Reporting to the Procurement Manager, this role is responsible for the procurement supply continuity and the deployment of regional sourcing strategies for their assigned purchasing area. The Purchasing/Procurement Specialist is a member of the Procurement Team. This position will, along with other team members in the department, ensure the best sourcing for all products procured based on cost, quality, and delivery- overall value to the organization.

RESPONSIBILITES

• Effectively work with functional and business groups as a trusted advisor to determine desired product/service specifications and projected demand when making recommended action plans.
• Responsible for purchasing a wide range of medical and pharmaceutical supplies.
• Researching/sourcing products and processing requisitions/requests for quotations.
• Forecast inventory needs and maintain accurate inventory levels.
• Responsible for follow-up of all issued purchase orders to ensure appropriate delivery dates/times/locations.
• Maintain and review databases and records of items purchased; cost, delivery, product performance, description and inventory levels.
• Monitor shipments to ensure that goods come in on time and resolve problems related to undelivered goods and unacceptable quality/quantity.
• Pro-actively inform internal customers of any potential delays that may impact the client.
• Maintain current pricing and ordering information in system, update as needed
• Review requirements and purchase products at the most favorable price and highest quality, consistent with specification and other factors.
• Properly code all purchase orders per instructions from Finance
• Assist internal customers in determining product, item numbers, locations, source, etc.

REQUIREMENTS

• 3 yrs marine or pharma industry purchasing procurement preferred.
• Previous experience in SAP preferred
• Learn/work in multiple systems/tools such as SAP, Databases, Microsoft Office, MS Project, etc.
• Strong commercial awareness and negotiating skills
• Strong organizational and planning skills
• Flexibility/adaptability to changing priorities, multiple internal customers
• Ability to communicate effectively and work with internal and external customers
• Ability to bring teams together to resolve issues and achieve targets and goals
• Knowledge of strategic sourcing and procurement work processes and solutions
• Sense of ownership and urgency

The Singapore distribution center is at the heart of the fast moving and growing Beauty sector serving the whole Asia Pacific region through multiple distribution channels such as travel retail, local subsidiaries, local and cross border direct distribution and ecommerce.

Main objective of the position

In this role, the POSM Procurement Specialist will be part of a vibrant LVMH Fragrances & Cosmetics Singapore Logistics Team who is responsible for the success of the downstream supply chain. In this role, she/he will have the opportunity to be fully immersed in the on-the-ground operations critical to order fulfilment and be given the responsibility to tackle dynamic POSM procurement issues that would elevate critical and creative thinking.

Internally, the POSM Procurement Specialist works closely with HQ Purchasing & Procurement teams based in France, Supply Planners, Customer Service, Inventory and Logistics teams based in Singapore to consolidate information, coordinate, and align actions, challenge the different parties, and raise alerts whenever necessary. She/He reports to the Product Configuration Assistant Manager.

MAIN RESPONSIBILITIES

1. Be responsible for the sourcing, procurement, integration of the new articles in our system and stock management to ensure product availability

• Set up and update master data required for production in our ERP
• Follow the process of new product launch with HQ
• Launch and track orders according to agreed lead time with our Asians suppliers.
• Manage the relationship with the suppliers and negotiate with them to get products on time (advancement or postponement)
• Act as a liaison between HQ purchasing and procurement teams and suppliers to ensure worldwide consistency of orders

1. Guarantee an optimum level of service to the markets for Merchandising references

• Communicate needs projection to suppliers on a monthly basis
• Analyze reporting alerts and launch corrective actions
• Escalate accurate and timely information to Supply Planning regarding availability or risks
• Manage changes in requirements (in collaboration with the Business Demand Manager in Singapore to get feedback on market requirements)
• Raise alert to HQ or to Supply Planning team when it is necessary and provide detailed analysis of the situation and risks (out of stock risk or overstock risk)

1. Carry out continuous improvement actions

• Follow up on all activities monitoring tools (out of stock report, OTIF suppliers, etc…) and launch corrective actions
• Analyze monthly KPI (service level, inventory level, OTIF supplier, supplier contract, SOH value vs target, etc...) to ensure cost savings

Responsibilities

• Sourcing, contract and price negotiations for non-production materials and services, and purchasing projects to contribute to the profitability of the company.
•  Lead and drive Tender or Request for Proposal.
• Analysis and controlling of contractual agreements to prepare renegotiations/subsequent negotiations, initiate appropriate measures and guarantee supplies.
• Supplier selection, definition of criteria and preparation of decision for the requesting functions to ensure a defined and documented sourcing process.
• Supplier management to gain the best suppliers and guarantee an optimum supply chain.
• Consolidate and demand bundling to achieve cost savings
•  Align with Purchasing process methods & tools and ensure compliance of global and country policies as well as category management
• Collaborate with cross-country to lead & drive strategy on assigned Category

How You Will Achieve It 

• Managing the efficient flow of materials and products within the warehouse environment.
• Ensuring constant regulatory compliance and readiness for inspections within the warehouse.
• Conducting effective training for warehouse colleagues and ensuring compliance with SOPs and OJT.
• Ensuring compliance with cGMP and EHS standards, maintaining warehouse cleanliness, and ensuring inventory accuracy during material receipt, storage, and issuance.
• Managing inbound and outbound shipments, including coordination with freight forwarders, material release with Quality, and compliance with customs, excise, environmental, health, maritime, and IATA regulations.
• Handling maritime insurance claims and customer complaints, coordinating insurance matters, and implementing CAPA related to warehousing and shipping.
• Perform shipping studies to assess and optimize shipping processes, collaborate with logistics partners, implement improvements, and ensure compliance with regulatory standards and industry best practices.
• Timely preparation of materials for production and finished products for shipping, coordinating with cross-functional areas to meet inventory targets, shipment schedules, and delivery performance.
• Conduct safety and quality investigations to address warehouse-related incidents, ensure adherence to safety regulations, and maintain high standards of product quality and integrity throughout.
• Ensuring overall safety and quality compliance for warehouse management, implementing safety regulations at all times.
• Material planning to ensure availability of materials for production, reviewing MRP requirements, and analyzing inventory status to identify slow-moving and obsolete inventory for further action.
• Manage the disposal of distressed inventory, ensuring compliance with regulations, and maintaining proper documentation throughout the disposal process.

Qualifications 

Must-Have 

• Minimum Diploma in Logistics Management or Supply Chain Management or equivalent. 

• Knowledge and experience working in a Good Manufacturing Practices (GMP) environment. 

• Good verbal and written communication skills. 

• Knowledge of domestic and international logistic and government regulations. 

• Microsoft Office Suite skills.

• Experience with inventory and material management concepts.

• Possesses a positive, continuous improvement mindset. ​

Nice-to-Have 

• Advanced training in project management, supply chain management, scientific or clinical disciplines, business administration and/or people development. 

• In depth understanding of the regulatory guidelines impacting the logistics system requirement. 

• Good knowledge and understanding of advanced level of system application and products.

• 3-5 years of related experience in a supervisory capacity in operations/warehousing preferably within the pharmaceutical industry.
