Job overview:
The EHS Engineer (Process Safety) is accountable for general Workplace Safety & Health Officer (WSHO) duties stipulated in WSH (WSHO) Regulations with a focus in Process Safety Management (PSM). This role will be the custodian of QRA, Safety Case, HAZOP Studies, MOC among others including relevant permitting/statutory requirements.
Main duties:
Support EHS Lead in:
• General WSHO duties stipulated in WSH (WSHO) Regulations
• Responding/supporting Life Support Systems including Fire Alarm System, Gas Detection System, DCS, BMS, EMS etc
• Scribing and/or facilitating PHA Sessions using following tools:
o HAZOP analysis
o Layer Of Protection Analysis (LOPA)/Implementation
o Bowtie Methodology
o Fault Tree Analysis etc
• Enforcement of EHS regulations and standards stipulated by MOM/ NEA/ FSSD/ SPF/ HSA/ MOH and relevant authorities.
• Reviewing P&ID drawings and follow-ups of new and modified processes till closure
• Investigating EHS Incidents (especially Process Safety Incidents) and conduct Root Cause Analysis (RCA) using recognized RCA Tools
• Development and execution of Process Safety Management (PSM) Training Program
• Compilation and updates of Safety Case/HAZOP Action Item Registers
• Co-ordination and follow-ups of Quantitative Risk Assessment (QRA) requirements and action items
• Ensuring 100% of project/process commissioning and qualification including Pre-Startup Safety Review (PSSR), inspections, audits and closures of statutory inspection items till award of Fire Certificate/TOP/CSC among others
• Leading cross-functional team in implementation, streamlining, response time improvements of PSI Reporting System
• Support, review and facilitate development and implementation of Method Statements and Risk Assessments (MSRA)
• Contractor management during construction and operational phases
• Management and supervision of FCC and Security Officers
• Co-ordination and compilation of Emergency Response Plan especially risk scenarios identified in the QRA as well as In-Place-Protection where required
• Providing EHS advisory assistance to all levels of employees
• Analysis of incident trend, development and implementation of corresponding control programs
• Lead, train and manage CERT
• During project phase, the individual is expected to be actively involved and at times doing multiple roles to support the overall success of the greenfield project startup and
• Any other duties assigned by the EHS Lead.
Job requirements:
• Tertiary education preferably in Chemical Engineering, Process Safety, EHS/OHS
• At least 5-8 years of EHS experience in Major Hazard Installation or High-Risk Installation preferably in Pharmaceutical, Chemical, Oil and Gas or relevant industry
• Certified WSHO; following additional EHS certification would be advantageous:
o Process Safety Specialist
o FSM
o Noise Control and/or Monitoring Officer
o Radiation Protection Officer
o Lifting Supervisor
o WAH Supervisor/Manager
o Hot-work Assessor
o Confined Space Assessor
o Certified CERT
o Industrial Hygienist
o ECO
o Scaffold Supervisor
o Food Hygiene Officer
o Biosafety Officer
o Security Officer/Supervisor
o Certified Lead Auditor in ISO 14K / 45K among others
• Proficient in Microsoft Office Software and relevant software in editing/mark-ups of AutoCAD/PDF drawings/document.
• Team player with integrity and able to lead-by-example
• Ability to read, write and communicate in English; extensive communications with stakeholders in China, preferred to have ability to speak in Mandarin fluently to liaise and work with Mandarin-speaking internal and external partners.
