Key responsibilities include:

• Design Leadership Development Programmes/initiatives. Engage Senior Management, and internal stakeholders at all levels to deliver leadership development and organisation development initiatives, as well as activities/programmes in line with needs and priorities at organisation-level, division-level and individual-level.

• Design Engagement & Intervention Strategies. Plan, develop and execute cascade and sharing sessions, leaders’ fireside chats, and/ or effective interventions and initiatives to address organisation’s needs and priorities. Design, plan, develop, and execute internal impactful staff communications and engagement campaigns, initiatives, and events, to build desired organisation culture, strengthen staff engagement to the organisation, and instil pride in organisation. This will include the related content and delivery in the form of dialogue sessions, video clips, programme prospectus, EDMs, and/or corporate collaterals for staff.

• Stakeholder Management. Work with internal stakeholders, external partners, consultants, vendors, and/or training providers to contextualise, and/or customise solutions to meet IMDA’s specific needs at organisation-level, and division-level in leadership development and/or organisation development.

• Business transformation. Drive business transformation of processes/systems to improve support to IMDA officers (e.g. design thinking and process improvement)

Requirements

• At least 2 to 3 years of relevant working experience, where prior experience in these areas is preferred: leadership development, organisation development, human resource development.

• Strong in designing, planning and executing communications and engagement collaterals, campaigns, and/or events, and proficient in the management and use of digital communications and social network platforms.

• Possess good communications, people, analytical, project management, and event management skills, and a strong interest in progressive practices and trends.

• Comfortable in public speaking, and facilitating group discussions.

• Proactive, innovative, meticulous, resourceful, empathetic and resilient.

• A proven track record of being both a strong individual contributor, and a team player.

Responsibilities:

• Lead/Support research and studies on key local/global emerging data-related technology trends and developments, global regulatory developments for these technologies and good practices/concerns relating to data protection and innovation which may have policy implications on Singapore’s data strategies and protection framework.

• Lea/Support the formulation, review and update of technology-related policy positions, frameworks, advisory guides, strategies and other related resources relating to data innovation and the protection of personal data.

• Lead/Support consultations with key stakeholders (public, industry, government agencies) on technology-related policy positions and address stakeholders’ feedback in the review and formulation of these policies.

• Support collaborations in intra-agency and inter-agency development of technical projects, ICT security guidelines, publications, and training material pertaining to data protection and innovation.

• Conduct ICT security review and assessment, and provide technical consultancy to support PDPC’s data breach investigations and prosecution of non-compliance to the PDPA

• Collaborate with foreign data protection authorities (DPAs) or relevant government/public agencies on matters relating to technology-related data protection policies.

Requirements: 

(A) Academic

• At least a bachelor’s degree in relevant technical, law and/or public policy disciplines such as Engineering, Computer Science, Economics, Political Science, Public Administration or Law.

• Professional certification in data forensics, data analytics, data protection, cybersecurity will be an advantage

(B) Experience

• At least 3 to 7 years of experience in public policy making, policies and/or IT governance roles. Regulatory or legislative development experience in the government relating to emerging technologies will be an added advantage.

• Good understanding of local and international standards on data protection technologies, information security and digital forensics

• Good understanding of emerging and data-related technologies e.g. ad-tech, Artificial Intelligence, data analytics, IoT and blockchain etc.

• Experience in development or deployment of emerging and data-related technology applications, e.g. ad-tech, Artificial Intelligence, data analytics, IoT and blockchain would be an advantage.

• Some experience and understanding of international laws and diplomacy would be advantageous.

Responsibilities

• Partner divisions to understand divisions’ priorities and effectively develop and implement communications plans, and media materials, specific to Singapore’s telecoms and postal sectors
• Coordinate efforts with other agencies, ministries, licensees where required
• Oversee all aspects of media management work, including media briefings, materials, media pitches and interview requests, as well as talking points for speaking engagement and speeches
• Develop audience awareness for IMDA’s policy, programmes and initiatives
• Execute IMDA’s crisis communications plans for unplanned scenarios (e.g disruption to critical infrastructure services)
• Work closely with various teams to harmonise plans and messaging with intended audiences (e.g with QSM) 

Job Requirements:

• Background in Public relations/Communications/Journalism or a related discipline
• At least 5-8 years of relevant experience in Journalism, Public Relations, Government Comms
• Experience working with and pitching to reporters from manpower, tech, media, business beats across media channels an advantage (but not a pre-requisite)
• Experience with managing 3rd party agencies/vendors/suppliers
• Good communications and interpersonal skills, adept at engaging external and internal stakeholders, including multi-agency and cross-functional teams
• Ability to understand business units’ needs and translate these needs into impactful communications plans
• Curiosity and interest in the tech and media industry
