Responsibilities
- Responsible for daily settlement function and assist Deputy Head of Department/Head of Department for the overall in-charge of the sections of Import/Export Bills (IEB), Loan Admin and Settlement.
- Pro-actively maintains good working relationships with the business (Trade Finance, Corporate Banking, Private Banking, Treasury and FICM) and respective support department (Accounts, Risk Management, Human Resource and Admin, Compliance and Internal Audit).
- Manage and ensure deals are correctly authorized, verified, processed, inputted into the system, confirmed and settled and payments are approved and processed in accordance with the approved payment procedure. Ensure Nostro account are reviewed and reconciled on a daily basis and discrepancies, if any, are followed up immediately.
- Manage the Trade Finance products and services efficiently to satisfy customer which include the outsourcing of Trade Finance processing by ensuring accounting data pertaining to customer transactions are entered in the bank books in a timely and accurate manner after they are processed and that proper records are maintained.
- Manage loan processing/ administration duties, including loan drawdown/ rollovers/ repayment/ prepayment and ensure all necessary correspondence such as rollover notice, credit/ debit notices and rate fixing with borrowers/ banks are in correct order. Ensure new facility drawdown, repayment, interest, fees related movement of funds are properly executed and documented. Review the Originating Branches (Loan Booking) and ensure prompt and accurate SWIFT messages for loan disbursement in the system.
- Ensure the Operations Manual is promptly updated and will review MAS and Head Office reporting related to IEB and Settlement and will ensure prompt DTCC-MAS reporting for OTC Derivatives to MAS.
- Review & Plan yearly projects and system enhancement for staff to attend.
- Formulate the strategic agenda for Operations Singapore with the business strategy and bank polices Lead effective operational support processes and standards including continuous efficiency improvement In Treasury Settlements, Trade Finance Operations and Loan Administration.
- Evaluate risk and lead quality assurance to minimise operational risks and secure operational end customers' excellence.
- Secure compliance with both applicable local and global regulatory reporting requirements.
- Responsible for receiving and communicating various regulatory notices, and responsible for arranging implementation.
- Responsible for stakeholders’ management, including the service level agreements with internal and external parties.
- Responsible for handling outsourcing business, including signing of agreements, re-inspection, reports, cooperating with internal and/or external department’s inspections, etc.
- Manage internal communication projects (like job satisfaction surveys), Measure the effectiveness of our benefits programs and recommend improvements. Coordinate employee training and development initiatives.
- To assist DHOD/HOD to review annual assessment of staff’s performance and conduct interview assessment for new/replacement of Operations staff.
- Report on operational performance and suggest improvements.
Requirement
- Bachelor or higher qualification
- At least total 15 years working experience in Treasury Settlement and/or Loan Admin and/or Import &Export Bills;
- At least three years of working experience for each of the above on the three working fields, one of which must be Treasury Settlement;
- More than 6 years of team management experience; having strong organizational skills
- Good understanding and knowledge in various products of Treasury, IEB and Loan.
- Being very familiar with local regulatory policies for clearing business and local clearing systems, i.e. MEPS+.
- Strong understanding and experience in swift operations, able to process remittance transaction.
- With knowledge of accounting entry and MAS reporting
- Must be meticulous, careful, positive and full of sense of responsibility.
- Mature with good communication skills, strong execution ability and must be able to work independently.
- Good command of Mandarin to liaise with Mandarin speaking clients and Head Office colleagues.
