Job Description & Requirements

• Support tender submissioin, tender document requirement review
• Support Business development activities, prequalificaiton etc required document submission to clients
• Upcoming tender monitoring, update tender list, assist sourcing for potential partners and subcons etc
• Upkeep website, presentation slides and marketing collateral etc
• Renewal and update BCA, ISO, etc cerficattion as well as Aspri, SBF, GAS etc membership
• Process new GGBS, incl. lead role in GGBS committee team
• Upkeep government authority requirements, application for grants, seminar and survey coordination etc admin works for government agencires
• Assist in BBS administration works, assist director on miscellaneous ad-hoc administration works
• Assist in MR in ISO activties

• To lead and manage tender team for all tender and related activities (including turnkey EPC tenders with Civil, Mech, E&I scopes) allocating tasks and follow up to ensure tender is submitted in proper order.
• To review tender documents and other related documents and find out relevant information necessary for tender, and ensure all tender submission document are in order and submitted as requirement
• Material Take-off, and estimate for costing for tender for Mechanical work scope (Piping, tank, equipment, firefighting etc) and other related, including finding out cost and sourcing for supplier/ subcontractor
• Work with other department including BD, engineering, procurement, project, etc on tender estimation and submission, or other necessary works
• To report to or work with Senior Technical Manager and /or BD Manager, and carry out any other works when required
• To support tender activities when required including all related documentation works e.g. prequalification document, tender result follow up/ review/ etc
• To review tender commercial matters and liaise with commercial personnel when required
• To support others (incl. Civil, E&I etc) in tender department for various works that may need when required, including documentation
• To support BD activities as and when required especially in connection with Tender works, including follow up with Client on submitted tenders, calling clients, meetings etc.
• Give support to other department or personnel (e.g. QS, project, engineering, finance department, etc) on matters relating to tender relevant matters, price estimation etc
• Any other tender related works including pricing strategy, pre-tender review, pre-award contract review, handover of awarded project to project team
• Any other works as instructed by Management

JOB SPECIFICATION

• Diploma or Degree in Mechanical Engineering or similar
• 5 years relevant experience
• Any engineering/ project/ construction knowledge and/or experience will be an added advantage
• Able to interpret drawings.\
• Knowledge of recent prices in relevant EPC / Construction works, and accurate in cost estimation
• Good with Microsoft Office, Autocad viewing and ADOBE
• Any knowledge of MS Project / Primavera will be added an advantage
• Good communication skill.
• Lead and manage team effectively.
• Bilingual. Able to read, write and speak Chinese is an added advantage.
  

· Minimum 5 years of relevant experience

· Responsible for the planning activities within a project and organisation planning across all projects.

· Provide project Progress S curve, activity list, logic diagram (PERT , CPM), time scaled logic diagram, Bar chart, manpower histogram, resource and cost curves.

· Publish the planning weekly report of all projects and disseminate to key stakeholders.

· Overall project coordination liaising with engineering, procurement and construction team for the purpose of developing a fully integrated schedule.

· Follow through construction, commissioning, qualification and handover.

· Obtain input from project team members, contractors, suppliers and client to support the development of a baseline schedule, and subsequently to update schedule progress and forecasting.

· Use planning/scheduling principles and methods including: CPM scheduling techniques, Resource loading of schedules, Field Progress Measurement.

· Analyse critical path and highlight to project team.

· Coordinate and support the preparation of monthly spending plan curve.

· Provide a regular management update on the progress of the major activities in process improvements and quality improvements

• To carry out electrcial/instrumentation related detailed design and preparation of drawing.
• To interpret and develop P&ID, technical data sheet preparation and I/O wiring diagram.
• To carry out electrical/instrumentation calculation for the design.
• Responsible for reviewing of electrical/instrumentation documents and specification from clients and consultants.
• To check and review all electrical/instrumentation related drawings and documents from suppliers and vendors.
• To liaise with clients, consultants, sub-contractors to resolve technical issue at site and in office.
• To co-ordinate with engineers of other disciplines within the department.
• To prepare Pre-procurement including evaluation of technical and commercial bid from vendor and supplier.
• To provide engineering support in tendering of new projects such as preliminary design, material and cost esimates etc….
• To provide technical support to project team for on-going projects and resolve any technical issue on site.
• To assist in preparation of project schedule, related work procedure/method of statement and monthly progress claim.

• To lead a site Management team to complete the project on time and within budget
• To inspire and motivate the site team to work effectively and efficiently
• To enforce appropriate measures so as to comply with the required standard of safety in execution of tasks.
• To drive high productivity on site using relevant cost saving methods at all times.
• To ensure that the documented Quality and workplace health and safety (WHS) policies are effectively implemented, maintained and reviewed.
• To ensure the Project Quality and WHS objectives are being met and any discrepancies are being addressed immediately.
• To ensure that the overall phases of the project is effectively coordinated and organized.
• To liaison with the client, consultant, suppliers (sub-contractors) and other relevant authorities on management issues pertaining to the project.

Requirements:

• Degree / Diploma in relevant Engineering discipline.
• Must have at least 5 years of post-graduate experience in project management
• Ability to handle Projects independently.
• Ability to display initiative in execution of tasks and being pro-active in the delivery of tasks
• Dealing professionally in managing tasks and consistently meet tight deadlines
• Attention to details and good problem solving skills
