Key Responsibilities:

Requirements Gathering: Collaborate with stakeholders to elicit, document, and analyze business requirements. Understand and translate business needs into clear and concise specifications.

Data Analysis: Collect and analyze data from various sources to identify trends, patterns, and insights that can inform business decisions and strategies.

Process Mapping: Document current and future state business processes, identifying areas for optimization and efficiency improvements.

Feasibility Studies: Assess the feasibility of proposed projects, considering factors like cost, time, and resource constraints. Provide recommendations based on these assessments.

Solution Design: Work with cross-functional teams to design and develop solutions that address business needs. Collaborate with IT teams to ensure alignment between business requirements and technical solutions.

Business Case Development: Create business cases and cost-benefit analyses to support project proposals and justify investments in new initiatives.

Testing and Quality Assurance: Develop test plans, conduct testing, and validate that the implemented solutions meet the specified requirements and function correctly.

Change Management: Assist in the development of change management plans and strategies to ensure smooth transitions and user adoption of new systems and processes.

Stakeholder Communication: Facilitate communication between business stakeholders and technical teams, ensuring a shared understanding of project objectives and progress.

Reporting and Documentation: Produce reports, documentation, and presentations that communicate findings, recommendations, and project status to various audiences.

Qualifications:

Bachelor's degree in business, finance, IT, or a related field (some roles may require a master's degree).

Strong analytical skills and the ability to work with data.

Excellent communication and interpersonal skills.

Proficiency in business analysis tools and techniques.

Knowledge of project management methodologies (e.g., Agile, Waterfall).

Familiarity with relevant software and technology.

Certification in business analysis (e.g., CBAP, CCBA) may be preferred or required in some organizations.

Experience:

Entry-level positions may require minimal to no prior experience.

Roles and Responsibilities
Analyse Business Needs:
Assess the Ministry of Manpower’s (MOM) needs, scope problems, and develop comprehensive business cases to address identified challenges.
Perform user research, including interviews and surveys, to gather insights and map out user journeys.
Identify pain points and opportunities for improvement in existing systems and processes.
Document and Evaluate Requirements:
Document detailed requirements, source and evaluate potential solutions, and recommend those that best align with MOM’s objectives.
Collaborate with MOM’s vendor and app vendors to clarify requirements, design solutions, and ensure alignment with MOM’s goals.
UX Design and Prototyping:
Perform the user experience design, including creating and validating prototypes to ensure they effectively address user needs.
Guide the outsourced vendor to ensure that solutions are user-centric and align with MOM’s digital transformation objectives.
Review existing system functionalities, redefine user experiences, and validate design enhancements through prototyping.
QA & Testing:
Ensure technical and business requirements are accurately communicated and implemented by the outsourced vendor.
Manage day-to-day coordination and support the validation of developed solutions through rigorous testing.
Oversee the management of production issues, daily operations, and ensure system enhancements meet user needs.
Oversee QA and testing processes to maintain quality and functionality.
Stakeholder Management and Communication:
Identify key stakeholders, manage expectations, and facilitate communication to ensure alignment on solution scope.
Manage conflicts, issues, and changes to maintain stakeholder agreement on the solution’s direction.
Work with MOM users to ensure smooth deployment and adoption of new solutions.
Business Analysis and Strategic Alignment:
Refine and clarify business needs, define solution scopes, and develop business cases that align with MOM’s strategic objectives.
Explore, document, and evaluate business needs against current state assessments, ensuring solutions are comprehensive and practical.
Assess deployed solutions to ensure they meet the original business needs and objectives.


Knowledge and Skills
Educational Background:
Tertiary education in relevant fields is preferred.
Experience:
Hands-on experience in at least one full project development lifecycle or project maintenance.
Experience in conducting user research, service journey mapping, and prototyping.
Strong background in QA & Testing, including managing coordination with vendors and validating solutions against business requirements.
Proficiency in using prototyping tools (e.g., Figma).
Preferred Skills:
Consulting or Business Analysis experience, with certifications such as the Certification of Competency in Business Analysis™ (CCBA®) or Certified Business Analysis Professional™ (CBAP®) being advantageous.
Knowledge of Data warehouse, Data virtualization tools like Denodo.
Familiarity with government processes and internet-based IT projects.
Up-to-date knowledge of product trends, best practices, and relevant technologies.
Analytical and Strategic Thinking:
Strong analytical, conceptualization, and problem-solving skills.
Ability to take a broad, strategic perspective as well as drill down to understand business needs and challenges.
Communication and Collaboration:
Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders.
Strong organizational and people-handling skills, with a focus on teamwork and customer-oriented results.

Requirements Experience:
 3-5 years working experience as a Product Owner or Business Analyst in a Financial Services/Insurance industry (preferred)
 Have experience rolling out digital initiatives/projects
 Fundamental analytical and conceptual thinking skills
 Ability to work across departments in a fast-paced environment, self-motivated and flexible to change
 Have a solution mindset, detail oriented and willingness to learn is a must

Education/Certification(s):
 Bachelor’s degree in Business or related field
 Agile knowledge and working with Project Management tools (e.g. Confluence/JIRA) are a plus
 Complete Fit & Proper assessments successfully on an annual basis at minimum, or when other adjunct appointments are made

Must Have Skills
• Implements new or maintains existing business solution in SAP MM/FICO area based on user requirements analysis
• Proposes, programs or configures, documents and tests business solution in SAP MM application according to the functional and technical requirements
• Contributes to high productivity and motivation of working team with the use of communication skills and cooperation; reaches and realizes project aims and outputs
• Keeps close communication with ABAP development team
• Leads application functional team or sub-team
• Responsible for leading, managing and maintaining SAP MM Module which includes:-
• Maintenance organization structure
• Maintenance technical master data structure
• System configuration
• Design functional specifications for projects
• Material management interface with non-SAP systemsevel 1 helpdesk support experience.

Roles & Responsibilities:
