· Responsible for overseeing and managing customs and trade compliance within the Group's supply chain, ensuring regulatory adherence and optimizing processes for efficiency and cost-effectiveness.
· Working directly with the respective markets and business units and provides leadership to ensure compliance with all applicable laws and regulations for import/export.
This position will be directly responsible coordinating and executing strategic Customs and Trade compliance strategies. The position operates in a matrix environment across all of DKSH operating entities.
Responsibilities
- Manage DKSH's global trade compliance program in collaboration with Finance, Legal, and Internal Audit to ensure full company compliance with relevant laws and regulations, including those related to export control.
- Responsible for global alignment of, educating, training, program development, implementation, maintenance and audit of customs compliance, free trade agreements, export control, trade compliance and CTPAT.
- Global oversight of Global Trade Compliance and Brokerage/Customs Activities and interpretation of applicable regulations and meeting regulatory trade requirements.
- Work collaboratively with supply chain Leaders in the markets to ensure robust internal controls are integrated into operational processes and procedures.
- Responsible for the development, maintenance, and distribution global trade compliance (import and export related) policies, procedures, and programs to ensure compliance with all Government regulations and laws.
- Ensure processes are aligned with best practices and adhere to external regulatory developments and policy changes as well as internally driven business changes.
- Explore and identify FTA opportunities and establish operational processes to achieve the goal.
- Coordinate with Internal Audit and Group Risk to conduct import/export compliance audits. Collaborates with Supply Chain Leaders to assess risk in import and export compliance programs, ensuring adherence to policies, procedures, and legal requirements across all sites.
- Oversee Customs Brokerage agreements, formal contracts and detailed scope of work. Maintain Broker relationships.
- Identify cost savings initiatives for Customs brokerage, duty, taxes, and other trade related expenses and track progress.
- Management of Supply Chain Customs & Trade programs
- Oversight of Customs audit activity.
- Responsible for minimizing DKSH exposure to legal liabilities and avoiding penalties, fines, and supply chain delays.
- Provide leadership to implement automated solutions for trade compliance business.
- Identify and implement continuous improvement activity to automate processes and improve trade data visibility.
- Develop standardized, customs and trade specific performance measurement systems.
- Develop risk management programs to ensure continuity of supply in emergency scenarios.
- Monitor changes in Customs regulations and requirements and notify business leaders of any impact.
Requirements
- Bachelors or Master degree in Business Administration, Supply Chain / Logistics or related field is required.
- CTPAT for custom brokerage certification or equivalent.
- Minimum 10 years’ experience in a relevant field.
- Global experience in customs and trade compliance including Asia, Europe and US.
- Experience in Supply Chain Management in a multinational or global organization preferred, along with a track record of successfully leading global customs and trade compliance function.
- Experience in developing and implementing policies, procedures, and programs related to these areas is a plus.
- Good understanding of Supply Chain Management
- Operational understanding of global trade compliance issues, including deep experience and comprehensive knowledge of import and export trade laws and regulations
- Clear understanding and experience in all facets of international trade across a global supply chain including tariffs, duty (drawback), FTZ, regulations, trade compliance, bonded warehousing, etc.
- Strong knowledge in FTA (Free Trade Agreement) and AEO (Authorized Economic Operator) for ASEAN and RCEP Regional Comprehensive Economic Partnership
- Savvy in Harmonized System (HS) code and tariff management
- Possesses critical analytical skills to perform highly complex analysis related to total cost of ownership.
- Demonstrated trade compliance and customs management through developing relationships and working across multiple countries to achieve common supply chain, logistics and transportation goals.
