The incumbent must have the competency to perform the following HR activities independently with minimum supervision:
- Translate HR documents from English to Chinese and from Chinese to English
- Draft documents and communication notices in Chinese and English
- Conduct recruitment interviews in Chinese and English
- Conduct orientation training in Chinese and English
- Conduct HR policy and procedural training in Chinese and English
- Conduct exit interviews in Chinese and English
- Conduct exit clearance in Chinese and English
- Conduct inspection of foreign workers accommodation
- Co-ordinate recruitment and selection activities
- Process work pass application, work pass cancellations, and income tax clearance
- Perform onboarding activities (including orientation, issuing of uniforms and PPE, etc.)
- Enter data of new employee into the human resource information systems
- Update employee data in the human resource information systems
- Check and verify workers clocking, attendance, and overtime records
- Process leaves applications, medical claims, expense claims, and overtime claim
- Process monthly payroll
- Co-ordinate training and development activities and update training and development records
- Administer staff benefits, and welfare programs
- Administer discipline and compliance policy
- Assist in performance evaluation exercise
- Assist in organizing safety, welfare, and recreation activities
- Assist in preparing monthly, quarterly, and annual HR reports
- Attend to enquiries from employees
Requirements
- Must have working knowledge of the Employment Act, Retirement and Re-employment Act, Industrial Relations Act, Child Development Co-Savings Act, Employment Regulations on Part-Time Employees, Children and Young Persons, and Female Workmen, and TAFEP Guidelines
- Have a Diploma or Degree in Human Resource Management or Business Administration
- Have at least 2 years HR generalist experience in a hi-tech manufacturing environment
- Intermediate user proficiency in Microsoft Office Words, Excel, and PowerPoint
- Have excellent verbal and written communication and presentation skills
- Meticulous, organized, and systematic at work
- Both a team player and an individual contributor
- Have a positive personality with “Can Do” attitude
- Willing to put in overtime work to meet deadlines
