You will champion the development of new data science techniques, methodologies and delivery of analytics projects from planning through toprototyping, testing, implementation and publication. You will identify and develop core data science components for the delivery of projects, construct dedicated databases and computing environments, and explore and visualise complex data sets to provide business insights. As a key member of the Value Driven Analytics Research (VADAR) initiative, you will provide technical expertise to researchers’ data needs, and/or RFPs and related commercial activities. Your duties include working on data analytics projects that are commissioned by institutions within SingHealth and provide recommendations based on the clinical, operational and financial analysis performed. You will collaborate with various stakeholders and cross-functional teams, especially the value/bundle care, population health, clinical quality and finance offices within the cluster.

For the Senior Analyst position, you will also guide and mentor lower-level team members and are expected to influence key stakeholders, spearheading a data-driven approach to contribute to research breakthroughs.

Other responsibilities include projects as and when assigned.

Requirements:

• Bachelor’s Degree in Finance, Statistics, Mathematics, Computer Science/ Engineering, Business Analytics or other quantitative disciplines with preferably 2 to 5 years of relevant experience
• Advanced theoretical understanding of statistical modelling, machine learning, developing simulation models
• Experience with algorithms and coding proficiency with tools such as R/ Python/ SQL
• Good understanding of MATLAB, SPSS, and STATA
• Meticulous and possesses strong analytical and problem-solving skills

You will be responsible for the development and documentation of novel solutions, solution requirements/architecture and, when needed, define end user proof-of-concept for pilot solutions, usage models and corresponding technologies in test bed or end user environments. You will assist in the development of funding proposals, research publications and formal policy documents. You will engage, manage and drive specific HSR and data analytics projects involving multiple stakeholders within SingHealth as well as academic and/or industry partners and collaborators. You will also work with end users, implementation scientists and ecosystem partners to deploy solutions, collect data and evaluate outcomes in early pilot implementation environments.

Requirements:

• Bachelor in Computer Science, Information Systems, Engineering or any related computational disciplines or equivalent
• At least 3 years of working experience including research experience (health services research preferred) and technical solutions in a relevant data science area.
• Familiarity with healthcare database management systems and processes as well as healthcare data governance policies and regulation would be an advantage
• Ability to construct conceptual, logical, and physical data models across database platforms, i.e., Traditional RDBMS, Big Data (Hive, HBase), Object Store, and file formats
• Knowledge of major programming/scripting language is required (e.g., R/Python, Java, Javascript, Ruby, Julia, PHP).
• Knowledge of interfacing with RESTful APIs, cloud services, GitHub

We are seeking a Data Science Analyst to join the Office of Insights & Analytics. In this role, you will be responsible for extracting, processing, and analysing data, as well as developing and implementing Generative AI solutions to enhance healthcare efficiency and effectiveness. Your primary focus will be on designing solutions that address the organisation’s challenges using data manipulation and Generative AI techniques, along with software development.

In addition to collaborating with stakeholders to define and scope business problems and build data analytics capabilities across clinical services, finance, and operations, you will also conduct feasibility studies and lead translational research projects as required. Furthermore, you will facilitate regular key management meetings and reporting.

Your responsibilities will also include providing input in the assessment of required analytics tools and software to meet the cluster’s transformational needs. You will also support the partnership model with academic institutes and professional bodies to train aspiring data scientists for potential internship positions.

Job Requirements:

• A Master's or Bachelor's Degree in Computer Science, Applied Mathematics, Statistics, Operations Research, Engineering, Data Science, Artificial Intelligence, Knowledge Engineering, or related quantitative disciplines. A PhD would be an added advantage.
• Preferably at least 1 year of hands-on experience in Generative AI solutioning, prompt engineering, machine learning modelling (regression, classification, time-series, deep learning, etc.), and optimisation.
• Experience in designing non-trivial data-related technical solutions and deploying them in an actual user setting.
• Experience in cloud computing and software development methodologies is an added advantage.
• Proficiency in Generative AI concepts such as Retrieval Augmented Generation (RAG), chunking, Large Language Models (LLM), APIs, and application deployment in the cloud.
• Proficient in business analysis skills involving requirement gathering, user management, and vendor management is advantageous for the role.
• Familiarity with machine learning and Natural Language Processing (NLP) frameworks such as scikit-learn, TensorFlow, PyTorch, spaCy, HuggingFace, etc.
• Knowledgeable in SQL, Hadoop/Spark, Graph Database, and related databases.
