As a Project Control Manager your primary responsibility will be to oversee and manage the project control activities. You will be responsible for ensuring that projects are completed within budget, on schedule, and in compliance with regulatory requirements. REQUIREMENTS

· Bachelors in Professional,Project Management, Business Administration, or related field. A Master's degree or professional certification (e.g., PMP, PMI-SP) is preferred.

· Proven experience (10+ years) in project control, project management

· In-depth knowledge of project management methodologies, techniques, and tools, including project scheduling, cost control, risk management, and change management.

· Familiarity with processes, and regulations, including safety standards, environmental regulations, and permitting requirements.

· Proficiency in project management software, such as Microsoft Project, or equivalent tools, for scheduling, budgeting, reporting and Auto CAD software.

· Familiar with Singapore road routes and Class 4 licence with forklift licence.

Skills and Specifications

Power Station Commercial Manager

- Responsible for the business docking of EPC contracts, including EPC contract

decomposition, EPC milestone settlement, etc.

- Responsible for the pre-settlement of the project and the overall management of

business contracts, specifically responsible for the subcontract bidding, subcontract

signing, project change, claim, visa and subcontract settlement preparation, overall

supervision of the implementation of the subcontract.

- Responsible for project data report output work, improve the platform data

assessment indicators.

- Responsible for timely completion of project planning and statistical tasks as

required by superior units.

- Responsible for the preparation of interim settlement, visa, claims and final

accounts with subcontractors and other related units, and strictly control the

sporadic hourly labor expenses. Participate in the management of on-site

assessment and evaluation of subcontractors.

- Set up various accounts according to the company's cost accounting implementation

methods, and do a good job of monthly compilation and analysis and department

performance assessment.

- Responsible for collecting and sorting out all kinds of contract documents, project

changes, schedule changes, important correspondence with Party A and other

important basis for project settlement and project claim, and establishing legal

documents and files, completion settlement, project quantity measurement and

other engineering business documents package.

- Responsible for the management of the legal affairs section of the project, the

implementation of the relevant national and local laws and regulations and the

company's relevant documents, put forward corrective opinions or suggestions on

the non-compliance of the project with laws and regulations, timely report the

project legal affairs risk events to the company's legal affairs department, and

accept the work guidance of the legal affairs department;

- Assist project manager to do other project management work.

Requirements

- Must have more than 10 years of power plant construction work experience and more

than 7 years of commercial management experience.

- Familiar with project management, master bidding, cost control, budget cost, contract

management and other aspects of work, with strong organization and coordination

ability and problem solving ability;

- Familiar with budget preparation, contract management and material plan

management; Strong comprehensive management ability; Have rich experience in

power station project cost control management, familiar with all aspects, master the

overall operation process of engineering construction projects, familiar with relevant

construction regulations, quotas and material information requirements.

- Have an internationally recognized bachelor degree or above.

- Able to start work on short notice will be an advantage.

Project Management

• In-charge of overall development, implementation and completion of construction within scheduled time, cost and quality;
• Plan client’s schedules and coordinate for resources, including material, manpower, facility, and consumables, and translate them into effective and efficient project schedules to meet requirements;
• Ensure full traceability of headcount, process, site safety and equipment;
• Ensure process stability and adequate process control;
• Detect resource problem and ensure corrective action executed;
• Liaise with client’s representatives and consultants;
• Conduct sub-contractors, suppliers and site staff meeting;
• Ensure strict works and schedule conformance to contractual specifications during construction, before handover and during maintenance period if any;

Legal Compliance

• Ensure legal compliance of all existing policies and procedures to Singapore law;
• Ensure compliance to company’s policies and standard operating procedures (SOPs);
• Conformance to existing SOPs and suggest areas of improvement;

Contract and Subcontract Management

• Monitor sub-contractors or suppliers’ performance and report any poor performance to the Management;
• Review and negotiate with the sub-contractors as and when necessary;
• Ensure compliance to sub-contractor management procedure

Grievance Handling

• Act as a conduit to employees by listening to feedback and respond appropriately;
• Involve or update HR of the proposals and decisions on grievance handling

Performance Culture, Training and Development

• Facilitate in finalisation of job description for all key resources;
• Ensure employees have adequate people management skills and technical skills to manage their teams and deal with day-to-day people matters;
• Facilitate training need identification and work with HR to fill in the gaps;
• Lead the teams towards objectives as set by the Company

Requirements:

• Degree in Civil Engineering recognised by the Professional Engineers (PE) Board Singapore or qualifications acceptable by the Commissioner of Building Control for registration as Resident Engineer
• At least 5 years of relevant local working experience in building and construction industry; at least three (3) years local experience in managing design and construction teams for LTA project
• Excellent project and time management skills;
