RESPONSIBILITIES
- Full treasury coverage including cashflow, liquidity, reserves and debt management, encompassing forecasting, modelling and scenario planning.
- Support project feasibility analyses and ascertain financing needs.
- Raise financing and ensure compliance with relevant covenants.
- Lead strategic and financial updates to maintain credit rating.
- Manage foreign exchange and short-term investments, including monitoring of market movements and recommending strategies to maximise returns or reduce costs.
- Support the management of the University's reserves, including donations and government funding.
- Serve as key liaison with bank partners to implement bank solutions and oversee bank operational matters.
- Ensure compliance with Singapore FRS, local statutory requirements and other government directives.
- Lead both management and financial accounting, reporting and audits in areas of cash, investments, donations, student financing and reserves.
- Engage in business partnership with other University departments, provide financial planning and business insights.
- Design financial analysis to extract and present key insights from financial and business data.
- Develop and implement accounting policies, procedures and controls.
- Provide recommendations for continuous improvement on policies and processes.
- Prepare key reports, papers and presentations to senior management, the Board, and other stakeholders.
- Coordinate interactions both within Finance and with other internal and external stakeholders, eg represent SMU in independently liaising with external stakeholders (eg auditors, lawyers, bankers) and internal stakeholders (eg senior management).
- Manage/support systems implementation and related IT projects.
- Lead/support finance related and cross department projects.
- Oversee the work of the direct reports.
- Other ad-hoc duties and responsibilities.
QUALIFICATIONS
- Degree or professional qualification in Accounting or Business with at least 5 years of relevant treasury, finance or accounting experience and 2 years in a managerial position.
- Candidates with Chartered Accountant (CA) / Certified Public Accountant (CPA) / Chartered Financial Analyst (CFA) would be advantageous.
- Experience in the government or education sector would be advantageous.
- Experience in treasury and FP&A would be advantageous.
- Strong technical knowledge in accounting, well versed in FRS and its application.
- Financially attuned with experience in cash, investment and liquidity management.
- Experience in process flow and compliance matters.
- Highly proficient in Microsoft Office applications.
- Strong written and verbal communication and presentation skills.
- Knowledge and hands-on experience in SAP will be advantageous.
- Experience with data analytical and dashboarding tools will be advantageous.
- Highly motivated individual, resourceful and able to multi-task and work independently.
- Good analytical and organization skills, able to work flexibly to lead projects and demonstrate critical thinking to problem solve.
- Effective team lead in a hands-on management capacity.
- Proactive and mature team player with good interpersonal skills who can communicate effectively with internal and external stakeholders.
