JOB SCOPE & JOB RESPONSIBILITIES

• Experience in an engineering, procurement and operations.
• Ability to analyze bills of material and drawings to understand key requirements.
• Knowledge and direct experience in negotiating contracts and quotations with Contract Manufacturers and Suppliers.
• Ability to identify cost reduction opportunities.
• Responsible for procurement, sourcing and negotiation.

JOB REQUIREMENT

• Diploma or Bachelor degree in engineering.
• At least 3 years experience in procurement engineering.
• Good procurement knowledge is a must.
• Possess good analytical skills, resourceful and independent.
• Team player
• Effective verbal & written communication skills.

Responsibilities:

• Prepare the contract & procurement, sourcing strategies and facilitate/coordinate workshop to finalise strategies under the guidance of the Procurement Manager / Business Manager.
• Establish contract & procurement plan and set up the procurement system for the subsequent phases
• Establish procurement schedule to support modularisation study with the engineering contractors.
• Establish Project Approved Vendor List, preliminary supplier qualification (include. qualification system) and include new Chinese Eco System to lower the CAPEX.
• Engage CNPC procurement and Chevron Procurement Representative to provide guidance on vendors and supplier list to support project optimal capex exercise.
• Review and finalise vendor and fabricator list for enquiry to support Phase 3 cost estimate
• Provide write up, deliverables and work with Project Team, Shareholders and SRC stakeholders to set up the procurement plan and establish procurement system for Phase 4.
• Establish strong collaboration with internal/external stakeholders and suppliers to deliver commercially innovative solutions.
• Develop negotiation strategies and facilitate commercial negotiatons with vendors/suppliers/fabricators/trade contractors
• Support and liaise with base refinery on contract placement and draft Contract Committee deliverables for approval.
• Carry out all open bid procurement activities, e.g. third party consultant services/studies etc.

Requirements:

• Minimum 8~10 years experience in procurement activities in Oil & Gas Industry
• Bachelor Degree in Engineering or equivalent.
• Understanding of strategic, technical, legal, finance, taxation and commercial issues, able to cope with complexity and uncertainty.
• Experience managing various Contract formats (Reimbursable/Re-measurable/Lump Sum) for Major and Mega-Projects
• A high degree of skill in written and oral communications.
• Local and/or regional procurement experience (China/Asia) in a MNC, or fabrication yard procurement experience would be an advantage.
• Good procurement experience in international market.
