JOB DESCRIPTION
- Plan, organize and manage the procurement and supplier management processes for the assigned plants, projects and tender support under Energy-as a Service in Singapore and overseas.
- Liaise with key stakeholders (Plant/Project Manager, Section Manager/Head, and Engineers) to understand their current and anticipated demand for goods, services, and works. Integrate these requirements into the Procurement Plan.
- Engage in sourcing, evaluating, and qualifying new suppliers. Conduct performance evaluations for existing suppliers on an annual basis.
- Identify and develop alternative suppliers and support cost reduction programs.
- Handle and manage RFQ/RFP, commercial evaluations, price and terms & conditions negotiation, PO/Contract award, and PO/Contract administration to final delivery and PO/Contract closeout. Ensure the Company’s best interest is consistently achieved.
- Procure, administer, develop, and manage all tenders and contracts in accordance with safety and budgetary requirements, technical specifications, contract, and procurement guidelines.
- Ensure that the procurement process adheres to Company and Client requirements, Company policies, and procedures.
- Evaluate and manage associated supply chain risks and disruptions.
- Develop and maintain a commercially sound supplier list, survey the market for new supply sources including non-traditional ones, and maintain the project “Approved Supplier List.”
- Build, manage, and develop relationships and partnerships with suppliers and contractors.
- Work with internal stakeholders to resolve supplier issues which has been escalated and/or advise the assigned plant as appropriate.
- Ensure that monthly procurement reports and cost-saving/cost-avoidance statistics are consolidated and reported on time to the Procurement Manager.
- Undertake tasks, activities, and assignments at the direction of the Procurement Manager and/or Head of Department.
- Such other duties and responsibilities as may be reasonably requested by your immediate supervisor from time to time.
JOB REQUIREMENTS
- Diploma/Degree in Engineering or equivalent business studies with more than 3 years of procurement experience, particularly with experience in EPC (Engineering, Procurement and Construction) projects or Plant Operations & Maintenance environment, tenders and sub-contracting.
- High integrity, mature and driven to work independently.
- A good team player who is able to build rapport with a diverse workforce in a multi-cultural setting and work well with other departments and internal stakeholders.
- Strong ability to negotiate, resourceful, good analytical and problem-solving skills.
- Able to work under pressure and align priorities for execution.
- Proficiency in SAP S/4 HANA ERP and/or SAP Ariba System is a strong plus.
- Knowledge of financial, legal, contract law ("PSSCOC, FIDIC Conditions of Contract, etc.") and corporate social responsibility issues.
