Job Summary

The Assistant Director (Finance) is a key member of the management team. He/ she will report to the CEO and be responsible for the full spectrum of financial accounting and compliance requirements of HEB, overseeing and supervising the Finance team to ensure effective governance and adherence to the finance standards.

Key Responsibilities:

Financial Oversight and Review:

The incumbent will be responsible for budgeting, financial forecasting, preparing and reviewing monthly and annual financial reports, goods and services tax submissions, and facilitating audits for temples and units administered by Hindu Endowments Board. He/she will be responsible for ensuring the accuracy and completeness of daily sales and collection records, which includes verifying bank transactions and reconciling control accounts through the Finance Management Systems. He/she will manage grants, donations and endowment funds, ensuring compliance to relevant policies and regulations.

Financial Reporting and Analysis:

He /She will be reviewing and verifying financial reports and ledgers, as well as reconciling bank accounts and inter-endowment balances, and presenting Management Information System (MIS) reports at Board and Management meetings. These accountabilities will be for all operating units under the Hindu Endowments Board.

Procurement:

He /She will enforce compliance of procurement processes, including tenders and small value purchases, overseeing compliance of open and fair procurement processes. The finance team will thereafter manage payments, track assets and depreciation, and manage vendor relationships. This will include the need to maintain records related to gold and silver assets.

Compliance and Audit:

Compliance is a key function of this role. It involves conducting internal audits, implementing controls and providing training to temple administrators on financial processes and systems. Additionally, you will provide support for conduct of external and special audits.

They should be able multi-task, build and maintain relationships with stakeholders at all levels, effectively communicate complex financial information, and work collaboratively with teams across the organization. A positive attitude, resilience, and a willingness to learn and adapt to changing circumstances are also essential qualities for success in this role.

Qualifications and Experience:

• Bachelor’s degree in Finance, Accounting, or a related field; Master’s degree or professional certification (e.g., CPA, CFA, completion of the qualification program which includes exams and work experience by the Singapore Chartered Accountant (CA Singapore) administered by ISCA
• Minimum of 8 years of experience in financial management, with at least 5 years in a senior managerial role.
• Demonstrated experience in procurement, contract management, fixed asset management, and financial governance.
• Strong analytical skills with a proven ability to interpret complex financial data.
• Excellent communication and interpersonal skills, with the ability to interact effectively with various stakeholders.
• Proficiency in financial software and Microsoft Office Suite (especially Advanced Excel)
• Strong understanding of Financial Reporting Standards.
• Expert knowledge of Financial Standards for Charities will be an advantage
• Various financial, GST,audit process knowledge

Job Responsibilities

• Oversee finance, cash flow management and yearly audit activities
• Supervise the accounting department to ensure smooth day-to-day transactions and team development
• Track important KPIs and analyse trends
• Work closely with FM and other Department heads on the annual budget exercise, including developing and monitoring budgets
• Liaison with Global Finance Partners
• Oversee the Foreign Fundraising Assistance Programme (“FFAP”)
• Present monthly and quarterly management accounts to executives and board of directors
• Assist the Board and committees with corporate governance, statutory compliance and risk management
• Present annual financial statements to executives and board of directors

As a Christian organisation, employees will be required to attend work meetings and Christian fellowship meetings, which start and end with religious activities such as prayers, words of worship and bible sharings. Non-Christian employees are not required to participate in the religious activities.

Job Requirements

• Accredited professional accountant
• Degree in Accounting/Audit
• Has exposure to Singapore Charity accounting and governance
• Has experience with COC reporting and other required finance regulations
• At least 5 years of experience in senior accounting/audit /corporate governance role
• Familiarity with NetSuite will be advantageous
• Able to start work immediately will be advantageous
• Alignment with the doctrinal articles of faith and the general rules in the Statement of Faith of our company

· Handle full sets of accounts (Account Receivable, Account Payable, General Ledger, Fixed Asset, Bank Reconciliation, Balance Sheet and Profit & Loss account) for 7 companies

· Generate invoice for monthly rental & utility to tenants

· Maintain monthly cash book, bank reconciliation and collection reconciliation.

· Perform a month-end-closing and preparation reports

· Process payment for suppliers/customers

· Preparation of audit and tax schedule for year-end audit and tax submission.

· Oversees and manages the full spectrum of Human Resources

· Monitoring employee's leave, process staff claim and other daily HR matters

· Prepare tax computation and Return Form as well as manage tax compliance matters for a portfolio of tax clients

· Handle tax consulting assignment under supervision by Manager

· Prepare, organize and handle all tax documents, reports and statements

· Ensure compliance with tax professional standards and ethics in tax assistant functions

· Manage and update the tax database

· Perform several clerical and secretarial duties such as type, print or copy documents and reports, answer telephone, make appointments and receive and send e-mails and other required tasks
