcing throughout the organization.
13. Reporting and transparency: Prepare regular reports and metrics to track responsible sourcing performance. Ensure transparency by communicating progress, challenges, and achievements to internal and external stakeholders.
14. Continuous improvement: Drive continuous improvement initiatives related to responsible sourcing, collaborating with suppliers and internal teams to implement best practices, innovative approaches, and new technologies.
15. System evaluation and enhancement: Assess the effectiveness of current procurement systems and tools. Identify gaps, inefficiencies, and user pain points. Collaborate with IT and procurement teams to recommend system enhancements to improve functionality, usability, and data integrity.
16. Managing the roles and permissions assigned to individual users. Involves in determining the access levels and responsibilities of different users and ensuring that the appropriate individuals or authorities have the necessary approval rights.
17. Continuous improvement: Stay informed about emerging procurement trends, technologies, and best practices. Proactively identify opportunities for process improvement and automation. Lead or participate in projects to implement new tools, systems, or process enhancements.

Requirements
