Responsibilities:

v Support users with IT queries, problems, and training as required

v Installation and configuration of PCs and day-to-day troubleshooting and support

v Manage IT hardware and documentation as appropriate

v Maintain and update the software library and hardware inventory system

v Process procurement activities for Purchasing Requisitions approved by users (Barge).

v Obtaining min. 3 quotations and recommend a vendor to award orders

v Negotiate with vendors for better pricing.

v Place order and ensure delivery to locations and date of supply.

v May need to arrange of COD, Advance or Partial payment with Accounts and follow up for delivery and complete documentation.

v Required to assist in doing Project bidding (pre-bit quotes). or Project purchases when assigned.

v Undertake any other Ad-hoc duties as assigned.

The Procurement Specialist plays a key role in ensuring the efficient and cost-effective procurement of goods and services. To this end, the postholder is responsible for managing the organization's purchasing processes, supplier relationships, and contract negotiations to support the organization's mission and goals. The Procurement Specialist collaborates with various stakeholders, including program managers, finance personnel, and external vendors, to ensure timely and compliant procurement activities while maximizing value for the organization.

Critical Work Functions

Procurement Planning and Strategy

• Develop and implement procurement strategies aligned with the organization's goals and objectives.
• Collaborate with unit leaders and other stakeholders to identify procurement needs and requirements.
• Research market trends and analyze purchasing data to identify cost-saving opportunities and implement procurement best practices.

Sourcing and Supplier Management

• Identify, evaluate, and select suppliers based on quality, cost-effectiveness, reliability, and compliance considerations.
• Negotiate contracts, terms, and pricing agreements with suppliers to maximize value and minimize risks.
• Process purchase orders, ensuring accuracy and adherence to budgetary guidelines.

Contract Management

• Work with Director to draft, review, and negotiate goods and services contracts and agreements with suppliers, ensuring compliance with legal requirements and organizational policies.
• Work with Director to resolve contractual issues, disputes, and claims.
• Monitor contract performance, including delivery schedules, quality standards, and payment terms.

Reporting and Analysis

• Prepare regular reports and updates on procurement activities, including spend analysis, savings achieved, and supplier performance.
• Provide data-driven insights and recommendations to improve procurement processes, reduce costs, and enhance efficiency.
• Collaborate with the finance team to ensure accurate and timely recording of procurement-related transactions.

Job Holder Requirements

• Bachelor's degree in Business Administration, Supply Chain Management, or a related field (preferred).
• Minimum 3 years of experience in procurement, purchasing, or a similar role managing purchasing budget of >$100,000/year
• Proven experience in the Procure to Pay process including soliciting vendor quotes, negotiating contracts, and managing the purchasing process.
• Experience in managing purchasing and vendor data using tools including Oracle, SAP or Microsoft Excel
• Only Singaporeans and Permanent Residents

About our client: Our client is in the Oil&Gas and Utilities industries.

About the role:

1. Odoo System Administration:

• Install, configure, and maintain the Odoo ERP system.
• Customize and develop modules to meet the specific needs of the Procure-to-Pay process.
• Manage system upgrades & improvement, patches, and security updates.
• Perform regular system backups and ensure data integrity.
• Ensure Procurement data integrates to additional tools (spend analytics, savings tracking, suppler risk management) and accuracy across systems is maintained.
• Manage coding and category taxonomy/structure.

2. P2P Process Management:

• Collaborate with cross-functional teams to understand and improve the Procure-to-Pay process.
• Configure, monitor, and maintain P2P workflows within the Odoo system.
• Ensure data accuracy and compliance with procurement policies and procedures.

3. User Training and Support:

• Provide training and support to end-users on Odoo and the P2P system.
• Troubleshoot and resolve system-related issues in a timely manner.

4. Reporting and Analytics:

• Create and maintain reports and dashboards for P2P performance and KPI tracking.
• Analyze data to identify opportunities for process improvements and cost savings.

5. Documentation:

• Maintain comprehensive documentation of system configurations, customizations, and procedures.

6. Vendor Management:

• Collaborate with vendors and third-party service providers for system enhancements and support.

About you:

• Bachelor's degree in Information Technology, Computer Science, or related field.
• Proven experience in configuring and administering Odoo ERP systems for at least 3 to 5 years.
• If Odoo system experience is a challenge, prior experience in iValua and SAP system management is an added advantage
• Incumbent must be willing to travel across SEA countries to support the implementation of the system
• Strong understanding of the Procure-to-Pay process and best practices.
• Proficiency in programming and database management.
• Excellent problem-solving and communication skills.
• Ability to work collaboratively in a team environment.
• Experience with data analysis and reporting tools.
• Vendor management experience is a plus.
