Job Summary:
The successful applicant will be responsible for the supervision of facilities functions, upkeep of the campus to ensure the highest standards of cleanliness, sanitation, safety, comfort and aesthetics are achieved, supervision of all cleaning teams and cleaning contractors, and to execute facilities upkeep, maintenance projects, programmes and quality assurance processes of the campus operations according to the needs and requirements of the school.
Requirements:
- Minimum Diploma in Facilities Management related discipline or its equivalent
- Applicants without the relevant qualifications but with prior relevant experiences will be considered
- At least 3 years of related experience in supervisory position
- Preferably a certified Environmental Control Co-ordinator
- Good command of written and spoken English
- Good working knowledge of facilities maintenance, cleaning chemicals and machineries.
- Good knowledge of up-to-date health, work safety and welfare practices i.e. Workplace Safety and Health Act, risk assessment, hands-on experience in handling of cleaning, sanitation, facilities services and building maintenance processes
- PC literacy in MS Office Applications
- Able to maintain proper inventory, deployment, scheduling and data records
- Possess a mature personality with excellent interpersonal, organizational and communications skills
- Meticulous and possesses strong co-ordination skills
- Ability to exercise sound judgment and nitiative, and resourceful in managing competing priorities
- A positive approach in working with people and a good team player
Key Responsibilities
1. Facilities and Housekeeping Services
· Be familiar with the housekeeping and facilities services of the premise and the safety aspects pertaining to work processes relevant to the department’s functions.
· Attend to housekeeping and facilities maintenance requests and work on the job request schedule, as approved by the Line Manager.
· Possess good technical knowledge and be able to perform troubleshooting and/or provide hands-on expertise in building, mechanical and electrical services when needs arise.
· Assist in coordinating and instructing the day-to-day operations of the facilities and housekeeping servicing including daily and regular cleaning and sanitizing routine, determining repair and improvement needs, establishing project priorities and assigning work tasks.
· Conduct daily inspections of the premise.
· Establish, monitor and achieve good standards in premise cleanliness, hygiene and facilities maintenance, and provide feedback to the line manager.
· Liaise with housekeeping team leaders and line manager regarding staffing matters, cleaning equipment/methodology, the supply of materials/chemicals, their proper and effective use;
· Keep up to date on new cleaning machineries, cleaning agents and techniques and report to the line manager.
· Assist in the up-keep of the buildings’ aesthetics, cleanliness and general condition and effect its execution.
· Assist in overseeing the horticultural and pest control aspects for the premise.
· Assist in assessing works/projects that may need the services of contractors, informing the Line Manager in advance.
· Assist in liaising with contractor/suppliers with regards to on-site work, monitor the performance of the contractors to ensure that they work in compliance with authority requirements and that the works carried out by them meet the terms as set forth in the contracts/agreement, providing feedback to the Line Manager.
· Identify hazards (such as loose flooring, dangerous wiring, damaged fixtures and fittings, unsafe installations and so on) and report to the line manager and/or relevant personnel;
· Undertake Addition & Alteration / Repairs & Redecoration Projects as directed.
· To be on 24-hour on-call for facility emergencies.
2. Organisation
· Be certified as an Environmental Control Co-ordinator in line with NEA’s Environmental Sanitation Regime for Private Education Institution, and ensure documentations are properly recorded, and the cleaning and sanitation regimes are carried out accordingly.
· Maintain direct liaison with users pertaining to job requests, and feedback information to the Line Manager when necessary.
· Advise the Line Manager on technical details of a job request where necessary/applicable.
· Plan and execute scheduled maintenance for air-conditioning equipment, electrical installations, building services, various installations/fittings/fixtures and housekeeping equipment upon prior discussion with Line Manager.
· Assist in supervising work done by contractors or outside agencies, in accordance with the allowed working hours based on school’s policy and authorities’ requirements.
· Keep the Line Manager up-to-date with facilities stocks/parts, housekeeping consumables, equipment and inventories and to assist Line Manager in organizing and maintaining adequate inventory of parts/consumables for replacements.
· Meet with housekeeping teams officially on a regular basis and feedback to the Line Manager on any issues arising and keep proper records of such discussions.
· Take up additional duties/responsibilities when the need arises.
3. Administration
· Assist in keeping the job request system updated and in order, keeping proper records of delivery orders, quotations and service orders
· Assist in obtaining and processing quotations, including seeking respective approvals and E-Requisition for housekeeping, facilities repair, maintenance works or purchase of materials/ equipment, in line with the organisation’s Finance and Procurement policies.
· Assist in implementing cost-saving procedures/products in keeping within the departmental budget.
· Liaise with suppliers/vendors in stock/parts ordering with prior approval from the Line Manager.
· Check and verify delivery orders and invoices to be passed on to the Line Manager for onward processing.
· Assist in the purchasing of parts/equipment for the department utilizing the school’s transport when need arises, with prior approval from the Line Manager.
· Conduct induction training for all new employees and on-site training and assessment of subsequent performance and where necessary, report to the line manager about Lead/ Senior/ Housekeeping Assistants who may need further training.
· Promote and maintain a strict adherence to all procedures relating to health and safety of all concerns, including Control of Substances Hazardous to Health (COSHH) regulations
· Lead and guide all Lead/ Senior/ Housekeeping Assistants on the workplace health and safety practices in line with statutory requirements.
· Ensure that Facilities and Housekeeping staff wear proper attires and appropriate personal protective equipment (PPEs) at work and properly doff/dispose of PPEs after use.
· Schedule preventive and corrective maintenance for all cleaning machineries and ensure all machineries are in sound working order with proper inventory record;
· Ensure all cleaning agents are in safe containers and diluted to correct proportions and are safely stored and controlled.
· Monitor that housekeeping staff place their cleaning signs correctly and colour coded equipment is used correctly.
· Liaise with line manager and/or relevant personnel regarding cleaning equipment and machineries repair and replacement.
4. Communication
· Communicate with team members and contractors in ensuring jobs and projects are properly briefed in advance.
· Communicate with Line Manager and colleagues on work matters and any organizational issue, advising on best possible solutions/alternatives.
· Communicate with the school community with job requests.
· Communicate with, and advise the Director of Operations, in the absence of the Line Manager, on issues pertaining to the facilities and housekeeping services.
· Be responsible for reporting any concerns about a child to the Designated Safeguarding Lead.
