This role will support our Tuas Mill in the areas of facility management which includes both hard and soft services
The individual will support to manage the Utilities operation and management, soft services like canteen, pest control, employee transportation, landscape, and waste management and any other services as and required based on business requirements
The individual is expected to act as a self-driven, motivated, good communication, analytical and leadership skills
KEY ACCOUNTABILITIES:
General:
Assure compliance with KC site Environment, Health, and Safety Management System (EHSMS) and Quality Management System (QMS) requirements, policies, and procedures
Provide leadership and direction in the operations and maintenance of utilities equipment’s, building services, and facility soft services
Training, mentoring, and coaching of direct report and improve their skills, knowledge, and performance
Improve facility level energy usage and optimization, water conservation and recycling
Identify reliable, cost-effective service providers with buyers and qualify them as per the established guideline by KC
Hard services (80%):
Manage and lead critical utilities asset performance by implementing sound systems and practices for reliable operations.
Communicate and follow up effectively with cross functional teams for the effective and optimized performance of the asset.
Drive and lead short- and long-term action plans to improve asset performance.
Asset life cycle analysis and develop roadmap for replacement due to ageing, obsolescence and frequent breakdown which increase maintenance cost.
Prepare and review both Capex and Opex facility budget with mill leadership.
Establish and promote good quality awareness and compliance to the set plan among the team.
Set, discuss, review, and communicate yearly objectives with team members.
Skill gap analysis for team members and close gaps by training, on job and cross functional training
Develop master PM for all the facility system and compliance to completion
Plan, organise and control all the activities of preventive maintenance. Adjust maintenance schedule to maximise productivity. Implement the most cost-effective maintenance options. Establish database to monitor PM issues/items. Provide solutions and coordination with the help of external or internal resource on maintenance related issues.
To collect technical information, manuals, and drawings relative to machine for maintenance and reference. To draw up the Maintenance related SOP/manuals for implementation/compliance. To draw up and ensure implement safe working practices and procedures. Problem solving on maintenance related issues.
Provide support to the engineering projects.
Support quality, safety fire and any other audits with cross functional teams as and when required
Coordinate activities to drive problem-solving capability, by leveraging industry tools, digital solutions, and methodologies, and collaborate with regional Engineering teams to enhance technical capabilities
Facilitate initiatives to drive mill Cost saving programs on indirect cost
Soft Services (20%):
Set and monitor the service provider performance based on the agreed SLA’s
As part of continuous improvement, drive operational and cost efficiencies by monitoring the service usage and optimize together with service providers
You will be responsible for the following soft services
Employee transport
Employee canteen
Vending machines and pantry
Janitorial services
Ground and landscaping
Pest control
Laundry services
Waste management (Both hazardous and non-hazardous) and plant recycling program

QUALIFICATIONS
Bachelor’s degree/Diploma in electrical/mechanical engineering.
At least 5 years of experience in facility management includes managing critical utility services in industrial environment preferably in high-speed manufacturing and related soft services.
Knowledge in building automation system
Candidate holding registered Fire Safety Manager, Singapore certified energy manager have an added advantage.
