JOB SUMMARY

• To investigate risk events / cases:
• Escalated by Financial Crime Surveillance Operations (ACT & AA, as appropriate) teams (arising from Transaction Monitoring, Trade AML &/or Name Screening);
• Internal escalations submitted or referred by Business &/or other Conduct, Financial Crime and Compliance (CFCC) stakeholders (Country, Region or Group) on concerns of financial crime;
• Intelligence or information received via law enforcements’ production orders, AML/CFT Industry Partnership (ACIP) advisories or Monetary Authority of Singapore; and
• Any other matter as directed by Director Case Investigations and/or Head of Financial Crime Compliance (SG) for identifying suspicious transactions / activities and filing Suspicious Transactions Reports, in compliance with Group policy and procedures, laws and regulations in Singapore on AML/CFT.

RESPONSIBILITIES

• To support Director Case Investigations to lead and manage the Singapore Financial Crime Compliance (FCC)’s Case Investigation Team, as required, including but not limited to
• Providing guidance and training to Case Investigation Specialists and relevant value chain stakeholders (e.g. FCSO-ACT, FCSO-AA, FCSU-QCO, and FCSO-RFI);
• Monitoring relevant metrics and lead requisite actions to intervene, where required;
• Establishing and maintaining effective working relationship with relevant stakeholders including but not limited to Business Units, Group and Regional FCC, and like;
• Securing credible audit / review outcome for the unit;
• Ensuring timely reporting and escalation of significant risk issues to management; and
• Supporting initiatives to enhance relevant work processes for both effectiveness and efficiency purpose

QUALIFICATIONS

• Compliance professional of at least 3 years standing with specific focus on FCC (AML/CFT, Sanctions and ABC), particularly in case investigation.
• Be well-verse in the understanding of the MAS Notice 626, and other like guidance / circulars.
• Regulatory engagement with local regulators.
• Good judgment enabling the provision of sound advice in difficult areas of regulation and practice and the proactive management of compliance and regulatory risk.
• Must possess excellent interpersonal skills and multi-cultural awareness and sensitivity.
• Ability to manage and give leadership to functional stakeholders.
• Sound judgement on business practices, regulatory relationship management and reputational risk.

We're looking for a Fraud Risk Analyst to work onsite within our Digital Bank. This position will report to the Fraud Risk Specialist.

The Role Responsibility:

• Manage responses to fraud incidents escalated to FRM.
• Investigations, booking of fraud losses and reporting in a timely manner.
• Doing root cause analysis and suggest improvements in controls and processes.
• Ensure a good and effective market intelligence network by maintaining a working relationship with industry members to keep abreast of fraud management developments, threats and trends. Pro-actively propose additional or new mitigating measures to manage emerging fraud risks, based on changing fraud trends and landscape.
• Recommend and assist in development of infrastructural support for FRM functions.
• Support the fraud risk awareness by providing staff training, guidance and advisories to Business and Support Units on fraud incidences.

Experience:

• University Degree or equivalent preferred.
• A minimum of 1 to 3 years in practical fraud risk management.
• Experience and familiarity with fraud surveillance and monitoring systems are advantageous.
• Experience in law enforcement and investigation processes would be an added advantage.
• Possess good working relationship with law enforcement agencies.
• Have good working knowledge of cyber frauds and social engineering modus operandi.
• Have knowledge of the financial services industry, specifically in banking.

The Group has announced a Productivity and Simplification programme, Fit for Growth (‘FFG’) to the market that seeks to drive efficiencies across the organisation. The programme will also enable the Bank to better take advantage of the growth opportunities that exist across the business divisions. This role sits within the Treasury Fit for Growth (‘FFG’) programme that aims to simplify, standardize, and digitise Treasurys’ processes. 1. Spearhead Initiatives through the execution phase in 2025: track effectiveness of the initiatives identified; work with manager to ensure these are on track and help remediate issues identified.
2. Design Target Operating Model (‘TOM’) for the various hubs across Treasury (Liquidity, IRRBB, FTP, RRP) aligning the cluster and group models to a global consistent model.
3. Engagement with GCFO to ensure consistency of how we’re looking at FFG initiatives and ensuring Treasury is up to speed with GCFO requirements.
4. Engagement with COO partners within technology and data and analytics with a view to have an understanding of the overlap with the overall FFG initiative and identifying any further synergies from automation of processes.

Role Responsibility:

Customer Experience – Service & Complaints Handling

• Using the preferred channel to communicate and provide responses where appropriate to general or account-related enquiries initiated by customer
• Handle simultaneous channel responses, including in-app chat/call, and voice hotline
• Ensure timely documentation, classification, customer acknowledgement, and follow-up actions for all cases according to the relevant policies and procedures.
• Identify the main reason for calling, document the situation accurately, and route cases to relevant parties (e.g. risk, fraud, ops) to help resolve the issue.
• Timely communication with customers in relation to their cases and escalate issues to managers

Customer Due Diligence

• Engage in identification and verification of customers while adhering to the bank’s privacy and security policies.
• Assist with reaching out to customers for requested documentation for open cases
• Support in filling out of investigation reports, as required, for payment and fraud cases

Product Service Escalation

• Conduct case investigations and handle complex follow-up cases from offshore team
• Perform tracking, analysis and reporting for escalated cases
• Provide insights and actionable plans to enhance customer experience

Banking Compliance and Escalation

• Ensure compliance with the Governance Policy, the Portfolio Management Standards and System Delivery Framework.

Daily Deliverables
