You will be part of the team that Singapore’s infrastructure finance capabilities and ecosystem. The team’s key priorities include implementing Financing Asia’s Transition Partnership (FAST-P), a Singapore-led blended finance initiative in collaboration with key global public, private and philanthropic partners to support Asia’s green and transition financing needs.

You will support the team to :

• Achieve the team’s infrastructure finance and blended finance objectives and work goals
• Assist the team to work with third party funds administration company, corporate secretary and internal departments to set up the servicing agreement, scope of work and internal workflows
• Assist the team to conduct surveys with the banks and asset managers
• Assist the team with market landscape research on specific entities, broader blended and transition finance development and infrastructure funds (where required)
• Perform administration tasks e.g. arranging meetings, follow-up on pending matters, support cross-department / government events
• Able to commit for 6 or 12-months

Banking Department is keen to recruit a Financial Risk Specialist to support the supervision of financial institutions’ trading activities and management of the attendant risks.

As a Financial Risk Specialist, you will be part of a team in charge of:

• Evaluating banks’ front office controls, risk management and valuation processes and methodologies, as well as their valuation, market and counterparty risk models. Crafting supervisory guidance, as needed, to raise the quality of market risk management will also be part of this responsibility.
• Identifying system-wide risks in the banking sector by analysing regulatory risk returns and developing risk indicators using supervisory and publicly available data.
• Researching into new risk management techniques/framework in response to market developments; and
• Providing consultation in the areas of risk analytics, risk modelling and valuation practices to other departments within MAS.

Requirements :

• Front office or market risk management experience with a financial institution preferred.
• Strong interest in developments in the financial markets.
• Good knowledge of financial products and their related financial risks.
• Proficient in use of analytical tools/software.
• Inquisitive, analytical, quantitative, and has an eye for detail.
• Ability to communicate technical knowledge well, both spoken and in writing.
• Relevant certification in Quantitative Finance or professional qualifications like CFA, PRM or FRM will be advantageous.

You will contribute to the preparation of regular reports and briefings on current economic developments to support the monetary policy process. This role requires the ability to apply conceptual economic frameworks and econometric methods for policy analysis. You will have the opportunity to provide research-based policy advice to MAS management, brief policymakers on your research and engage with visiting academics.

Job Requirements :

• A recently completed PhD or (Research) Master’s degree in Economics or Finance (or closely related fields)
• A background in theoretical and empirical macroeconomics as well as a good understanding of Singapore’s economic policy context
• Substantial experience in quantitative economic or financial analysis, and a track record of conducting independent research
• Good writing and presentation skills in English, as well as good interpersonal skills
• Strong interest in contributing to public policymaking in Singapore
• Programming skills in one or more of the following software packages: Eviews, MATLAB, Stata, Python, R or Julia
