Key Accountability (Main purpose of this job):

To play a key role in the admissions and student contract and documentation requirements prescribed by SkillsFuture Singapore Agency (SSG), inclusive of onboarding new students, re-enrolment of existing families, and transfer, deferment and withdrawal of students.

Admissions Acceptance Stage:

• Working with the division Principals and Vice Principals to assign Class ID.
• Issuance of Student’s Pass (STP) Applications.
• Issuance of Standard Student Contract (SSC) upon completion of Pre Admissions Checklist.

Admissions Confirmation Stage:

• Working with the finance department to obtain confirmation fee and course fee invoices.
• Issuance of enrolment emails to parents.
• Issuance of Standard Student Contract (SSC) upon completion of Pre Admissions Checklist.

Admissions Onboarding Stage:

• Issuance of onboarding emails to parents.
• Preparation of student-teacher orientation prior to the first day of school and work with the administrative executives to ensure seamless on-boarding for new students.

General:

• Administer all course transfer, deferment or withdrawal cases.
• Issuance of SSCs during the re-enrolment of all existing students.
• Issuance of addendums of SSCs for changes in Schedule A and Schedule B.
• Issuance and cancellation of STP applications for all existing students.
• Assist in report preparation required for statutory board submissions.
• Assist in Open Houses, education fairs, marketing and school events where required.
• Document follow up with new students to complete student digital p-files compilation.

Job Summary：We are seeking an experienced Internal Control & Compliance Executive to oversee and enhance our internal control systems and compliance frameworks. This role is critical in ensuring that our operations adhere to legal regulations and internal policies, thereby mitigating risks and safeguarding the organization’s integrity.

Key Responsibilities:

- Establish company’s compliance management system to integrate the company’s overall risk management, internal control and compliance. Develop, implement, and maintain internal control and compliance policies and procedures to ensure compliance with regulations and industry standards. Organize informationization construction of internal control and compliance management.

-Develop and execute annual plan for internal control and compliance management, including relevant work and training.

-Conduct continuous internal control and compliance reviews in economic contracts and major decision, and provide comments on compliance issue and recommend resolution.

- Coordinate, guide and assist in lawsuit and arbitration involving Singapore companies, overseas subsidiaries and representative offices.

- Prepare monthly/quarterly/yearly internal control and compliance reports to the management and HQ. Stay up-to-date with changes in laws and regulations that may impact the organization.

- Conduct risk identification, assessments, precaution in accordance with relevant law, policies, guidelines of company and its HQ.

- Drive the compliance providing support to the management in order to ensure the adequacy, efficiency and effectiveness of the internal control. Recommend improvements to maximize business operations.

- Develop and maintain a strong connection with risk control, internal control, compliance experts in the oil & gas industrial, lubricant field and cooperate with relevant state and government requirements on the above-mentioned areas.

Qualifications：

- Bachelor’s degree in Finance, Accounting, Statistics, Business Administration, or a related field; a master’s degree or professional certification is preferred.

- Minimum of 3 years of experience in internal control, compliance, audit roles, contract review and management, procurement and bidding or legal. Relevant experience in oil & gas industrial or lubricant field is preferred.

- Knowledge of laws, regulations in relation to the oil & gas industrial, lubricant field. Better understanding and utilization of internal control management system (e.g., COSO, ISO).

- Excellent analytical and problem-solving skills.

- Excellent communication and interpersonal skills, with the ability to influence and collaborate effectively across all levels of the organization. Bilingual proficiency is must, as the role requires communication with Chinese clients and headquarters.

DUTIES & RESPONSIBILITIES

1. Compliance Management:

a) Organize and maintain records for WMI Quality Management System (SSG ERF, EduTrust, ISO, etc.).

b) Provide secretarial support for key meetings, including the Academic Board, Examination Board, Management Review and Operational Meetings.

c) Compile data for quality trend analysis, such as feedback and key indicators required by EduTrust.

d) Support the Management Representative/Head of Admin in conducting internal audits.

e) Stay updated on quality requirements and assist in internal communications related to compliance updates.

2. Academic and Operational Support:

a) Provide administrative and operational support to the Academic and Administrative Department.

b) Coordinating programme outreach, selection exercise, briefings and orientation

c) Supporting cadets liaison and mentoring system

d) Support the operational aspects of the online Learning Management System (LMS) and Admin IT System.

e) Covering basic Simulator Operations & Training Equipment Preparation

The Compl AML Core Group Manager is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Primarily affects a sub-function. Involved in short- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.

In this role, you’re expected to:

• Enhance, refine and implement best-in-class AML Compliance policies and practices.
• Oversee AML Compliance quality and testing, evaluate process deficiencies, analyze control measures, enhance reporting capabilities and recommend corrective actions while satisfying regulatory and audit commitments. Further, assess and identify emerging risks and recommend / drive program enhancements.
• Coordinate and manage compliance reviews of new and existing high risk customers and relationships in one or several business sectors that require AML Compliance review/approval.
• Provide adequate training to the Business lines and other AML Compliance employees, and, as needed, participate in the design and delivery of training as required, to inform employees of the objectives of the program.
• Liaise with US and foreign regulators externally and Citi Internal Audit and Compliance Assurance staff, as appropriate, including coordinating AML-related examinations, audit and reviews, document production, and issue responses - for consistency in responses and issues are communicated across regions, such that actions and conclusions are shared.
• Manage a diverse team of staff across multiple locations; invest in the development of all team members to facilitate consistent execution.
• Additional duties as assigned.
• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

As a successful candidate, you’d ideally have the following skills and exposure:

• 10+ years relevant experience
• AML certification
• Self-motivated and detail oriented
• Proactive leadership and motivational skills
• Consistently demonstrates clear and concise written and verbal communication skills
• Advanced presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging.
• Significant knowledge and expertise of AML regulations, risks and appropriate controls Demonstrated ability to assess complex issues through root cause analysis and other analytical techniques; structure potential solutions; drive to resolution with senior stakeholders Ability to influence and lead people across cultures; using sound judgment as when to escalate issues to senior management Advanced analytical skills Proficient in Excel and Word – ability to learn multiple system applications quickly Knowledge of the laws applicable to money laundering, including the Bank Secrecy Act, The USA PATRIOT Act, US Treasury AML guidelines, OFAC requirements, and Suspicious Activity Reporting requirements
• Bachelor's/University degree, Master's degree preferred

· Maintain full sets of accounts 8 small Companies

· To ensure the efficient and effective running of the GL, AR, AP, PPE and cash accounting functions of the Company.

· To ensure timely month-end and year-end closing and reporting of the Company accounts in accordance with GAAP and the Stamford Tyres Group accounting policy.

· To ensure timely month-end and year-end MSOR reporting per Management's requirement (both at HQ and locally).

· To manage the audit, tax, corporate and legal processes of the Group in order to maintain and ensure compliance with all applicable laws and regulations, particularly GST, Customs, FBT and labour laws.

· To be responsible for the payroll and human resource functions of the Company – including salary disbursements, staff benefits administration, health insurance coverage, work permit applications, etc.

· To prepare annual budget and cash flow forecasts for management reporting purposes.

· To be responsible for the internal controls over the assets of the Company – particularly inventory, accounts receivables and cash per Group Standard Operating Procedures (SOP).

· To review and manage the adequacy of insurance coverage process together with the Head of Operations to ensure the Company's assets, liabilities and contingencies are adequately covered at all times.
