Key Accountabilities
Safety and Environmental Management
· To make sure that the vessel is maintained to ISM/ISO/ISPS standards.
· To review all safety committee meeting and SMR minutes and respond to vessels as required. Ensure action items mentioned in the minutes are followed up and closed out.
· Manage and respond to NCN/near miss reports. Ensuring that any MOC’s and improvement ideas are forwarded to the CoE. To investigate/respond and support any incident/injury on the vessel and prepare an initial report.
Monitor and manage Port State Control and Flag State inspections and their close-outs. Maintain nautical standards on board to the highest standards. Ensure vessel is operating to the company standards of environmental excellence.
Emergency Preparedness
· To conduct and review ship-shore drills both emergency and ISPS and share the drill reviews with the CoE.
Risk Management
· To review and manage all the risk assessments from vessels. Carry out the established processes to mitigate and minimize the risks.
Audits
· Ensure vessels are prepared at all times for the various internal and external audits. Co-ordinate and facilitate the internal and external audits with the CoE and on completion responsible for responding and closing out the audit findings. This will include Green Award audits and SMAD audits.
Vetting and Assurance and customer support
· To co-ordinate and facilitate OCIMF inspections on his vessels in alignment with the technical superintendent and the CoE. Will be responsible for preparing the first cut response to CoE on the findings. Will liaise with the superintendent and ensure close-out of the findings within the specified time period. Will be responsible for liaising and reporting to MISC all cases of injury and incidents.
Vessel Support
· Be responsible for briefing/de-briefing and mentoring of sea staff. Will conduct regular visits to the vessels under his charge.
Security
· Responsible for all aspects of security of the vessel. Will be responsible for security preparedness and also be responsible for conducting the proper SSAS tests.
Requirements
Professional Qualifications
· Maritime related degree or Certificate of Competency Class 1
Specialist Knowledge / Skills
· Sound knowledge of shipping industry and tanker business, with emphasis on vessel technical and engineering requirements
· Technically competent with proven expertise in developing and implementing processes with improved efficiency and effectiveness within the shipping environment
· Good trouble shooting abilities
· Shipping legal/regulatory expertise
· Build & motivate team towards business goals
· Knowledge of financial reporting and budgeting
· Operational and strategic planning
Experience
· At least 2 years of experience as sea going Master Mariner.
Ideal
· Experience 2 or more years of shore management experience in shipping companies
Command experience on board oil tankers and working for a ship owner in a fleet management role.
