[What the role is]

ASSISTANT MANAGER, CONTRACTS (CIVIL) (PROJECT & FACILITIES MANAGEMENT)

[What you will be working on]

With our increasing number of rail and road projects, there are always new contracts being called in order to keep Singapore's public transport system going and growing. LTA Safety & Contracts group plays a critical role in managing and resolving contractual issues for our various land transport projects. You will work on a diverse range of contracts for road and rail projects including the construction of stations, tunnels and viaducts. You will play a critical role, in our drive to ensure that the contracts with our vendor partners are administered in line with contract provisions and proper procedures. You are required to navigate matters on cashflow / budgetary forecasts, review of contractual arrangements, procurement and tender document preparation, cost data analysis, award of civil contracts, payment, claims and variation orders in addition to post-award contract administration.

[What we are looking for]

• Tertiary qualification in Building / Project and Facilities Management / Quantity Surveying
• Experience in cost estimation, contract administration or project management of multi-disciplinary engineering / construction projects
• Good knowledge of standard conditions of contracts specific to engineering or construction projects
• Ability to work well in a team
• Good verbal and written communication skills

Job requirements:

• At least a Diploma, or Bachelor's Degree in any field.
• Those with Engineering education background will be an added advantage.
• Minimum 5 years of experience in sourcing for M&E engineering professionals.
• Excellent communication, planning, organisation, interpersonal skills and able to work independently
• Able to handle high volume of transactional work
• Good understanding of common HR practices and Employment related legislation
• Proficient in Microsoft Office applications (i.e. Word and Excel)
• Positive attitude with a service-oriented mind-set

Knowledge on building ACMV/ Ducting/ Lighting / fire protection systems such as Deluge.

Knowledge on TRANE system, chill water tank system and PROTEC cooling tower system.

Weekly check on areas that requires repairs and maintenance.

Prepare daily / weekly / monthly maintenance schedule.

Maintenance of common area equipment/fixtures and fittings around the building.

Advance understanding of electrical works, able to understand 3 phase electrical supply, HV and LV.

Able to manage and coordinate project works.

Able to liaise with workers and customers on project requirements.

Able to work in time-sensitive environment.

Class 3 Driving License a requirement.

6 days work week.

• Assist with day to day operations of the HR & Admin functions and duties
• Perform end to end recruitment process, inclusive of interview coordination
• To assist in the process of foreign workers work pass related matters, WICI, hospitalization insurance in compliance with MOM requirements
• Process work passes application, renewal and cancellation (EPOL& WPOL).
• Monitor staff daily attendance and leave record via HR system
• To update and maintain employee records in the HR system
• Responsible for the accurate calculations of monthly payroll, allowances, OT etc
• Coordinate training sessions internally and externally for employees and maintain training record/certificates
• Prepare HR reports and surveys when necessary
• Staff benefits and compensation administration
• Implement and maintain HR policies, procedures and process
• Mediate and resolve conflicts while ensuring adherence to company policies and local labor laws
• Support the other companies departments for foreign domestic worker (FDWs)
• Support the hiring, interviewing and screening of the FDWs
• Prospect the FDWs to the potential employers
• Must be comfortable with 6 days work week
