POSITION OVERVIEW:
As a Human Resources Manager, you will be responsible for overseeing a wide range of HR functions, ensuring the smooth and effective management of personnel processes and compliance with regulatory standards. Your diverse set of responsibilities will include payroll processing, leave and claims management, recruitment, policy implementation, performance evaluations, employee engagement, records maintenance, and regulatory compliance.
KEY RESPONSIBILITIES:
Recruitment:
- Maintain sufficient and efficient staffing.
- Conduct periodic compensation review exercises through market research, including salary increments and awards
- Manage full life-cycle recruitment for selected positions without relying on external agencies ie. from developing sourcing strategies, pre-screening, interviewing, negotiating salary offers to facilitating the hiring and on-boarding process (employee account creation, etc.)
Policy and SOP Implementation:
- Stay updated on new MOM policies and standards, and implement new policies and Standard Operating Procedures (SOPs) for staff.
- Drafting and regular updating of employee’s handbook
- Ensure that employees are adhering to the handbook
- Ensure that the company stays updated and is adhering to all MOM legislation
- Be an expert in managing our HR system (Infotech)
Performance Management:
- Develop Key Performance Indicators (KPIs) and evaluation criteria for various positions to enhance appraisal accuracy.
- Explore courses that will be beneficial to employees and send them for training.
- Continuously review and improve existing forms, including interview forms, onboarding forms, and appraisal forms.
Employee Engagement:
- Organise activities for staff gatherings/events to foster a positive and engaging workplace culture.
- Develop employee welfare programs and explore new benefits to stay competitive in the local market.
- Facilitate and organise overseas trips for staff, including the booking of flights and accommodations
Employee Communications:
- Issue various letters to employees, ranging from letters of appointment to letters of termination.
- Ensure effective dissemination of all communications.
Tax Compliance:
- Submit all staff employment income records to IRAS.
- Submit tax clearance for all foreign staff.
- Work with external auditors and provide the necessary documentation for auditing of all entities.
HR Reporting:
- Prepare monthly HR payroll reports to the Finance department for analysis and documentation.
- Generate employee sick leave and vacation reports.
Payroll Processing:
- Efficiently manage the processing of payroll and overtime for all staff members.
- Timely submission of CPF contributions and claims such as government-paid leaves.
Leave and Claims Management:
- Update and track all staff leaves and claims, ensuring accurate and timely records.
- Maintain updated accurate employee records internally and with MOM to ensure compliance.
Work Pass Administration:
- Navigate work pass application procedures and monitor expiries, ensuring timely renewals.
Stocks Management:
- Monitor and maintain stocks of items to be distributed to employees, such as safety boots, uniforms, and stationery.
Onboarding and Offboarding:
- Manage the onboarding and offboarding processes for all local and foreign employees.
Ministry Surveys and Applications:
- Submit and participate in all relevant MOM surveys and applications.
Requirements
Bachelor's degree with at least 2 years of HR experience
In-depth knowledge of local labor law and government benefit grant regulations
