As a Digital Business Analyst, you will work in a Government Agency as a key member of the project team. You will support the CIO and collaborate with fellow project managers, solution architects and technical services consultants to deliver leading-edge digital solutions. You are a pro-active, self-motivated and resourceful team member with good tech/digital knowledge and possess strong influencing and people handling skills. You are also adept at balancing multiple projects concurrently while constantly looking for new ways to apply digital technologies to meet identified Agency and citizen/business needs.

You will be involved in a range of tasks including the following:

1. partner with the business teams to elicit business needs through human-centric, visual methods such as service journeys and develop the appropriate business case
2. apply Design Thinking / Service Design methodology and tools to develop and execute the approach to derive current state gaps and challenges, and future state design and solutions
3. work with project teams to develop user stories, functional/technical specifications and acceptance criteria
4. adopt best practices in data governance, perform data cleansing, pre-processing and feature engineering that facilitate meaningful analysis
5. design interactive visualisation dashboards for data exploration and provide insights to business teams
6. evaluate and recommend suitable technology while aligning with technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG Tech Stack)
7. identify and adopt the appropriate development methodology (e.g. Agile or Waterfall) in an Outsourced, Co-Sourced or In-house development environment
8. ensure system or product readiness for smooth deployment, adoption and operations
9. analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (Operations & Maintenance phase)
10. assist the CIO to identify new opportunities for the Agency’s digital transformation

What we are looking for:

1. Diploma/Degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering or related subject area with minimum 3 years of relevant experience.
2. Prior working experience in IT business analysis, application solutioning design and testing
3. Participated in at least one full software or product development cycle, preferably using Agile Methodology
4. Strong analytical, conceptualisation and problem-solving skills
5. Good communication skills with the ability to pitch ideas and influence
6. A driven and motivated personality with an inquisitive mind
7. Ability to learn and apply

Preferred Skills:

1. Business Analysis certification, e.g. Certified Business Analysis Professional (CBAP)
2. Past development or consulting experience
3. Relevant experience in one or more of the following areas:

The Opportunity
Project Management:

• Manage incoming requests from the ASEAN Field Marketing Team.
• Ensure all project requests include necessary details and content for the field marketing operation team, meeting SLAs.

Event Operations

Data Quality:

• Ensure we manage data in compliance with relevant ASEAN legislation.
• Address quality issues affecting business, such as duplicate records and incomplete information.
• Provide a minimum of monthly database health insights for ASEAN

Data Coordination:

• Check and update fields for data import Excel ROE.
• Conduct list scrubbing.
• Support data analysis with uploads and data splitting for large events.
• Create DE in Marketing Cloud based on CRM reports.
• Build Org62 Reports.
• Update campaign member status in CRM campaigns.

Leads Management:

• Own and understand the lead process, from Web-to-lead form to Leads Object.
• Manage lead assignment rules and lead queues.
• Handle list imports and record updates.

Your Background

• Bachelor's degree in Marketing, Business Administration, or related field preferred.
• Proven experience in event management, preferably in a corporate environment.
• Strong organisational and project management skills with the ability to manage multiple tasks simultaneously.
• Excellent communication and interpersonal skills, with the ability to collaborate effectively across teams.
• Proficiency in data analysis and experience with CRM systems (e.g., Salesforce) is a plus.
