[What you will be working on]

You will be responsible for the following:

• Supervise, monitor and renew or establish new contracts and tenancies administered by the department

• Oversee the overall contract formulation process from of gathering user requirements, tender preparation, conduct of tender briefing and evaluation of tenders to appoint vendor

• Supervise the administration of contracts to facilitate user departments to meet contract specifications when using and managing contracts

• Facilitate departments to meet WOG rules for tenancy and office space management

• Manage the department’s tenancy agreements pertaining to office spaces including performing cost and budget estimations, putting up papers for approval and ensuring timely renewals as well as its execution and routine administration

• Review, manage and plan the policies and processes of the Administration services functions under the department

• Manage and lead a team of officers under the branch

The Organisation Development and Planning Division (ODP) is responsible for driving long-term organisational effectiveness in MAS. Drawing from various disciplines and fields, ODP comprises dynamic individuals with competencies across culture and leadership development, change management and internal communications, behavioural sciences and corporate planning. You will be part of a team that carries out both organisational development (OD) and corporate planning work.

In this role, you will:

• Have a systems-level perspective of areas in which the organisation needs to transform to be highly effective in today’s context. Actively learn about leading company practices, both private and public sector, and adapt them to suit MAS’ context. Key focus areas will be leadership practices and behaviours, and organisational culture.

• Design and facilitate workshops to engage the leadership community on organisation-wide issues, building awareness about potential organisational changes and seeking leadership alignment. This includes running regular medium to large size workshops for leaders, including customising the design and facilitation execution. It also includes advising other teams on programme design for a more engaging and effective workshop.

• Develop and deliver culture interventions to raise awareness and alignment across the organisation, embed and reinforce behaviours, mindset shifts and new ways of working. It may also involve providing targeted support for high- or at-risk groups, departments and/or teams, to identify detrimental cultural and behavioural patterns, and design and facilitate fit-for-purpose interventions to positively impact effectiveness and health.

• Engage relevant stakeholder groups across the organisation, including senior and middle management, applying the insights to support the interventions for organisational change.

• Partner closely with the lead departments to co-create and plan changes relating to people and processes.

The division also serves as the Secretariat of the MAS Board and the Appeal Advisory Panel (AAP).

In this role, you will be primarily responsible for the MAS Board, Appeal and Corporate Planning portfolios:

• Board secretariat:  Lead on, inter alia, organising the quarterly Board meetings, handling the appointments of Board members, and reviewing board governance policies and processes, such as code of conduct, remuneration and conflict of interest matters.

• AAP secretariat:  On appeals, any person aggrieved by an administrative decision by the MAS can appeal to the Minister-in-charge of MAS. In such cases, you will be responsible for overseeing and managing the entire appeal administrative process, and will be required to liaise directly with various parties, including the Minister, the AAP members, both parties to the appeal and the Attorney-General’s Chambers (AGC).

• Corporate planning: Lead on organisation-wide projects that will require you to coordinate across departments in MAS. Some of these projects relate to whole-of-government initiatives, which involves liaising with other agencies. You will also be responsible for strengthening corporate governance and ensuring organisation excellence within MAS.

This role will support MAS in the preparations for the repeal of the regulatory regime for the registered fund management companies (RFMCs). With the repeal, over 200 RFMCs will have to apply for a licence in order to continue operating. RFMCs that meet criteria will be approved to become licensed fund management companies.

Responsibilities include:

• Assist in monitoring the status of licence applications by RFMCs.  

• Assist in checking that licence applications submitted by RFMCs are complete, and in the review of the applications.

• Support the logistics for industry and internal briefings on the repeal.

• Assist in checking and updating published materials that provide guidance on the repeal and the transitional arrangements for RFMCs.

• Assist in maintaining and updating internal records on RFMCs.

• Perform any other task needed to support MAS’ preparations for the repeal of the RFMC regime.

What You Can Expect

As a key member of the Workforce Planning & Talent Development Department, you will have to lead the team to conduct workforce and manpower planning exercise and review the plan with the organisation. You will be reviewing and implementing the strategic workforce planning framework and strategies to guide HPB manpower planning processes as well as meet future manpower requirements of the divisions.

You will be a member of a central team responsible for the ideation and implementation of sustainability strategies across MAS’ functions, working closely with relevant departments within the organisation to anchor Singapore as a leading green finance centre.    

In this role, you will:

• Support the Sustainability Group in pioneering research in global trends, horizon scanning and new emerging areas (e.g. impact investing and finance, inter-linkages between social and environmental outcomes, scope 4 disclosures etc). In this role, the individual will interface with both external stakeholders (e.g. financial institutions, knowledge partners, consultants) and internal stakeholders (e.g. functional departments in MAS).
• Develop and execute an implementation strategy to encourage high adoption of the Singapore-Asia Taxonomy across different stakeholders including financial institutions, corporates and government bodies.
• Support the interoperability of Singapore-Asia Taxonomy with other global taxonomies.
• Research and establish contacts of relevant sustainability academia in global institutes of higher learning to advance MAS’ sustainability objectives. Manage strategic research partners and institutes of higher learnings to achieve capability and research outcomes that will advance MAS FINZ.
• Support the team in managing key accounts and research institutes for example but not exhaustive, e.g. project management, contracts and procurement, logistical support for events and meetings etc.

The Policy and Strategy Development Division is part of the Policy, Research and Surveillance Group in the Health Promotion Board.  The Division’s mission is formulating public health policies and strategies, as HPB progresses beyond promotional approaches to employ regulatory and policy levers to modify health behaviours.  Areas of focus include obesity control (food and physical activity), substance abuse (tobacco and alcohol), as well as emerging areas of public health concerns.

Key responsibilities include:

• Review and analyse public health findings in the area of diet and nutrition, as well as  market data from a wide range of sources, and develop evidence-based policies and strategies that address public health gaps in the general and targeted populations.
• Keep abreast of prepacked food products’ labelling and claims (health, nutrient and functional) matters locally and across major jurisdictions; and be able to identify and collate claims that will useful for spurring product innovation and serve public health goals.
• Conduct literature reviews where needed, surveys, and analysing data to gain insights into the area of claims and consumers’ perception. ,
• Consult actively with government agencies, companies and experts, to address key stake holders and their concerns, with the objective of achieving successful and sustainable policy and implementation. For e.g. Ability to independently coordinate meetings across relevant stakeholders to seek views and consensus, and provide reports and updates to management.
• Provide guidance and technical support in alignment with HPB’s nutrition policies and strategies

Requirements

• Qualifications in life sciences, nutrition science,  health promotion or any other relevant disciplines.
