RESPONSIBILITIES

• IT Procurement Processes
  • Provide guidance and undertake IT procurement, including the preparation and issuance of Request for Information (RFI), Invitation to Quote (ITQ) and Invitation to Tender (ITT) documents.
  • Collaborate with stakeholders to define ITQ and ITT evaluation criteria, liaise with tenderers for briefings and presentations and facilitate clarifications with tenderers.
• Needs Identification and Standardization
  • Work with university offices to identify IT procurement needs, ensuring cost-effective agreements aligned with strategic objectives.
  • Standardize and consolidate purchases to achieve cost savings and streamline procurement processes.
• Contract Agreement Maintenance
  • Work with university offices to identify IT procurement needs, ensuring cost-effective agreements aligned with strategic objectives.
  • Maintain a comprehensive list of all IT contract agreements, including procurement contracts, Letter of Acceptance (LOA), leasing agreements, and maintenance contracts.
  • Ensure timely renewal of maintenance contracts procurement needs and standardize purchases to achieve cost savings.
• Leasing Contracts Management
  • Negotiate and manage leasing contracts for IT equipment, ensuring cost-effective agreements that align with the university's strategic objectives and budgetary requirements.
• Contract Negotiation
  • Collaborate with the Office of Procurement to negotiate contracts with vendors and suppliers.
  • Ensure compliance with regulatory requirements and industry standards during negotiations.
• Contract Lifecycle Management
  • Manage the contract lifecycle from initiation to approval, execution, renewal, managing contracts in the Contract Document Management System.
  • Ensure compliance with contractual obligations and monitor contract performance.
• ITQ/ITT Evaluation
  • Participate in tender evaluations, prepare evaluation reports, and seek approval for contract awards.
  • Evaluate vendor proposals with stakeholders to select suitable IT vendors.
• Vendor Management
  • Maintain relationships with IT vendors, manage supplier performance, negotiate pricing, and resolve disputes.
  • Collaborate with the Office of Procurement to optimize vendor relationships.
• IT Procurement System
  • Be familiar with procurement systems to manage procurement processes, track contract milestones, and facilitate communication with vendors and internal stakeholders.
  • Ensure compliance with university policies and procedures regarding procurement system usage.
• Sustainable Procurement
  • Source for environmentally friendly and sustainable IT products and services, ensuring compliance with green procurement standards.
  • Ensure all IT procurement activities align with environmental regulations and SMU sustainability goals.

• Bachelor's degree in a related field.
• Minimum of 5 years of experience in IT procurement, contract management, or vendor relations.
• Proficiency in IT procurement processes, contract negotiation, and vendor management.
• Experience in preparing and issuing ITQ and ITT documents and conducting tender evaluations.
• Familiarity with contract management software and procurement systems.
• Knowledge of regulatory requirements for IT procurement.

• Strategic IT Procurement Leadership
  • Lead and oversee the IT procurement function, ensuring alignment with the university's strategic objectives and compliance with regulatory requirements.
  • Develop and implement IT procurement policies and procedures to optimize procurement activities and achieve cost efficiencies.
• Planning
  • Develop strategic IT procurement plan in support of the university's digital masterplan and digital transformation.
  • Consolidate yearly sourcing activities and develop an execution plan with associated timeline.
• Stakeholder Collaboration
  • Collaborate with university departments to identify IT procurement needs and establish standardized procurement processes.
  • Facilitate effective communication between procurement teams, vendors, and internal stakeholders to ensure smooth procurement operations.
• Contract Management
  • Oversee the management of IT contracts, including procurement, leasing, and maintenance agreements.
  • Ensure accurate documentation, timely renewals, and compliance with contractual obligations.
• Contract Negotiation
  • In conjunction with Office of Procurement, conduct negotiations with vendors and suppliers to secure favourable terms and conditions for IT procurement contracts.
  • Work closely with the Office of Legal and General Affairs to ensure all contract terms comply with legal and regulatory standards.
• Procurement System Management
  • Oversee the use of procurement systems to track contract milestones, manage procurement processes, and facilitate communication with vendors.
  • Ensure procurement system usage aligns with university policies and procedures.
• ITQ/ITT Evaluation
  • Plan and lead the evaluation process for IT procurement tenders, reviewing, coordinating and/or preparing evaluation reports and seeking approval from senior management.
  • Utilize IT procurement expertise to jointly evaluate vendor proposals and select suitable vendors based on established criteria.
• Vendor Relationship Management
  • Cultivate strong relationships with IT vendors and suppliers, managing performance, mitigating risks, and resolving issues.
  • Leverage strategic sourcing opportunities to optimize vendor relationships and procurement outcomes.
• Sustainable Procurement
  • Develop and implement green procurement policies and practices for IT products and services.

Responsibilities

The incumbent will be a member of the Procurement Team under the Logistics Department, managing the procurement activities for Certis Group, with a specific focus on facility-related goods and services. Partnering closely with the Business, this individual should have a comprehensive understanding of procurement strategies, vendor management, and a proven track record in negotiating favorable contracts.

1. Facility-Related Procurement:
   • Lead the procurement of facility management services, including but not limited to maintenance, security, cleaning, and utilities.
   • Identify cost-effective solutions for facility-related needs while maintaining high-quality standards.
   • Responsible for sourcing/renewal of contracts
   • Support the business by providing costing during pre-bidding stage
2. Vendor Management:
   • Build and maintain strong relationships with vendors and suppliers.
   • Monitor vendor performance and ensure compliance with contractual agreements.
3. Strategic Sourcing:
   • Develop and implement procurement strategies aligned with organizational goals.
   • Conduct market research to identify potential vendors and assess industry trends.
4. Negotiation:
   • Negotiate favorable terms and conditions with suppliers to achieve cost savings.
   • Collaborate with legal and finance teams to ensure contract compliance.
5. Cost Optimization:
   • Analyze procurement data to identify opportunities for cost reduction and process improvement.

6. Compliance:
   • Ensure procurement activities adhere to relevant regulations and company Rpolicies.
   • Stay updated on industry standards and best practices.

Your areas of knowledge and expertise that matter most for this role:

• A Degree from recognized institutions preferably in facilities management / building / civil and structural engineering or related discipline.
• Minimum 8 years of working experience in procurement with focus on facilities management.
• Familiar with industry standards, relevant laws and regulations.
• Ability to manage vendors with confidence and appropriate assertiveness when required.
• Ability to multi-task and work in fast-pace environment.
• Excellent analytical and problem-solving abilities
• Possess good interpersonal and communication skills, with good business writing skills.
• Meticulous, discipline and resourceful.
