Job Descriptions:

• Monitor and review master construction programme and preparation of catch-up programme if applicable
• Monitor and supervise Engineers/foreman, ensure compliance of the qualify procedure & standard of workmanship. Checking on quality and quantity of work by subcontractors
• Preparation of detailed programme for site team to follow accordingly and complete on time
• Resolve drawing discrepancies and technical difficulties with technical team
• Preparation of detailed method statements and work instructions for construction
• Coordinate between Private Client / sub-contractors /inter-departments and monitor site manpower and resources to meet schedules
• Liaise with the Design team on the submission of related CSA & MEP works and technical issues
• Plan all works on site, including programme schedules and construction methods, forecast equipment, material and manpower requirement usage etc
• Monitor progress against programme and cost against budget
• Promote and enforce a safe working environment

Job Requirements:

• Degree/Specialist Diploma in Civil Engineering/ Electrical Engineering / Mechanical Engineering or equivalent
• 10 years of relevant CSA & MEP project management experience i.e. RC works, Building works which includes experience in Data Center projects with 5 years in Site / Construction Manager roles and operational experience.

Job Description, Roles, and Responsibilities (Commissioning Manager):

A Commissioning Manager effectively manages, leads and supervises the entire quality & commissioning process including contractual deliverables. Coordinate with all departments to ensure a smooth handover from construction through to commissioning and client hand over, including extensive follow-up with contractors, vendors, and the client site team.

ROLES AND RESPONSIBILITIES

• Chair weekly Commissioning meeting with vendors
• Chair daily site Commissioning Meeting following Power On
• Issue daily Notification of Energization (NoE) during Power ON phase
• Ensure the Calibration of ALL test equipment to be used is valid and in date.
• Oversee the correct implementation of the ESSW system including Lock Out Tag Out.
• Ensure registers are maintained for LOTO and related control measures (Lock Box, Authorized Persons).
• Coordinate with the site safety team to endure source of energy risks are covered in site awareness.
• Coordinate safety watch requirements for Commissioning activities.
• Coordinate room access control personnel for sign in, sign out registers and permit to work controls in Commissioning Areas. Assistance by Safety Team
• Ensure adequate safety signage is installed by the HSE team, including live warning labelling and contact persons for Electrical and Mechanical plant.
• Coordination with ALL vendors for documentation (RAMS, Red Line Drawings, Start Up Scripts, SAT)
• Plan Mobilization dates and resources for 3rd Party vendors and commissioning contractors
• Plan and manage the Testing & Balancing team activities.
• Assist Engineering in developing the Equipment Tagging Register for Equipment Labelling (Traffolyte / SS)
• Coordination of vendors/engineering for all inter connections between packages (HW & SW)
• Liaise with the QAQC Inspectors for progress updates during the installation process.
• Liaise closely with the ELV Lead for EPMS/BMS readiness, per package as per the commissioning program.
• Manage the QAQC snagging list and ensure follow up of closures with the Construction Managers, not to delay the commissioning schedule.
• Prepare and distribute a issues log, independently to the Completion Management System CIL for tracking issues or deficiencies during the installation phase.
• Coordinate the closure of all Commissioning Issues raised in the CMS during FAT, L2, L3, SAT and IST
• Manage closely the static testing of MV & LV power cabling, ensuring the installation adheres to approved drawings. Any “To/From” deviations to be escalated immediately.
• Prepare and issue a weekly Commissioning Dashboard report.
• Prepare and issue a 2-week static and pre-functional testing look ahead program - To be updated and issued on a weekly basis.
• Manages and motivates the QA/QC and Cx teams, acts as a champion for all policies and procedures and leads by example, particularly in the areas of work ethics, quality, health, and safety.
• Plan and arrange vendors to attend for System Level and Integrated System Testing Demonstrations
• Leads engineers involved in “hands on” System Level Testing and IST Demonstrations

QUALIFICATIONS & EXPERIENCE:

• Electrical, Instrumentation or Mechanical Engineer.
  BS. Degree or Equivalent in trade experience (15 Years) with a recognized trade certificate.
• 10+ years in area specific project experience.
• Multi-discipline understanding (Electrical & Mechanical, including ELV)
• Very good English language skills.
• Competent in the use of PC applications (Microsoft Office suit or equivalent).

This role manages the Data Center projects in Singapore

• Develops mechanical and/or electrical engineering designs into construction plans and be responsible for the deliverables.
• Responsible for executing mechanical and electrical systems setups in Data Center and ensure that it is successfully commissioned according to the client's requirements.
• Conducts project assessments and is able to provide feasible and creative solutions based on the base programs.
• Manage the projects' costs and budgets for MEP section of the project.
• Plans the team's manpower and provides on-the-job coaching to staff
• Meticulous, highly detail-oriented and has a keen interest to incorporate new technologies into engineering projects.
• Possesses excellent knowledge in mechanical and/or electrical engineering fields, is analytical and has good problem-solving skills.
• Possesses strong interpersonal and project coordination skills crucial for engagement with internal and external stakeholders.

Job Descriptions

Design and engineering management

• Act as the primary link between the construction team and external design consultants.
• Act as the primary link between the project team and the client’s design team on all design related items.
• Provide clear direction as to approach, schedule and priorities to the external design consultants and manage their works to ensure deliverables are received in good time to facilitate construction.
• Engage with Project/Site Engineers and Construction management team to incorporate site constraints and preferred construction techniques/methods into the design
• Resolve design related queries
• Verify design and review deliverables for completeness and accuracy

Site operations coordination and monitoring

• Engage with Site Engineers and Construction Management team for design requirements; gather input and discuss technical requirements
• Provide technical guidance and guide team to execute design requirements
• Periodic inspection of works being carried out and check operations and execution for adherence with design drawings
• Participate / guide team to participate in weekly meetings with site team, provide information about engineering and design aspects and present progress on scheduled works

Compliance review and monitoring

• Review all designs for compliance with engineering principles and relevant design codes
• Review all drawings for adherence with CAD standards and Leighton’s operating procedures
• Guide team to file designs / drawings, maintain record of delivery and timesheets for development and delivery schedule
• Guide team to resolve instances of non-compliances

Job Requirements

• Mechanical, Electrical or Civil Engineering Degree recognized by Singapore Professional Engineers Board
• Total Work Experience: 10 years of experience preferably in buidling and Data Center industries.
• Knowledge of BIM requirement aspects of engineering and design
• Experiences in executing design, engineering, installation and T&C of Data Center

Job Description

• Co-ordinate with construction team to ensure all inspection and testing requirements are fulfilled and work quality is achieved in order to meet client’s requirement as per the contract.
• Monitor the implementation of the Project Quality and Environmental Plan
• Ensure quality of works in accordance with Quality Management Plan including development of Method Statements, Inspection & Testing Plans and Checklists
• Conduct site inspections
• Witnessing and sentencing of all site inspections within their disciplines
• Assess subcontractor/supplier QA arrangements for compliance with contract requirements
• Acquaint section personnel with QA requirements and arrangements in place to achieve them • Audit and monitor QA and Environmental systems for compliance and effectiveness
• Coordinating and maintaining a non-conformance control system including issuing of non-conformance reports to the Project Manager and ensure corrective actions are implemented and effective
• Control/check on status of issue/revisions of QC documents/drawings within section/on sites
