Role Overview:
The Human Resource and Administrative Assistant will manage the payroll processes and administrative duties at CR3 Singapore Pte Ltd. The ideal candidate will be proactive, detail-oriented, process-driven, and able to independently oversee payroll operations, along with managing government statutory and grant requirements. This role reports to the Compensation & Benefits Assistant/Manager.
Key Responsibilities:
(a) Payroll Administration:
- Administer the monthly payroll for 80+ employees using the HRMS system (Darwinbox).
- Coordinate employee benefits such as leave, medical benefits, overtime pay, allowances, expenses, and statutory declarations. Liaise with outsourced payroll vendors as necessary.
- Manage dormitory-related matters in collaboration with vendors.
- Provide administrative support to ensure smooth daily office operations.
- Handle full-spectrum work pass applications, including WPOL and EPOL, and ensure compliance with MOM regulations (e.g., OFWAS and online submissions).
- Manage claims for NSmen make-up pay, maternity leave, childcare leave, etc.
- Forecast and manage annual leave provisions and accruals.
- Prepare monthly payroll summaries and ad-hoc HR reports.
- Maintain an accurate HR database and ensure employee records are up-to-date.
- Assist with internal and external HR audits.
(b) Government Statutory Requirements & Grants:
- Administer personnel-related surveys and statistics for various government agencies, including CPF, MOM, and IDA.
- Stay updated on government human capital grants, manage grant applications, and monitor the reimbursement and claims process.
Key Skills:
- Minimum of 'O' Level, Diploma, or Degree in Human Resource Management, Business Administration, or a related field.
- At least 2-3 years of experience as a payroll specialist.
- Strong knowledge of local employment laws, regulations, and the Employment Act.
- Proficient in both verbal and written communication in English and Mandarin.
- Advanced proficiency in Microsoft Office, especially Excel; strong numerical aptitude.
- Highly meticulous, detail-oriented, and well-organized, with the ability to work independently to meet deadlines.
- A good team player, resourceful, and capable of working autonomously.
