The successful incumbent will be responsible for ensuring kitchen operations run on optimal equipment health for the supply of daily meals to Prisons. He/she will provide planning support to ensure the smooth execution of facility services in line with workplace safety standards and is responsible for the equipment and facilities in the kitchen, ensuring that they are maintained, serviced & repaired for the efficient operation of the 3 kitchen workshops.

Roles & Responsibilities

• Manage and directly supervise maintenance contractors in administering the preventive and recovery maintenance programme for kitchen equipment daily.
• To ensure the availability of equipment for production through preventive maintenance and scheduled maintenance. Examples of equipment, Combi oven, Tilting Pan, Ware wash machine.
• To improve the equipment efficiency, safety, and output quality by carrying out appropriate modifications for the machinery or changing some repair and maintenance methods and procedures.
• To perform maintenance and repair of equipment and troubleshoot equipment’s faults.
• To prolong the life span of equipment or expensive parts by proper regular preventive maintenance.
• To be responsible for the safety of maintenance staff.
• Maintain all workshop tools and equipment in an orderly manner.
• To maximize production capacity, productivity, and quality.
• In addition to equipping inmates with technical skills, cultivate the right values, attitudes, and positive mindsets.
• Plan, liaise, and provide direct supervision for tasks assigned to contractors during kitchen closures.
• Work with maintenance contractors to ensure proper storage, inventory, and adequate stock level is maintained for spare parts.
• Coordinate with Kitchen Operations for the conduct of monthly facility services such as kitchen cleaning, pest control, and floor/grease trap cleaning.
• Work with contractors to troubleshoot maintenance-related issues and provide remedial recommendations.
• Ensure contractors comply with Prison’s security regulations for the management of tools and adherence to workplace safety protocols.
• Facilitate Workplace Safety and Health monthly inspections and jointly follow through with Kitchen Operations on recommendations provided by WHSO.
• Ensure proper follow-up and record keeping for quotation of spare parts, service reports and timely and accurate submission of monthly invoices.
• Work with maintenance contractors to submit the annual conditional assessment and monthly overall health status of kitchen equipment.
• Raise requests and draft equipment specifications by liaising with vendors/contractors for new equipment or spare parts purchases.
• Conduct administrative support for maintenance-related functions.

Requirements

• Diploma in electronics, electrical or mechanical engineering, or ITC in electronics
• 2-3 years of experience in similar roles and industry
• Experience in managing multiple groups of contracted vendors.
• Knowledge of kitchen equipment and facilities management, welding, and Cooling system preferred
• Troubleshooting electrical, mechanical, electronic, and related problems and being able to read all the above drawings
• Preferably know how to read Auto-Cad and Line Drawing
• Able to work in a fast-paced and restricted work environment
• Able to understand electrical and mechanical systems
• Proficient in Microsoft Office
• Good communication and interpersonal skills

The successful incumbent will Assistant Director, Operations / Lead Reintegration Mentor in ensuring the smooth running of the daily operations at Selarang Halfway House (SHWH) or future new site at Cosford and is responsible for the safety and welfare of the residents and the overall security of the Halfway House premises. They will work closely with the SHWH Case Managers to aid residents with their reintegration back to society.

Major Duties and Responsibilities

1. Oversee security screening to ensure contrabands are not brought into the house.

2. Facilitate the daily operational routine of SHWH or future new site:

a) Ensure the day-to-day needs of the residents and operational requirements of the halfway house are being met.

b) Facilitate the process of residents checking in and out of the halfway house on a daily basis and provide daily updates on the headcount and other activities/incidents (if any) throughout the tour of duty. Any unusual movements should be highlighted and reported to the relevant parties.

c) To ensure that there is seamless transition during the handing and taking over of shift duties. The jobholder is also responsible in ensuring that all outstanding matters have been clearly communicated to the next duty personnel and are promptly followed up with.

d) Provide logistical support to residents during their stay in SHWH or future new site. To assist occasionally with carrying & moving of bulky/heavy items.

e) Conduct patrols and searches in the SHWH Living Units to ensure the safety of residents.

3. Work closely with Case Managers in the case management of residents, including monitoring and maintaining proper records on the progress, movement, and other relevant information pertaining to the residents.

4. Assist in handling any grievance procedure and carrying out preliminary investigation of incidents and/or disciplinary issues (when assigned).

5. Identify any defect(s) or work(s) to be carried out pertaining to the halfway house’s estate management issues during daily tour of duty and to feedback to Singapore Prison Service Corporate Services Team for follow up.

To carry out any other duties as assigned by Assistant Director, Operations / Lead Reintegration Mentor

Requirements

• Recognized Diploma in any discipline.
• Relevant experience in operations (especially in residential or secured settings), security or provost functions.
• Ability to manage people of varying profiles in a professional manner.
• Basic understanding of case management and counselling would be an advantage.
• Level-headed and able to de-escalate tense situations
• Strong listening and analytical skills
• Team Player with good interpersonal skills
• Resourceful and able to multi-task
• Computer Literacy with basic MS Word and Excel knowledge
• Able to work on rotational shift and the hours as indicated below and be deployable on off days when required on short notice.

(A) Full-Time Work Shift Cycle

1 x 12hrs Day Shift from 7.30am to 7.30pm

1 x 12hrs Night Shift from 7.30pm to 7.30am

Followed by 2 Off Days (where 2nd Off Day is standby activation)

(B) Part-Time Work Shift Cycle

4.5hrs per day (rotating shift including night duty)

8 days work in a 14 day cycle
