Job Purpose

• As the Project Manager, plan, execute and oversee AHL CAPEX projects from start to completion, ensuring they are delivered on time, within scope and budget.
• Coordinate resources, manage project teams and communicate with stakeholders to align project goals and expectations
• To consolidate vendor contracts for various services (e.g., cleaning, maintenance, landscaping, security) to reduce redundancies, improve service consistency, and leverage economies of scale for cost savings.
• Support the collection and analysis of data on facility usage, maintenance needs and service performance to optimize resources and forecast future needs. This data driven approach can improve decision-making and reduce operational costs.
• Provide Technical advisory services for mechanical and electrical systems, building services, and space planning for AHL centers and ensure that technical solutions are aligned with best practices, regulatory standards and the specific needs of each center
• Assist with Green Mark certification and work with sustainability consultants and other relevant stakeholders to ensure compliance with Green Mark criteria.

Duties and Responsibilities

• Project Manage A&A works/Upgrading systems including design/system inception, tenders calling, award, contract variations, progress payment etc. in accordance with procurement policies, regulatory compliance, procedures and house rules
• Liaise with stakeholders on specifications and develop comprehensive project plans, including timelines, resource allocations and budgets.
• Coordinate with internal teams, contractors, and National Arts Council to ensure project milestones are achieved
• Conduct regular project status reviews, address any issues and report progress to Senior Manager and Director of FM
• Collaborate with the FM team to consolidate service contracts and manage renewal processes for AHL and work towards standardizing procedures and achieving operational uniformity across all centers.
• Identify opportunities for cost optimization and efficiency improvements in service contracts.
• Provide expert technical guidance on mechanical and electrical systems, building services and assist to develop framework and procedures for all AHL Centres.
• Conduct assessments and make recommendations for system improvements, repairs or upgrades and ensure that technical solutions are aligned with best practices, regulatory standards and the specific needs of each center.
• Assists with Green Mark certification and renewal processes for AHL Centres, ensuring compliance with BCA’s standards.
• Coordinate and compile necessary documentation, reports and certifications required for Green Mark submission.
• Ensure that the Centres meets all Green Mark criteria across categories such as energy efficiency, water efficiency, environmental protection, indoor environmental quality, and other green building features
• Assist Workplace Safety and Health Officer in conducting safety inspections and audits to identify potential hazards in the workplace.
• Review document findings from inspections, noting any areas that require corrective actions and follow up with relevant departments to ensure identified hazards are promptly addressed and rectified.
• Assist in preparing for and conducting emergency drills, such as fire evacuations and lockdown exercises, to improve readiness.
• To carry out and assume any other duties and responsibilities as and when assigned by the senior management

Qualifications

Education

• Degree or Diploma in Building Management/Mechanical Engineering/Electrical Engineering
• Certification in Project Management and/or Sustainability is an advantage

Experience & Skills

• At least 5 years’ relevant experience in Project Management or Facilities Management for commercial or Institutional building.
• Proficiency in MS Office, Project Management Tools and Software
• Possess good communication, written and interpersonal skills
• Possess good organization and leadership skills
• Able to work independently and effectively under pressure to meet tight deadlines

NOTE - THIS IS A 2 YEAR CONTRACT ROLE

Financial & Accounting

• Provide direct financial support to both Programming & Producing Department, in particular Venue Programming and Marketing and Communications departments. Including agreements, invoicing, payment, purchase orders, license applications, and venue bookings for VP; Monitoring and financial file management for P&P Marketing and Communications departments.
• Ensure that all administrative & financial matters within P&P and Marketing and Communications are delivered in a timely and professional manner. Including financial correspondence with our service, maintenance & equipment providers, if any, e.g. Cultural Medallion showcase.
• Retain and file all P&P and Marketing and Communications documentation relating to P&P and
• Marketing and Communications procurement process- such as approval papers, procurement, payment, licensing and all supporting documentation.
• Retain and file all contract, Finance & procurement documentation, etc for audit purposes.
• Track & monitor budgets and expenses for P&P and Marketing and Communications departments to ensure good financial governance and audit compliance.
• Generate purchase orders, maintain, track and improve financial and budgetary progress reports within P&P and Marketing and Communications.
• Assist the respective Department Managers in the preparation and documentation relating to long term financial planning within P&P and Marketing and Communications.
• To a contact point between the P&P, Marketing and Communications and AHL finance dept.
• Keep up to date with AHL procurement policies and actively disseminate this information throughout the P&P and Marketing and Communications departments.
• Monitor and administer P&P and Marketing and Communications dept. actual costs and expenditure.

Administrative Support

• Assist in producing and monitoring any departmental documentation and paperwork required for any internal or external auditing for P&P and Marketing and Communications.
• To ensure all P&P and Marketing and Communications departmental documentation is archived and stored in a systematic manner.
• Assist the respective Department Managers in the review and upkeep of all departmental resource documentation such as production coordinators handbook and departmental SOPs.
• Liaise with HR to recruit year-round interns for P&P and Marketing and Communications.

General duties

• Coordinate P&P and Marketing and Communications office requirements and liaise with HR, IT & Admin department with office requests, new staff orientation and workstation planning.
• Monitor and manage the booking of any communal P&P and Marketing and Communications office equipment such as laptops.
• To assist in the collation of a P&P and Marketing and Communications resource library and archiving of Marketing and Communications materials (physical and digital).

Others

• To carry out and assume any other duties and responsibilities as and when assigned by the Reporting Officer and HOD/Programming & Producing and Marketing and Communications.

Skills and Qualifications

• Minimum 3 years of experience in administrative role or prior experience working in public sector or fast pace industry is a plus

• Implement the venue hire strategy to grow revenue and ensure optimal usage of venues, spaces, and support its services by exploring & generating opportunities for the centres to achieve their mission
• Develop and manage the venue’s business operations, including venue hire, events and functions to achieve the centre's mission.
• Support the Centre Heads in venue-hiring activities and maintain strong arts tenant relations.
• Ensure high standards of operations to meet hirer needs and encourage repeat business.

Duties & Responsibilities:

Leasing & Revenue Generation

• Plan and execute leasing strategies to ensure maximum occupancy and revenue for all venues and spaces.
• Explore and propose new business opportunities to increase occupancy and sales.
• Develop & maintain strong relationships with existing clients/hirers and actively seek new clients and business opportunities.
• Manage contractual negotiations, including preparing venue-hire/arts tenancy agreements, invoices and deposits.

Client Relations & Experience Management

• Manage hirer/tenant inquiries and ensure events are smoothly executed
• Manage hirers experience and ensuring AHL’s standards are met in all interactions and events.
• Provide on-site event servicing (on weekdays/ weekends / outside normal office hours)

Operations & Administration

• Use the event booking management system in a disciplined manner to manage venue hire calendar, perform billing, issue estimates and contractual documents, event details and track financials.
• To coordinate with Centre Head and the centre’s operations departments (facilities management, security, and cleaning staff) to ensure spaces meet expectations.
• Generate and distribute event orders for internal and external events.
• Keep an updated customer database and ensure accurate reporting of monthly utilisation figures for management reporting.
• Compile and submit reports/papers and assist in budget/forecast preparation.

Financial Management

• Perform executive billing efficiently.
• Follow up on outstanding debts and manage debt collection processes.

Others

• Assist with any other duties and responsibilities as assigned by the HOD and AHL Management.

Qualification

Education

• Diploma in Real Estate, Hospitality, Sales or relevant discipline.
• Possess strong interpersonal, communication and negotiation skills.
