Overview

The Job Holder will support in building improvement capabilities and culture in the NUHS Regional Health System Office (RHSO), including community partners such as GPs. The Job Holder will be involved in co-developing and conducting quality improvement training for RHSO staff and community partners, as well as facilitate and coach small to large scale improvement projects through the use of appropriate tools/methodologies.

Job Responsibilities

1. Deliver QI Training

• Develop training materials and resources (e.g. training guides and e-learning videos) on quality improvement
• Conduct and facilitate quality improvement training sessions/workshops for RHSO staff and partners
• Gather feedback on training sessions and use of appropriate improvement methodologies/tools
• Deliver training on lean management and human-centred tools to impart knowledge and skills to hospital staff.

1. Facilitation of improvement projects

• Facilitate and coach department/division and organisation-wide level improvement projects to improving quality and processes through the use of appropriate tools/methodologies
• Monitor the progress of improvement activities and guide teams to take appropriate actions
• Assist in interpreting data to measure the effectiveness of the improvement activities

1. Strategy & Culture Building

• Assist in development and implementation of Improvement framework and strategies
• Support initiatives or events that promote improvement and Innovation culture in RHSO
• Lead engagement with HODs to influence and identify areas of improvement in quality and safety

1. Any other tasks as assigned

Requirements

Qualification Required and Area of Discipline

Good degree in any discipline, preferably in Life Sciences, Business Administration, Industrial Design

Prior healthcare sector experience is preferred

Required Competencies and Capabilities (Skills, Experiences and Professional Licences)

• Proficient in quality improvement methodologies such as Lean, process/value-stream mapping, design thinking
• At least 1-2 years of experience in facilitating workshops and conducting trainings
• Confident in coaching and guiding fellow colleagues in Quality Improvement tools
• Certified Six Sigma Green/Black Belt will be an added advantage
• Able to engage stakeholders and work through doctors, nurses, allied health professionals, operations and administrative staff
• Able to work independently and as a team
• Ability to perform even under tight timelines
• Good analytical and organization skills
• Good writing and verbal communication skills
• Open to learning and trying new things. Able to grasp concepts easily and be able to think on the feet.
• Highly self-driven and self-motivated, positive attitude and perseverance to overcome obstacles

Overview

Under the National University Healthcare System, the department is setting up the NUHS Institute of Clinical Quality and championing clinical quality and patient-centred care across the Group. You will support the functions of the department in the developing, implementing plans and initiatives to achieve quality and patient safety across the cluster. In carrying out the various duties, you will be required to work very closely including with the senior management, medical professionals, administrators, support staff and related external stakeholders.

The incumbent is to oversee the smooth operations and quality initiatives of the department and, the deputy director has a very important role to keep the office running and ensuring it achieves its objectives.

Job Responsibilities

• Works closely with and assists the HOD to oversee the strategic plans of the office and translate goals into action items.
• Develop and implement strategies for improving patient experience and service quality
• Oversee the strategic framework and keep track of progress of programmes in all the strategic fronts across the cluster.
• Monitor the finances of the office and take charge of all official interactions with external partners, stakeholders, and vendors.
• Manage the performance matrices and BSC commits.
• Responsible for the office communications by helping to curate communications from the office and work closely with the group and institutional communication leads.
• Manage and lead other projects where assigned.

Job Requirements

• Bachelor’s degree, preferably in a healthcare related discipline. Master’s degree strongly preferred.
• Minimum 15 years of relevant work experience in related organisations in large scale project coordination work.
• Good organizational development skills and preferably with good knowledge of the public healthcare setting, experience and familiarity is an important and useful attribute
• Relevant communications experience (preferably in healthcare setting) is an advantage.
• Proven people management experience with excellent interpersonal and communications skills, particularly in written communications.
• Ability to think and work strategically.
• Ability to multi-task in a fast changing environment and work under tight timelines.
• Excellent knowledge of MS Excel, MS Powerpoint tools for data analysis, building charts, etc.
• Good numerical sense with analytical skills, meticulous and a strong problem-solver.

1. Fulfil the roles of Workplace Health and Safety Officer
2. Implements Quality, Environment, Health, and Safety (QEHS) programs onsite.
3. Participates in monitoring and controlling safety standards in accordance with local regulations and code of practice
4. Lead and manage the deployment of Corporate programs independently
5. Develop QEHS procedures including establishing safe work procedures to minimize foreseeable risk in the workplace.
6. Analyses data in compliance with current regulations and makes appropriate recommendations to prevent new or recurring accidents
7. Conducts trend analysis, audits, accident investigations and site inspections of operational procedures, facility design, equipment and materials
8. Makes recommendations for changes in the work environment based on interpretations and principles of professional practices
9. Develops QEHS related training material and conducts training based on training matrix.
10. Evaluates new hazardous materials to ensure compliance in QEHS requirements.
11. Reviews new/current QEHS related legislation and evaluates the impacts to organization.
12. Demonstrates teamwork in all interaction with other groups and departments.

Job Requirements

1. Bachelor’s Degree in EHS, Industrial Hygiene, Chemical Engineering, or related field.
2. Minimum 5years of working experience
3. Registered Workplace Safety and Health Officer (WHSO)
