Job Responsibilities
The incumbent is responsible to oversee and spearhead the full spectrum of Human Resource operations encompassing payroll and recruitment of the Company. He/ She is required to provide advice, assistance, and follow-up on company policies, procedures and documentation.
Payroll
- Perform, manage full spectrum of payroll and responsible for accurate and timely payroll computation and processing
- Perform timesheet calculations and liaise with relevant department on the attendance and leave matters
- Handle tax clearance, monthly CPF submission, annual income tax filing and the submission of government paid-leave claims, NS claims, etc.
- Liaise with all government and external bodies with regards to staff issues, subsidies, and grants
- Create and Manage HRIS system e.g. Timesoft, E-Timesheet/E-Citrix for attendance management
- Maintain accurate employee’s data in Times Software
- Manage the annual manpower budget exercise, HR audit and prepare Group reporting including calculating and project foreign manpower quota balance & local manpower growth
- Prepare monthly manpower costing, staff movement report and perform cost analysis for review
- Extract data, generate HR reports and provide analysis reports as and when required
- Maintain and upkeep employee records in HR system
- Attend to staff queries on payroll related matters
Talent Acquisitions
- Perform full spectrum of recruitment including onboarding and offboarding related activities and documentation
- Work closely with departments to understand job requirements and lead recruitment processes
- Able to fulfil the recruitment needs, complete all the necessary process, flows
- Develop job postings, job descriptions and position requirements, coordinate and participate in interview /selection assessment
- Ensure all screening, hiring, and selection is done in accordance with employment laws and regulations
- Actively and able to source for potential talents from various channels and higher tertiary institutions
- Handle onboarding and off-boarding processes, including conducting induction program, in-house portal management for related activities
- Implement HR analytics for reviewing recruitment and retention effectiveness.
- Prepare letter of appointment and extend job offers to select candidate and negotiate the terms of employment such as salary, benefits, and other relevant details
- Handle staff insurance and medical issues (claims, work injury compensation, etc)
- Perform ad-hoc duties/ project as assigned e.g. system integration / migration
Job Requirements:
- Diploma/ Bachelor Degree in Human Resource Management orequivalent.
- At least 3 years of working experience in payroll and recruitment
- Experience in handling manufacturing facility/ high volume of payroll with more than 300 headcounts
- Good payroll knowledge and well-versed in the Employment Act and HR practices.
- Proficient in Times Software, E-Citrix is an advantage
- Independent, Proactive working attitude; Able to work well under pressure in a fast-paced environment
- Meticulous, fast learner and well organized
- Excellent interpersonal, communications and analytical skills
