[What the role is]
The Procurement and Administration Services Division (PASD) ensures the integrity of NEA's procurement process and provides stewardship of administration services. PASD establishes, implements, and oversees the procurement policies & frameworks as well as provides advisories in ensuring the standards of integrity are maintained throughout the procurement value chain. It also forecasts, plans and manages the administration services. PASD strives to serve as the Business Partner to NEA's Divisions to support their business needs in enhancing the user experience in both procurement and administration services.

The Admin Services and Planning Department (ASPD) of PASD manages the administration services for NEA. As an Executive / Senior Executive (Business Planning and Management Branch) under ASPD, you will be assisting the Manager/Assistant Manager in managing the department work to ensure that they are in tandem with Whole-of-Government (WOG) rules and guidelines as well as coordinating with the department’s branches and NEA departments to ensure corporate governance in the areas of contract and tenancy management.

[What you will be working on]

You will be responsible for the following:

• Supervise, monitor and renew or establish new contracts and tenancies administered by the department

• Oversee the overall contract formulation process from of gathering user requirements, tender preparation, conduct of tender briefing and evaluation of tenders to appoint vendor

• Supervise the administration of contracts to facilitate user departments to meet contract specifications when using and managing contracts

• Facilitate departments to meet WOG rules for tenancy and office space management

• Manage the department’s tenancy agreements pertaining to office spaces including performing cost and budget estimations, putting up papers for approval and ensuring timely renewals as well as its execution and routine administration

• Review, manage and plan the policies and processes of the Administration services functions under the department

• Manage and lead a team of officers under the branch

• Other duties assigned may include assisting the branch in financial management, project management, access reviews and administration of relevant IT system(s)

[What we are looking for]

• At least 7 to 8 years of working experience in Administration, Procurement or in related fields that require planning and writing skills (e.g. policy writing, project management), preferably in public sector

[What the role is]
The jobholder is responsible to lead the design, development, engagement and implementation of strategies, plans and initiatives in risk management and business continuity for NCSS. Risk management and business continuity are strategic pillars in NCSS to ensure effective corporate governance, to be future-ready for crisis and changes in operating environment and to be a resilient and forward-looking organisation. The jobholder will also facilitate, enable and support the Divs in NCSS to review work processes and systems to leverage and implement technology and artificial intelligence (AI) to enhance risk management and business continuity with the reduction/elimination of manual and repetitive processes which are prone to human errors.

[What you will be working on]

• Thought leader in the areas of risk management, business continuity, ops-tech integration and use of technology and AI and apply best/good practices to NCSS.

• Lead the design, development and implementation of strategies, plans and initiatives in risk management, business continuity and leverage technology and AI in NCSS.

• Lead in the engagement and consultation with Divs in NCSS on the continuous review strategies, plans and initiatives in risk management, business continuity and leverage technology and AI in NCSS, to remain relevant and current.

• Lead in the conduct of communications and engagement sessions with staff on risk management, business continuity and use of technology and AI in NCSS, to build awareness and deepen ownership.

• Lead in the building and deepening of risk management, business continuity and use of technology and AI as a work culture in NCSS.

• Lead in the design and co-ordination of delivery of competency-based programmes on risk management, business continuity and use of technology and AI.

• Lead in the regular conduct of table-top exercises and simulation exercises to stretch-test the risk management and business continuity plans including After Action Review Sessions

• Lead in the briefings and engagements with Board, EXCO, SMT and staff on work related to risk management, business continuity and use of technology and AI.

Experience:

At least 10 years of work experience, with at least 5 years in a Leadership/Managerial position with practical experience in risk management/business continuity.
 

Special Certification(s):

ISO31000 (ERM), ISO22301 (BCMS) will be an added advantage.

As a Branch Head reporting to the Director of Finance, the officer’s responsibilities shall include:
• Lead a team to provide outstanding service delivery in Statutory Reporting, Financial Operations, Cash Management, Grants Administration, Tax and Procurement.
• Partner and guide internal stakeholders on internal financial processes to ensure compliance and seek continuous improvement based on feedback to enhance efficiency.
• Oversee the following areas:
• Statutory Reporting – audit liaison and timely issuance of group consolidated
financial statements.
• Financial Operations - payments, collections, payroll processing and staff claims.
• Cash Management – bank reconciliation, bank account management and other banking matters.
• Grants Administration – claims processing and submission of fund request to
funding agencies/ministries.
• Tax – filing of GST returns and working with tax consultants/IRAS on tax matters relating to overseas attachments.
• Procurement – provision of advisory and vetting services to procuring Departments to ensure that the activity is executed efficiently and in accordance with Procurement guidelines.
• Governance and risk management – identify risks and implement controls/action plan to close the gaps.
• Reporting and returns - timely and accurate reporting/submissions of returns to internal and external stakeholders, including to the Board.
• Ensure effective and efficient service delivery, in compliance with Government Instruction Manuals and standard operating procedures.
• Oversee and coordinate all audit activities related to Branch’s operations.

Requirements
• 8 to 10 years’ working experience in Financial Operations and Statutory Reporting.
• Candidates experienced in manging Government grants and Government Procurement will have an advantage.
• Experienced in leading a medium-sized team for at least 3 years.
• Educational background in Accountancy or Finance would be preferred.
• Candidates who possess relevant Accounting certifications (such as CA, CPA) will have an advantage.
• Strategic and critical thinking with a strong governance mindset.
• Excellent communication skills with the ability to design effective communication strategies and messages to influence and achieve desired organisational outcomes.
