What you will be working on:

• Conceptualise message-driven communications strategy, as well as manage and execute communications plans for PA programmes and announcements. This includes developing key messages for various mainstream media and social media channels, preparation of press materials and content for other PA channels, and media engagement to drive positive media coverage
• Work closely with internal and external stakeholders, including ground comms staff, divisions, grassroots volunteers and Whole-of-Government communications teams, to ensure consistent branding and messaging
• Maintain a keen sense and understanding of the trending news and issues which are of interest to our audiences and stakeholders and to PA
• Identify and create opportunities of positive publicity for PA and the work we do
• Develop issues and crisis communications plans to minimise reputational risk

·       Manage manpower resourcing, including recruitment, outreach, on-boarding, postings and secondment, internship management, re-employment, contract renewal and exit management.

·       Foster strong relationships with stakeholders, communicate effectively, and build trust, to effectively influence, facilitate, negotiate, and resolve conflict in order to develop and engage employees (e.g., convey policy rationale).
 

·       Develop and implement recruitment strategies (sourcing, assessment, and selection) to maximise the effectiveness of the selection process that will help the PA achieve its current and long-term goals.

·       Provide professional advice to Division on the interpretation of HR policies and staff matters (e.g., staff profile, recruitment, postings, temporal staff, re-employment, exit strategies etc).

·       Champion new ways of working by applying and implementing innovative solutions to day-to-day work.

·       Design, translate, and implement policies and processes that are staff-centric while taking into consideration staff and organisational needs, relevant legislations, and industry best practices.
 

·       Develop and implement strategies that facilitate staff movements to meet the PA’s current and long-term goals and strategies, in anticipation of future workforce trends and conditions.
 

·       Leverage on technology and digital tools to optimise and enhance HR functions. This includes fostering a tech-focused and pro-digitalisation culture in the HR team.
 

·       Use data and analytics across a range of HR functions to generate insights for business intelligence and foresights for planning purposes.
 

·       Promote teamwork and team learning of HR staff for greater effectiveness and productivity of HR work.

Key duties and responsibilities that need to be performed to meet the primary objective of the job. 
 

• Ensure the effective implementation of PA-wide financial policies, including the Government Instruction Manual on Grants Governance, by providing guidance and monitoring compliance in the review of grants submission by ground units.

• Identify opportunities to streamline and improve the end-to-end grant management processes, including application, approval, disbursement, monitoring, and reporting, to enhance operational effectiveness and efficiency.

• Collaborate with relevant stakeholders, including Field Governance Office (FGOs)/Constituency Offices (COs) and PA divisions, to ensure timely and accurate update of PA Grant Register for reporting to Management.

• Develop e-learning content to educate staff and stakeholders on the updated financial policies and enhanced grant management processes.

• Assist in facilitating change management activities to ensure smooth adoption of new financial policies and grant management processes across the organization, addressing any resistance and ensuring buy-in from relevant stakeholders.  

• Assist in implementing initiatives under Ops-Training Integration through collaboration with relevant stakeholders to align training programs and ensuring that training outcomes contribute to improving operational performance.

a)       Network Development and Growth (include Partners and stakeholders)

• Engage partners and stakeholders to grow and connect communities together by building their capabilities to meet emerging and existing needs (for example, connecting learning and caring communities).

b)      Strategic Planning and Whole-of-CDC policies

• Drive the process of developing strategies and initiatives to help the CDCs achieve its mission and objectives.
•  Develop and manage whole-of-CDC policies.

c)       Office of the Mayors (Foreign delegations/International Relations/Overseas meetings/forums)

• Assist in the Office of Mayors-International Relations related matters and work closely with Ministry of Foreign Affairs/Government agencies and overseas counterparts on trips and bilateral meetings/courtesy calls.

d)      Common Based Programmes

• Spearhead and lead national schemes that cut across five CDCs. Review and monitor common based programmes across CDCs to ensure the effective use of resources.
• Draft papers/reports and prepare/make presentations to highlight and profile CDC work as assigned by SD.

e)       Social Innovation and Community Development

• Develop and incubate innovative programmes to meet emerging and existing, and increasingly complex needs.

f)       Secretariat (meetings and parliamentary matters)

• Handle the corporate and administration functions of CPD which includes secretariat and staffing duties for meetings co-ordinated by and involving CPD; for programmes and projects and media matters involving all CDCs.
• Assist to design and facilitate Mayors and CPD/CDCs workplan/ workshops, and in the development of the overall CDCs’ strategies so as to align to CDC’s mission and PA’s objectives.

Other duties

• Task Forces/Committees as required.
• Perform any other duties as assigned by Senior Officers.

Experience

At least five years in a supervisory role and relevant working experience in developing new and strengthen existing networks to promote the work of the CDCs

- Assists Assistant Directors (Youth & Sports) to promote the development of youth programmes.

- Formulates, implements and reviews plans for the development of youth engagement programmes to achieve long-term community goals.

- Assists in the promotion and participation of the youth programmes at national and international levels.

- Explains government policies, facilitates discussion and channels feedback to appropriate parties to develop and strengthen the as effective communication channel between the government and the youths / members.

- Supervises and guides Managers to ensure optimum utilisation of resources in achieving Section targets.

- Provides administrative support to the PAYM Council to facilitate effective implementation of their activities and works closely with District co-ordinators in maintaining strong links with the YNs.

- Explains youth policies and programmes to the Managers to maintain communication channel between the YNs and the Division.

- Works closely with the Group Constituency Directors on the facilitation of YNs’ projects at the GRC-level, District-level and national-level.

- Acts as an information hub to provide guidance, resources and services for youth related matters.

- Guides the Managers to build strategic partnerships, enhance and promote linkages between the Division and educational institutions, network partners, foreign youth organisations, and other youth organisations and corporations etc.

- Enhances the image and awareness of the YNs through PA website, newsletter, weekly e-newsletter, other publicity materials, mass media and other marketing efforts.

- Conceptualises, designs and creates content for PAYM’s social media and digital engagement publicity materials such as EDMs, FB/IG posts, poster etc.

- Works together with the team (including staff and council) on PAYM communications and branding strategy for programmes and campaigns etc and assists in the maintenance of the social media accounts.

- Explains government policies, facilitates discussion and channels feedback to appropriate parties to develop and strengthen the Youth Networks (YNs)/ partnerships as effective communication channel between the government and the youths / members.

- Establishes and enhances the communication framework between the Division and the YNs.

- Coordinates the recruitment of youth leaders / members to ensure a high-level of involvement and minority-group participation.

- Represents the PA in external organisations in the promotion of youth and community sports development.
- Represents the Youth & Sports Division in cross-PA division projects and committees.

Knowledge & Skills
Minimum - Good management and leadership skills with some experience in youth or community work. Significant extracurricular involvement and/or leadership. Good IT skills and experience in managing social media and website

The Senior Manager plays a pivotal role in supporting the Assistant Director (Policy & Administration) in policy review, digitalisation and strategic planning related to PA registered Trainers/Private Operators, courses, Interest Groups (IGs), and IG leaders. The responsibilities include monitoring the management of Trainers, IGs, case management, and course modules within the onePA system and future IT systems to facilitate effective community outreach. Additionally, the Senior Manager is responsible for maintaining records of quality service cases, overseeing feedback management from internal and external stakeholders, managing audits, and addressing audit observations to enhance the quality of training providers.

Furthermore, the role involves administering the Appointment and Renewal of Talent Advisory Panel members, overseeing the management of PA registered Trainers and Private Operators, identifying their training needs, and coordinating workshops to upgrade their skills and competency. The Senior Manager is also tasked with collating and reviewing regular reports on course participation and IG membership, generating data from the onePA/IT system for operational purposes, and preparing reports and materials for division/section meetings, presentations, and other briefings/workshops.

In addition, the Senior Manager liaises with PA registered Trainers/Private Operators, and Constituency Office Staff to align PA key messages, communicates with internal and external stakeholders on the dissemination of information and policies, and ensures the smooth operation of day-to-day office and administrative functions. Supervisory responsibilities include ensuring team compliance with Government Instruction Manual on Procurement rules and regulations, monitoring the Division's and team's budget utilization, guiding the Manager to optimize resource utilization, and overseeing the update of office inventory, maintenance of office equipment, and disposal of documents after the mandatory period.

Finally, the Senior Manager assists in other projects and duties as instructed by division's senior officers/management.

Knowledge & Skills

Minimum

-     At least 3 years of relevant working experience in policy development and implementation and/or quality service management work and/or work in people related field

-    Knowledge of 2nd language and effectively competent with computer office software

What you will be working on

• Conducting primarily quantitative analysis of research and administrative data using Excel and appropriate statistical methods and software. This includes interpreting datasets to derive meaningful insights and recommendations, e.g., what other data to collect to deepen the analysis.  Where appropriate, to identify correlations, trends, and predictive patterns within the data. This may involve regression analysis, and other advanced statistical techniques.
• Creating clear and visually compelling data visualisations, such as charts, graphs, and dashboards (e.g., Tableau dashboards), to effectively communicate analytical findings to stakeholders. Being able to draw attention to key findings through the story that emerged from data.
• To a lesser extent, conducting qualitative analysis of textual data collected from, e.g. open-ended questions in surveys, focus group discussions, and in depth interviews.  Being able to elicit themes and develop questions to further deep-dive into areas of interest.
• Preparing reports and presentations to effectively communicate the analytical findings to stakeholders.
• Engaging stakeholders to understand their research needs, communicate analytical findings, and gather feedback to ensure that the analytical insights align with organisational objectives.
