Job Purpose

The candidate will be responsible to implement projects for University Campus Infrastructure and other Administrative Departments in NUS, working closely with the user community, external vendors, and other stakeholders. He/she will also be responsible for projects delivery - covering areas such as Corporate Administration, Campus Amenities and Housing. Examples of IT systems include Dining, Tenancy, Hostel Management, Facilities Booking, Visitor Management, Sports and Facility Systems. Candidate will also be responsible for operational support of campus systems. While the individual will grow in-depth business knowledge in the above-mentioned business domain, he/she may be assigned to deliver IT projects of other business domain.

Job Description

Stakeholder Management
• Manage and work with stakeholders.
• Ensure strategies aligned with business objectives at the Campus level.

Project Management
• Accountable for the overall successful delivery of projects.
• Oversees the delivery of projects to ensure that targets are met. This includes, amongst others, conducting user requirement analysis, participating in solution design, planning and executing testing, deploying solution to ‘live’ etc.
• Creates and/or reviews project artefacts and deliverables to ensure quality and NUS guidelines and polices are met.
• Manages procurement, including amongst others, preparation and publishing tender specifications, evaluating and recommending potential solutions and/or vendors, contract management etc.
• Liaises closely with business users and builds good rapport.
• Liaises closely with vendors to ensure successful delivery of products and/or services in accordance to contract.
• Manages project team to ensure optimization of manpower resources while maintaining a healthy team morale.

Maintenance and Support
• Accountable for the overall successful provision of on-going application maintenance and support to ensure SLAs are met.
• Oversees and/or provides maintenance and support of applications, including amongst others, delivery of enhancements and bug fixes, managing service requests, troubleshooting of problems etc.
• Creates, updates and/or reviews systems artefacts and deliverables to ensure quality and NUS guidelines and polices are met.
• Performs systems and data analysis including analysing existing system/program logic difficulties and revising the logic and procedures as necessary.
• Handles audit queries and ensures audit and security compliance are met.
• Liaises closely with business users and build good rapport.
• Work closely with business users in annual IT project planning and enhancement prioritization.
• Liaise closely with vendors to ensure successful provision of support and maintenance in accordance to contract.

Requirements

• Degree in Information Technology, Computer Science, Computer Engineering or equivalent
• At least 15 years within IT industry, inclusive of 6 years in a technical role, and 9+ years’ experience in project management. Exposure in Higher education industry will be added advantage.
• Able to play the Scrum Master role in managing agile projects, familiarity with Dining, Retail & Hospitality, Facilities Booking, Visitor Management systems, knowledge of IoT, Video Analytics, Smart cities solutions will be a strong advantage.
• Good grasp of IT technologies, methodologies, architectures, and best practices.
• Strong business process and analytical skills with the ability to assimilate information quickly, and communicate complex requirements and issues clearly and concisely. The ability to understand the business questions that users are trying to answer is essential.
• Strong oral, written and interpersonal communication skills with the ability to interact and communicate effectively with all levels of management, users and vendors.
• Must be a self-starter and able to work independently with minimum supervision.
• Must be a good team player, proactive in nature, fast learner, highly organized and positive attitude.
• Certification in PMP or CITPM will be an added advantage.
• Experience in Higher Education industry is a bonus.

Product Planning, Contracting & Portfolio Management

• Proactively plan, develop, own and manage tours through the product lifecycle while remaining in line with business timescales
• Negotiate contract rates and terms: hotels, tour operators and special offers, while remaining in compliance with other relevant regulations
• Manage and maintain tour operators’ relationships along with contract administration
• Collaborate with Marketing department to define product marketing budget plan
• Collaborate closely with Marketing department for brochures and collateral production
• Provide tour set-up for OB system
• Write and maintain accuracy of appealing tour itinerary descriptions

Pricing & Business Performance Management

• Manage tour pricing and set costs, by analysing performance, market influences and budget requirements; define assumptions and propose selling prices
• Closely monitor sales against budget and pace by using available data sources and reports
• Manage planned promotions, discounts and tactical activities, by working closely with Marketing department to drive sales with focus on achieving budgeted tour load factors
• Manage tour capacity and inventory
• Continuously develop recommendations and implement initiatives that improve product profit and loss

Quality Assurance & Product Expertise

• Collaborate with Tour Operations department to define operational delivery standards
• Assist with vendor performance management, as needed
• Provide trainings for counter staff on tour products and destinations

Qualifications

• Minimum 6 years in travel industry; experience with product management, contracting and pricing required
• Undergraduate degree or equivalent experience in travel industry
• Advanced analytical skills with demonstrated ability to work through the development of complex business solutions
• Familiarity with MS Office – Excel, Words & PowerPoint
• Strong communicator, both written and verbal, with the ability to direct the actions of others
• Must be flexible and responsive to changing priorities while working under pressure to meet immediate datelines
• Collaborative nature with the ability to interact with a variety of staff from all levels, including heavy interaction with executive team
• Willingness to travel occasionally for trade shows, product contracting, planning and destination familiarisation
