As Delivery Manager you will manage a Product built on Agile fundamentals and work towards adopting tech best practices and cutting-edge tools. You’ll be adept at delivering the product, breaking down barriers for your team and both planning at a higher level and getting into the details to make things happen when needed. What to Expect:

● Deliver projects and products using the appropriate agile project management methodology, learning & iterating frequently.

● Recommends the nature and scope of present and future product lines by reviewing product specifications and requirements.

● Brings new products to market by analysing proposed product requirements and product development.

● Introduces and markets new products by developing time-integrated plans with marketing and production.

● Lead the collaborative, dynamic planning process - prioritizing the work that needs to be done against the capacity and capability of the team.

● Facilitating discussion, decision making, and conflict resolution.

● Understand the different technical aspects of the project including the capabilities and limitations of the systems.

● Communicate or share technical insights of a project to internal or external audiences.

● Support the Product Owner, especially on grooming and maintaining the product backlog.

● Define the roadmap and ensure user stories are created for product development in JIRA, Confluence etc.

● Groom the product backlog, prioritise user stories, technical tasks and bug fixes into the sprints.

● Work with the Product Owner, Technical Lead, Business Analysts, User Experience Designers, Engineers in planning the activities required and timeline for each release.

● Responsible to track the application bugs, assess impact and severity of bugs.

● Follow up and support assistance where required for team to resolve any impediments or issues they faced from their daily standup.

● Bridge communication between multiple teams (business and technical). This includes creating documentation or presentations when necessary.

● Measure project development velocity, perform and manage the project risks. Identify and escalate any important risk.

● Continuously gather user feedback, analyze market trends, and identify opportunities for product improvements and new features.

● Assist in government processes, such as procurement, project finance and any other administrative needs in accordance to government policies and documentation requirements

How to Succeed:

● Bachelor's degree or higher in Computer Science/Engineering, Information Technology, Communications or other related disciplines.

● Experience with project budgeting and assets procurement. Delivered complex and large applications in a cross-functional team setup.

● Eager to change and improve workflow and processes. Willing to assist team members. Strong ability in fostering teamwork and collaborations.

● Self-driven and motivated to learn and follow topics related to the projects

● Strong analytical and strategic thinking skills to devise practical solutions to tackle work issues ● Solid understanding of end-to-end agile software development process (Scrum and Kanban).

● Understand the project from the business and technical point of view

● Excellent communication skills. Able to communicate with technical and non-technical users.

Preferred:

● Experience with using, maintaining and customizing software development tools such as Confluence, SharePoint, Jira, etc.

● Experience in ops-tech integration, AI/ ML creation and implementation, SAAS platform management, UI/UX design and research strategy, go-to market strategy for software services preferred

● Understanding of government to government working relationship and familiarity with public service policies

Subject: Project Manager

1. Responsibilities

· Ensure overall success of a project, or a portfolio of projects, by ensuring that projects are delivered on time, within budget, meet business requirements and comply with governance framework, including security and resiliency.

· Manage and monitor project plan, project milestones, risk and change management to ensure delivery of the project on schedule, within scope and budget.

· Plan and manage the scope of the project, its objectives and desired outcomes, and ensure alignment of project to the business outcomes of the Authority.

· Plan and lead the development of the business case/concept paper and funding.

· Plan and lead the overall procurement activities, in particular Tender Specifications compilation, tendering, tender evaluation, recommendation & award.

· Lead the development of the overall project schedule & activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables.

· Build comprehensive work plan and ensure all team members are on-board with delegated tasks and activities.

· Conduct regular work group meetings and provide project progress and status reports to stakeholders.

· Perform stakeholder management, including keeping the relevant stakeholders informed of the project status on a timely and regular basis.

· Manage processes and procedures covering issue and risk management.

2. What we are looking for

i. General

· CITPM (Certified ICT Project Management Programme) or PMP (Project Management Professional) or COMIT (Certification in Outsourcing Management for IT) or an equivalent certification will be an added advantage.

· Hands-on experience in full project development life cycles.

· Knowledge of Singapore Government procurement and governance processes will be an added advantage.

· Knowledge of design thinking and workshop facilitation will be an added advantage.

ii. Infrastructure specialisation (additional requirements)

· Proven ICT project management experience, preferably in medium to large scale ICT projects in government sector.

· Experience in IT Infra Project Management (Systems, Cloud, Network, Facilities, Data Center).

· Possess a proven and successful track record in delivering complex IT projects/programs.

· Hands-on IT professional with full SLDC lifecycle experience.

· Experience in a project management methodology - Prince2, PMP.

· Good knowledge of ICT infrastructure: Servers. Network, IT Security, end-user computing (EUC), ICT Operation.

iii. Security specialisation (additional requirements)

· Knowledge and experience on Use Cases and threat model development.

· Strong knowledge in Firewall, IPS, WAF, Proxy, API gateways and Network Security Architecture.

· Experience in SIEM, Security Architecture.

· Review and verify security requirements for new initiatives, for delivery of secured systems.

· Strong understanding and experience of Singapore Government security standards and compliance.

· Familiar with Singapore Government data security policies and governance

iv. Change Management specialisation (additional requirements)

· A solid understanding of how people go through a change and the change process.

· Experience and knowledge of change management principles, methodologies and tools.
