Assist Deputy General Manager/ Senior Manager in formulating, implementing and reviewing plans for the development of CDC to achieve community goals.

•            Lead and guide a team of Managers/Assistant Managers to work closely with North West CDC’s Council Members to conceptualise, plan and implement Healthy Living programmes to meet the needs of the community.

•            Lead and oversee development and implementation of joint projects/programmes with community stakeholders.

•            Manage projects/portfolios planning and execution, ensuring alignment with organisation goals and objectives

•            Build and strengthen relationship with existing stakeholders (i.e. schools, community organisations, various government agencies), and develop new networks and contacts to enhance the reach and impact of Healthy Living programmes. 

•            Supervise and guide Managers/ Assistant Managers to ensure project targets are met. To plan relevant targets for and with Managers/Assistant Managers.

Requirements:

• Ensure the effective implementation of PA-wide financial policies, including the Government Instruction Manual on Grants Governance, by providing guidance and monitoring compliance in the review of grants submission by ground units.

• Identify opportunities to streamline and improve the end-to-end grant management processes, including application, approval, disbursement, monitoring, and reporting, to enhance operational effectiveness and efficiency.

• Collaborate with relevant stakeholders, including Field Governance Office (FGOs)/Constituency Offices (COs) and PA divisions, to ensure timely and accurate update of PA Grant Register for reporting to Management.

• Develop e-learning content to educate staff and stakeholders on the updated financial policies and enhanced grant management processes.

• Assist in facilitating change management activities to ensure smooth adoption of new financial policies and grant management processes across the organization, addressing any resistance and ensuring buy-in from relevant stakeholders.

Experience

The Senior Manager plays a pivotal role in supporting the Assistant Director (Policy & Administration) in policy review, digitalisation and strategic planning related to PA registered Trainers/Private Operators, courses, Interest Groups (IGs), and IG leaders. The responsibilities include monitoring the management of Trainers, IGs, case management, and course modules within the onePA system and future IT systems to facilitate effective community outreach. Additionally, the Senior Manager is responsible for maintaining records of quality service cases, overseeing feedback management from internal and external stakeholders, managing audits, and addressing audit observations to enhance the quality of training providers.

Furthermore, the role involves administering the Appointment and Renewal of Talent Advisory Panel members, overseeing the management of PA registered Trainers and Private Operators, identifying their training needs, and coordinating workshops to upgrade their skills and competency. The Senior Manager is also tasked with collating and reviewing regular reports on course participation and IG membership, generating data from the onePA/IT system for operational purposes, and preparing reports and materials for division/section meetings, presentations, and other briefings/workshops.

In addition, the Senior Manager liaises with PA registered Trainers/Private Operators, and Constituency Office Staff to align PA key messages, communicates with internal and external stakeholders on the dissemination of information and policies, and ensures the smooth operation of day-to-day office and administrative functions. Supervisory responsibilities include ensuring team compliance with Government Instruction Manual on Procurement rules and regulations, monitoring the Division's and team's budget utilization, guiding the Manager to optimize resource utilization, and overseeing the update of office inventory, maintenance of office equipment, and disposal of documents after the mandatory period.

Finally, the Senior Manager assists in other projects and duties as instructed by division's senior officers/management.

Training for PA Staff and GRLs

• Supports the conduct of courses (face-to-face, virtual or blended) to enhance the capabilities of GRLs and PA Staff.

• Assists to prepare training materials (facilitator’s guide, learner’s guide, PowerPoint, e-learning course wares etc) and learning aids (learning posters, videos, activity props, etc) for the conduct of the course.

• Assists in reviewing the course through evaluation forms, surveys and focus group discussions with learners.

Management and Organisation of Training Programme

• Manages all training supplies, activity props and learning aids.

• Works in taskforces and project teams to enhance NACLI’s training quality.

• Collates and reports GRL and PA Staff training data such as course schedules, course runs, attendance, number of learners, learners’ profiles etc.

Stakeholder Engagement

OUTREACH AND ENGAGEMENT

• To create the belt around arts and cultural activities Through engagements with the partnering government agencies, the place making ideas must animate the precinct, rejuvenate structures and streetscapes and bring the diverse community together.
• To be able to integrate arts, culture, activities and creative events in the development project.
• To organize various programmes and events for the various spaces within the cultural belt.
• To handle and manage the Geylang Serai Precinct Development (internal and external) to operational excellence in programming such activities and events.
• To co-ordinate and take charge of the full spectrum of all events and activities. Be very fastidious and mindful of all optics and have eye for detail on creativity, designs and colour combinations.
• Develop and implement creative place-making strategies and creative ideas on cultural and heritage related programmes and activities.

ADMIN, FINANCE & PROCUREMENT

• To assist the AD on all Admin, Finance and procurement matters relating to GSPD
• To work on various quotations and tenders for all sub projects for the GSPD.
• To assist AD to manage all matters within the scope of GSPD
• Support and facilitate the place making commission through all modes of communications and to ensure that all the short and long term plans are well coordinated.
• Pilot and promote engagement efforts in the precinct development neighbourhood programs.

IPOG staff are also to perform the following duties:

To implement meaningful and innovative national and community programmes             

• Scheduled duties to cover weekday night programmes and weekend programmes
• Scheduled to manage and execute national programmes for WGS that requires multiple meetings, rehearsals and planning. Some of these events are Annual Bazaar, Monthly Cultural Events, Bulan Bahasa, etc.

To foster strong partnerships and networks

• Appointed as secretariat to various committees such as Programme Advisory Committee, Precinct Development Inter-Agency Committee, WGS Social Network Committee, Facilities Management Committee, Integrated Programming Committee, Kurnia Operations Committee and M3
• Scheduled to attend monthly CCC and CCMC meetings in the evenings
• Multiple ad-hoc ‘after office hours’ engagements and meetings with MMOs, VWOs and other non-government organisations whom are volunteers and can only meet after work

To assist in facilities management services of common properties at Wisma Geylang Serai

• Scheduled to perform random surprise checks on facilities, security, cleaning and tenants at odd hours

To assist in the day to day operations of Malay Muslim Organisations (MMO) office

• Manage Kurnia (MMO Hub) as and when required of which operating hours are beyond office hours

Other ad-hoc duties not covered under main responsibilities and duties.
