Customs Trade Compliance Specialist, Logistics

Role Purpose:

• The position holder’s objective is to make sure that physical deliveries happen in a timely & complaint (customs compliance & trade compliance) manner
• Independently implement all work pertaining to customs and with any other relevant government bodies, taking into account the trade and customs regulations

Major Responsibilities:

1. COO (Country of origin) Handling
   • Letter of COO confirmation to customers
   • Monthly checking COO for newly created items

2. HS Code Classification

3. Licenses & Permits
   • Apply SIRIM permits for telecommunication/ radio frequency products. Shipments outbound to Malaysia
   • Apply CNB export permits for controlled items falling under CNB scope
   • Apply SCDF import permits for controlled items falling under SCDF scope
   • Apply IMDA licensing (new application, renewal, dealer license, experimental license)
   • Renewal of STP. Ability to liaise with multiple departments (within P+F) and Singapore customs to consolidate the requirements as stated in assessment checklist
   • Renewal of KCR license
4. Other Tasks/ Reports
   • Liaise with import/ export declaring agent. Investigate/ lend guidance on issues arising at import/ export clearance
   • Compliance check for product/ machine transfer [inbound or outbound]. Submission of yearly reports to NEA (RSA report)
   • Submission of monthly reports to Singstat
   • Responsible for system updates in ERP relating to the necessary scope of work

Requirements:

• Degree in Logistics or comparable field of study
• At least 5 years of relevant experience working with trade & customs compliance related roles
• Prior experience of working closely with Singapore customs, dealing with Singapore government bodies (CNB, SCDF, NEA…)
• Prior experience in dealing with Vietnam, Indonesia customs will be preferable
• Prior knowledge and experience in import/ export clearance (customs). Sound knowledge on incoterms is a must
• Good command on customs tariff classification/ knowledge. [Preferably chapters 84, 85, 90]

RESPONSIBILITIES

• Monitor and record all details of voyage performance including off-hire, stoppages and delays within the vessel voyage performance report system, including trends / gap analysis

You have:

• 3-5 years of outstanding and relevant product management. You should have demonstrated a strong track record of delivering business outcomes and moving key metrics.
• Strong capability to collaborate and drive alignment across different teams/stakeholders.
• You are able to clearly articulate options and trade-offs, and demonstrate strong product judgement in your recommendations.
• Good grasp of experience in workflows/processes to help us scale while ensuring a delightful customer experience while creating optimal market and business impact
• Experience working on consumer mobile applications would be preferred
• If you’ve launched products in new markets, that would be a bonus as well

Roles & Responsibilities:

• Prepares, develops, finalises, effects, modifies and monitors the long term, short term, annual and periodic budgets and plans for the organisation. Update Owners about their progress and provides logical and rational explanation for variations in their achievement.
• Controls the operations of the organisation including financial, engineering, procurement and administration by providing management support and direction to departmental heads and their respective teams. =
• Responsible to ensure the development, enforcement, maintenance and updating of suitable systems, policies and procedures within the organisation, in order for the company to carry on its activities smoothly. Coordinates, reviews and approves the preparation of policy manuals, safety standards and quality guidelines and ensures the adherence of company employees to these documents.
• Responsible to ensure the profitability of the company and return on investment for the owner/partner. Approves the pricing for tenders/projects, ensures that project expenses are well within the contract price and monitors the income and expenditure of the company for budget compliance and cost control. Performs regular analysis on the fiscal health of the organisation, takes suitable remedial measures if required, and re-orients the organisation towards financial sustenance.
• Maintains relationship with old and existing clients/consultants/contractors/sub-contractors with regular follow up meetings and sources new clients by applying a focussed marketing approach. Presents the company and its activities to clients, pre-qualifies, tenders, negotiates and finalises new projects for the company to execute.
• Responsible for the recruitment of qualified, skilled and experienced personnel and their termination. Monitors employee productivity and performance in a periodical manner and ensures the provision of professional and personal growth opportunities. Provides motivation, leadership initiative, guidance to the employees and ensures the maintenance of high morale within the company. Ensures the application of fair, ethical and nondiscriminatory employment practices and provides an equal employment opportunity environment within the organisation.
• Assesses and evaluates market conditions, trends, associated risks and sets out suitable solutions to overcome downturns, crises and abnormalities. Continuously identifies and develops opportunities for the company to expand its products, services, functions and area of operation
• Performs other duties as assigned by the Owner.

Requirements:

• Graduation from a four-year college or university with a degree in civil engineering, or closely related field
• A minimum of eight years specific experience including multiple projects management in engineering, construction management or in a closely related field of building structures.
• At least two years responsibility in an operational role covering responsibilities of estimation, planning, purchase, project management, accounting departments/individuals. Previous experience or close association in a role with full operational responsibility in a construction environment.
