The Institute of Sustainability for Chemicals, Energy and Environment (ISCE2) was established by A*STAR in 2022 to support Singapore's sustainability goals, including the Singapore Green Plan and Zero Waste Masterplan, through strong international partnerships with industry, public agencies, and academia. ISCE2 is located at Jurong Island.

The Programme Manager will manage the A*STAR Net Zero Nexus Sandbox, a pivotal initiative focused on driving Singapore's transition to a net-zero future. This role will oversee the entire programme lifecycle, from startup recruitment and support to ensuring the successful commercialization and scaling of cutting-edge climate technologies. The ideal candidate will bring a strong background in managing innovation programs, a passion for sustainability, and the ability to bridge the gap between early-stage research and commercial deployment in the energy, chemicals, and environmental sector.

Key Responsibilities

• Programme Management:
  • Oversee the design, execution, and management of ISCE2’s startup engagement programmes. Work with vendors and partners to run the programme.
  • Act as the central point of contact for all stakeholders, including startups, corporate partners, and investors.
• Stakeholder Engagement:
  • Work closely with A*STAR’s Innovation and Enterprise division (Venture, Creation and Growth team) to coordinate the Net Zero Nexus Sandbox.
  • Build and maintain relationships with investors, corporations, research experts, and governmental agencies. Develop a network of partners that can support startups working with ISCE2.
  • Engage startups in the energy, chemicals, and circular economy sectors to participate in the sandbox.
• Programme Development:
  • Manage a calendar of workshops, fireside chats, and pitch sessions, connecting startups with venture capitalists and industry experts and facilitating mentor sessions.
  • Ensure startups are equipped with the knowledge and resources needed for technology commercialization, such as process engineering, and IP management.

Job Requirements:

• Bachelor's or Master's degree in engineering, environmental science, chemistry, or a related field. A background in sustainability or climate tech is highly preferred.
• Minimum 4-6 years of experience in programme management, innovation ecosystems, or startup acceleration.
• Proven track record in supporting the commercialization of technologies, especially in the energy, chemicals, or biotechnology sectors.
• Familiarity with Singapore's sustainability landscape and experience working with public sector agencies, corporates, and startups.

Central to it is to formulate master plan of space needs, infrastructure renewal, build development, market and financial analysis strategies, conceptualize and engage stakeholders and users to co-develop a workplace which is financially and environmentally sustainable.

Oversee all space projects in accordance with the approved scope, quality, budget and schedule, and a seamless transition into daily operations.

· Background in Civil or Mechanical Engineering, being a Registered Professional Engineer with at least 7 years of experience in managing Biosafety Level Laboratory (R&D) space planning and development.

· Knowledge of construction methods and technologies and ability to interpret technical drawings and contracts

Purpose of Job

This position is responsible to monitor ongoing construction projects and ensure that there are completed within project budget and schedule.

Central to it is to formulate relevant cost estimates during the project design phase and following monitor and manage project costs throughout the construction phase. Expected to support in resolving any disputes a between different parties involved in the construction project.

Key Accountabilities:

Tender: Manage the tender process from preparations to evaluation / recommendations. Understand the planning objectives to translate conceptual drawings to required quantities. Preparation of all cost estimates and bills of quantities (BOQ) and render document and conduct gap analysis on the BOQ and design drawings.

Price Benchmarking: Participate in pre-tending activities to obtain market sensing and raise relevant pre-bid queries in estimating the procurement value. Evaluate and benchmarking price.

Contract Management & Administration: Document, administer and advise on contractual disputes and matters. Standardise contract documents and advise in contractual execution, variations or disputes. Advise in mode of contracting with various parties, eg Consultants, Site Supervisors, Contractors, Sub-contractors etc.

Budget Management: Manage overall project finance from budget forecasting and actual invoice management. A strong sense of detailed (line item) project budget management, valuation of work done and handle claims and variations.

Stakeholder Management & Implementation: Collaborate with project managers, architects, engineers, contractors and other stakeholders to achieve value for money.

Job Requirements:

• Possess at least 7 years of relevant experience in construction management or Quantity Surveyor (QS) experiences management, relevant experience in government procurement process and policies.
• Preferred to have professional membership or certifications in quantity survey or construction management.
• Background in quantity surveying, construction management or related field, or experience in quantity surveying or cost consulting, with experience executing and administering various contracting forms (D&B, NSC, DSC etc).
• Experience working on Biosafety regulated construction projects, including office and laboratory

Job Responsibilities

• Develop and align strategies to economic and national agenda (e.g. DxD Hub 3.0 in RIE2030 strategy), including strengthening linkages with internal and external stakeholders (e.g. MOH, clinical clusters in setting up satellite programmes).
• Translate overarching DxD Hub’s strategies into an action plan, coordinating across public sector and internal stakeholders and entities to achieve Enterprise’s desired outcomes.
• Set, monitor and report performance and tracking indicators for DxD Hub in alignment with National Platforms Co-ordinating Office and A*STAR Innovation and Enterprise (I&E) division and its operating units and in partnership with finance for financial targets.
