[What the role is]
To manage the daily operations of acquisitions of purchased library materials and regulatory services for NLB, thus contributing to NLB’s strategic objective of Reading, Learning and Information Literacy.

[What you will be working on]

Manage daily operations and functions for procurement of library materials in accordance to approved policies and guidelines as well as the terms and conditions in the contracts for the sourcing and supply of library materials.
Manage and track operational and system related issues to ensure timely resolution by staff or relevant departments.
Collate statistics/KPIs and perform data analysis to monitor and track key performance indicators for procurement of library materials.
Manage contracts on sourcing and supply of library materials with appointed vendors.
Conduct yearly review on contract pricing for the supply of library materials, cataloguing and materials processing services with appointed vendors.
Oversee and manage vendors to develop strategic working relationship.
Organise quarterly meetings and annual engagement session with vendors.
Prepare reports for vendors’ meetings and performance.
Front vendors’ and publishers’ enquiries and feedback.
Manage daily operations of regulatory services.
Lead process improvement initiatives and participate in cross functional projects.

[What we are looking for]

Preferably with 2 years of relevant experience in an acquisition, procurement or operations role
Excellent communication and stakeholder engagement skills
Strong analytical/problem solving and documentation abilities
Strong and proactive team player with good networking skills
Meticulous and strong motivated individual with drive
Proficient in Microsoft Office applications especially Excel
Familiar with government procurement processes is advantageous

[What you will be working on]

As part of the Reserve Management Department that is responsible for the management of Singapore’s official foreign reserves, you will work with key department personnel to strengthen the control framework, ensure the timely execution of our investment mandates and contribute to the smooth operation of the department.

Your role includes:

Legal and Compliance
- Review and negotiate contracts, including investment management agreements, vendor contracts, and NDAs.
- Coordinate with counterparties and fund managers to update contractual arrangements to ensure compliance with regulatory directives and internal policies.
- Liaise with legal counsel and internal teams to manage legal inquiries and issues effectively.

Investment Operations
- Coordinate with fund managers, transition managers, custodians and internal teams to onboard and terminate investment mandates
- Provide operational support for portfolio changes

Data/System Management
- Assist with the administration of data, IT and trading systems and liaising with various service providers when necessary e.g. request for proposals.
- Collaborate with IT and data teams to enhance system functionalities and resolve technical issues.

Administrative Support
- Coordinate with other departments in areas of control and internal operating procedures, enterprise risk, business continuity planning and audit.
- Provide administrative support in relation to performance reporting, payments and knowledge management.

[What we are looking for]

• Relevant experience in legal, compliance and operations.

• Team player with good project management skills, and able to manage multiple ongoing projects at the same time.

• Proficient in using and learning technology, online systems, databases.

• Self-starter with proven ability to meet deadlines.

• Some product knowledge of equity, fixed income, or FX is preferred.

• Prior experience with IMA negotiation or transition management is preferred but not essential.

• Prior experience with trading systems is preferred but not essential.

Reporting to Senior Manager/Assistant Director (Product Management), this role supports the Product Managers in engaging Product Users to drive Product adoption, awareness, and education. This role also assists Product Managers in managing Product Backlog, testing, and validating the Product, as well as other agile project activities across the product lifecycle. This role is expected to also help in collecting, collating and basic analysis of Product data and feedback.

[What you will be working on:]
•   Manage Product Users’ Engagement by supporting Product Managers in developing strategies and plans to engage internal and external stakeholders to launch, implement, drive adoption, awareness, and education of Products, such as NLB Mobile App, Seat Booking System, Express Borrowing Gantry, and also future Products such as Content Discovery app.
•   Assist Product Managers to collect and collate Product data from multiple channels, e.g., web statistics, app statistics, user feedback and perform basic analysis to help Product Managers better understand the asks and needs of the users with simple insights. Work closely with other data teams to track results and translate insights into actions.
•   Assist Product Managers in managing the Product Backlog by recording new user stories and setting initial priority for them. Follow up with Product Managers to set up regular Product Backlog refinement sessions.
•   Assist Product Managers or ScrumMasters in organising agile activities and to update/ upkeep Agile tools like JIRA, etc.

[What we are looking for:]
•   At least one year of relevant working experience, preferably in a product-focused organisation. Fresh graduates with the relevant knowledge are welcomed to apply.
•   Excellent written and verbal communication skills.
•   Ability to engage stakeholders from all walks of life.
•   Knowledge of agile methodologies and processes (SCRUM, KANBAN, etc.)
•   Comfortable with data and possess basic data analytic skills (e.g., Excel, Tableau)
•   Interest in growing into Product Manager role.
•   Design skills and experience with design tools is added advantage.

Work location will be at the Marine Parade Public Library. As the library is currently closed for renovation, the current work location is at the National Library Building.

Successful applicant will be appointed on a project contract until 31 Dec 2025.
