• Partner Sector Divisions in the management of grants to ensure adequate governance and compliance with Grant Policy & Best Practices, from scheme design to closure.
• Attend Sector Divisions’ enquiries relating to grant management processes
• Review processes and suggest improvements to strengthen grant governance and enhance operational efficiency (e.g. through Robotic Process Automation and/or other analytical tools)

Job Requirements:

The successful candidate will be offered a 2 years' employment contract.

• Responsible for daily applications check and monthly grant disbursements for various national schemes to ensure timely and accurate payouts
• Detect data anomaly, manage system issues and follow up on resolution
• Ensure compliance and update of the Operational Framework and Implementation document to support a robust grant governance
• Manage budget and monitor funds movement of various national schemes
• Support internal and external audit compliances
• Support continuous processes and operation enhancement through digitalization
• Perform in-depth analysis of data for various business domains to drive business decisions

Job Requirements:

• Degree in Accountancy, Business or Statistics, with at least 1 year of relevant experience in finance and/or audit areas
• Committed, meticulous, team player with good communication skills
• High integrity, able to multi-task and work efficiently in a fast-paced environment
• Good in Microsoft Excel and comfortable with voluminous transactions

You will manage a grant administered by Sector Funds, and the job scope includes:

• Working with community care partners to identify opportunities, develop strategies and scope proposals on developing/enhancing services and building organisational capabilities, so as to better serve seniors and clients.
• Analysing data to assess the impact of funded projects, identify opportunities to develop resources to support community care partners at scale, and improve grant design and administration.
• Assess funding proposals, and work with community care partners to improve impact of funded projects.
• Develop requirements for, and assist in project managing the development of, a grant management IT system.

Job Requirements:

• A degree, with disciplines in health or the social sciences preferred.
• Strong analytical, planning and problem-solving abilities.
• Good team player and strong interpersonal skills, with the ability and curiosity to learn more about the various stakeholders' concerns.

This position will be part of the Policy and Systems Management team, oversees the launch of new schemes from design to process development and implementation. The team is also responsible to drive inter-agency and cross-division projects to improve government’s financial support to patients and their caregivers.

1. Policy & Analytics

• Lead policy related discussions with MOH and other agencies; coordinate the launch of new policies in partnership with internal and external stakeholders.
• Perform review of existing policies and procedures, identify gaps and suggest improvements to existing process supported by data.
• Provide staffing support.

2. Project management

• Participate in cross-agency projects to improve government’s support to patients. Represent the division in the workgroup discussions and involve in the project planning process.
• Responsible for the development and delivery of assigned projects, monitor the activities, and lead change management effort to support the implementation.
• Review and improve the existing processes to achieve cost-effectiveness and productivity gain.

Job Requirements

• Bachelor degree with 3 years of relevant experience from public sector organizations.
• Experience in managing cross-agencies projects, process planning, change management and reporting would be advantageous.
• Self-starter with the ability to work independently and as part of a team. Good interpersonal skills to work across multiple stakeholders.
• Able to handle ambiguity, strong analytical skill and effective time management to meet project timeline.
