Position Overview: Senior Procurement Engineer

Responsible for managing the development and execution of procurement strategies and processes that align with the company’s operational goals. This key role ensures the procurement of high-quality materials and services while driving cost efficiency.

The ideal candidate will have excellent negotiation skills and extensive knowledge of the pharmaceutical industry. Additionally, the position includes managing infrequent large expenditure, procuring indirect materials and equipment, engineering consumables, and various services.

Key Responsibilities

• The Senior Procurement Engineer will be responsible for managing procurement activities on large-scale projects, ensuring compliance with budget limitations. This includes overseeing procurement budgets, providing regular expenditure updates, and identifying opportunities for cost reduction. The role also covers the procurement of indirect materials and equipment.
• This position will manage the procurement of technical goods and services, ensuring that they meet project requirements and are delivered on schedule.
• The Senior Procurement Engineer will build and maintain a strong supplier network for equipment, utilities, and facilities, with an emphasis on contract negotiation to drive cost savings while ensuring the quality of supplies.
• The role involves evaluating potential suppliers based on their quality, cost, and reliability to ensure optimal vendor selection.
• The Senior Procurement Engineer will be responsible for drafting, managing, and issuing Requests for Proposals (RFPs), leading contract negotiations to secure favorable terms, and ensuring compliance with regulatory standards and company policies.
• This position requires close collaboration with teams from Engineering, Operations, R&D, Manufacturing, Supply Chain, Quality Control, and Quality Assurance to ensure that procurement efforts align with project timelines and regulatory requirements.
• The Senior Procurement Engineer will lead efforts to optimize inventory levels, minimize procurement costs, and implement continuous improvement initiatives within the procurement function.
• A key responsibility of this role is ensuring that all purchased materials and equipment meet required regulatory and quality standards, including adherence to Good Manufacturing Practices (GMP).

Qualifications

• A degree in Engineering or a related field.
• 6-8 years of experience in procurement engineering, preferably in the pharmaceutical or related manufacturing industries.
• Strong expertise in procurement processes, contract negotiation, and supplier management.
• Familiarity with regulatory requirements and quality standards in the pharmaceutical industry.
• Excellent interpersonal skills to collaborate effectively with internal and external stakeholders in a fast-paced environment.
• Strong negotiation and analytical abilities with attention to detail and a strategic focus on cost savings and operational efficiency.

Responsibilities:

• Issue purchase orders and respond appropriately for any open orders
• Input all the materials shortages in the Pacer System
• Track order availability, shortages, and delivery with vendors
• Identify, evaluate, and propose material solutions and coordinate with Planning Team to support production plan
• Drive supplier performance reviews to attain the desired levels of cost, quality, delivery and support services.
• Ensure material fulfillment for engine production and keeping inventory at optimal level by optimizing active WIP and monitoring aging FG / WIP.
• Review parts usage analysis and ensure action plan is taken to keep the stock at the right level based on current usage trend (ROP/ROL).
• Liaise with vendors on defect parts for resolution (DR report)
• Reconciliation of invoices discrepancies (DFM)
• Carry out any other duties as assigned.

Requirement:

• Diploma or equivalent in Business Administration, Supply Chain, Operations, Engineering or any other related field
• At least 1-2 years of relevant procurement experience in fast-paced environment
• Experience in Aerospace or Defense industries an added advantage
• Proficient in the use of Microsoft Office applications e.g. MS Excel, MS Word, MS PowerPoint and PowerBI

Contract duration: 3 to 6 months

Salary range: Up to $3200

Working location: Loyang (Shuttle bus provided at various venues)

Working hours: 7.30am - 4.30pm

RESPONSIBILITIES:

• Handle all approved purchase requisitions promptly.
• Prepare purchase orders (PO) for food and non-food items in the Epoint System and upload them in accordance with the Purchasing SOP.
• Demonstrate proactivity, initiative, and resourcefulness in identifying trustworthy suppliers with a high level of integrity.
• Review and verify purchase requisitions to ensure accurate account coding.
• Sources new vendors and negotiates the best pricing and terms with them (payment/delivery terms, etc.).
• Regularly visit vendors to stay informed about product prices and market trends.
• Build strong relationships with internal customers and external suppliers.
• Update and maintain the Vendor list file.
• Ensure compliance with standard operating procedures and liaise with requestors/users/HOD for compliance.
• Coordinate and attend Procurement and Tender Sub-committee (PTSC) meetings and prepare PTSC meeting minutes.
• Send monthly reports to F&B and other departments.
• Assist in insurance tenders and coordinate with brokers.
• Perform other duties as assigned by the Finance Manager, and PTSC.

REQUIREMENTS:

• Minimum of 3-4 years of experience in a similar role, preferably in F&B industries.
• Preferably Diploma in Business/Supply Chain Management or equivalent.
• Proficient in Microsoft Word / Excel / Powerpoint, Internet, Email and Etc.
• Able to multitask, work independently, and pay attention to detail.
