Background
The World Bank Group, through a multi-pronged program, is supporting the governments in developing countries within the South Asia Region (SAR) and East Asia Pacific Region (EAP) to provide modern, affordable and clean energy solutions to the unserved population. A number of projects, complementary analytic efforts, and technical assistance activities are underway with a view to support national governments in reaching their clean energy goals and in the process transform its energy sector with just transition as the cornerstone. These programs include assistance to support flaring and methane reduction, industrial decarbonization, and Carbon Capture, Utilization, and Storage (CCUS) projects.
The World Bank Group is seeking a highly skilled and experienced Short-Term Consultant based in the Singapore office with a background in the oil and gas industry and the expertise to deliver on topics of flaring and methane abatement, CCUS, and industrial decarbonization. The consultant will support various projects and initiatives aimed at promoting sustainable development and addressing climate change challenges within the energy sector in South Asia and East Asia Region.
Responsibilities
In the context above, the energy and extractives team based in Singapore is pleased to announce a Short Term Consultant role with the following responsibilities:
- Provide expert technical guidance and execution on the World Bank-supported projects related to flaring and methane abatement programs, CCUS technologies, and decarbonization programs across different sectors including oil and gas.
- Conduct thorough technical and economic analysis and assessment of existing and proposed projects/programs, identifying potential environmental and climate impacts, as well as mitigation measures.
- Assist towards the review of the projects design and monitoring of World Bank supported programs related to flaring and methane reduction initiatives, CCUS or any other related project.
- Contribute to the development of policies, guidelines, and regulatory frameworks aimed at promoting cleaner production methods, reducing methane emissions, and advancing CCUS deployment.
- Provide strategic advice to World Bank and relevant stakeholders on effective strategies for integrating climate-friendly practices into energy sector policies and programs.
- Stay abreast of the latest developments, best practices, and emerging trends in the fields of CCUS, and methane abatement.
- Disseminate knowledge and expertise through capacity-building activities, training workshops, and knowledge exchange platforms.
Qualifications
- Master’s degree in a relevant field such as petroleum engineering, chemical engineering, environmental engineering, or related disciplines.
- Minimum 7 years of professional experience in the oil and gas industry, with a focus on project management, carbon capture technologies, and flaring and methane emission reduction.
- Demonstrated expertise in CCUS technologies, including knowledge of capture, transport, utilization, and storage processes.
- Proven track record of conducting technical and financial assessments, feasibility studies, and impact analyses in the energy sector.
- Excellent communication skills, with the ability to effectively engage with diverse stakeholders, including government officials, industry representatives, and civil society organizations.
- Experience working with international organizations, development agencies, or multilateral institutions is desirable.
