Review tender documents/requests for proposals to understand project details and requirements;

• Provides detailed and accurate quantity and component take-offs against the drawings as specified In the tender document
• Lead the QS and responsible for tender cost estimation
• Sourcing materials and send quotation inquiries to the vendors and subcontractors, comparison of quotes, review of prices, to ensure compliance to tender requirement
• Liaise and carry out evaluation and negotiate with suppliers and subcontractors
• Study and identify discrepancies in tender/contract documents and raise queries for clarification.
• Compile all documents required for submission. Reviews and interprets engineering documentation such as drawings/specifications/scope of works to fully understand the project requirements for detailed and accurate estimating.
• To provide timely clarifications for ongoing submission within the tender and request for proposal duration;
• Communicates and negotiates competitive rates with Suppliers and Sub-contractors;
• Responsible for tender cost estimation and the preliminary project cost for tender bids and tender summary for management review
• Analysis of tender price comparison, and updating pre & post-tender clarifications submission and pricing
• Attend site visits & Tender interviews.
• Prepare and coordinate the tender interview agenda and presentation materials
• Liaising with the project team for a smooth transition from tender to Post contract team for tenders awarded
  To prepare the project preliminary cost for the tenders
• Coordinating various departments for preparation of project construction plans & schedules, staff, manpower & equipment deployments, site organisation charts, and method statements and other requirements
• any other assignments given occasionally or on a daily basis by the immediate Superior

Requirement:

• Possess a Degree or Diploma in Building/ Quantity Surveying/Building or equivalent
• Minimum 5 years of working experience in Singapore building construction industry with the Main contractor preferred
• Able to work independently, be meticulous, analytical with excellent problem-solving skills, proactive, a good team player
• Proficient in Microsoft Excel, other Microsoft Office programs
• Proficient in Bluebeam and Glodon will be a plus.
• Ability to work efficiently under pressure to meet tight deadlines

Job Responsibilities:

TENDERING PROJECT

• Source for tender of notice and attend site show round
• Know the nature of tender and allocation of work before collecting of tender documents
• Assist in taking off quantities and BQ
• Check quotation received according to specification requirement
• Prepare cost comparison to management and submit for approval
• Assist in the identification and engagement of good subcontractors / suppliers
• Compilation of suppliers and subcontractors list with grading
• Discuss with the management for the submission of tender at a date of fixed by the contract’s manager / managing director before the closing date of tender (i.e. 4 days prior to tender closing date)

PROGRESS OF PROJECT

• Verify and source for sub-contractors / suppliers and materials
• Prepare letter of award
• Attend site meeting (if required)
• Prepare monthly project progress claim
• Check with site personnel and prepare V.O. claim on monthly basis
• Prepare and verify sub-contractors / suppliers progress claim

• Diploma/Degree in Quantity Surveying or Building or equivalent
• Sound knowledge in tendering process and contracts
• 3-5 years of relevant working experience (Preferably in construction firm handling civil engineering works)

Job Responsibilities

• Acts as a professional specialist for the organization in the application of related Rules, Regulations, requirements, concepts, principles and processes;
• Prepares technically accurate and timely reports of inspections and surveys performed;
• Maintains survey files in an orderly and up-to-date manner in area of responsibility;
• Maintains active awareness of new working methods and developments affecting the technical scope of assigned responsibilities and makes recommendations for changes in the surveying processes and safety programs as warranted by such developments;
• Recommends new approaches to problems encountered and makes changes in working methods and procedures where necessary;
• Plans, schedules and coordinates various phases of surveying work and monitoring the quality of service on work performed;
• Monitors work and projects performed by subordinate surveyors to ensure maintenance of quality, content, consistency and continuity of work performed, in cooperation with Marine Classification & Statutory Certification team;
• Provides leadership, guidance and training to lower level and/or less experienced surveyors, in cooperation with Marine
• Classification & Statutory Certification team;
  In case of appointment as Survey Station Manager, manages and coordinates the operational, technical and administrative activities relevant to the personnel under his/her responsibility;
• Performs routine surveys on classed ships, platforms or other marine structures and at manufacturers sites for compliance with classification and statutory requirements;
• Engages in contact with clients to solve problems within area of expertise.

Qualifications & Skills

• Minimum 5 years experience in the engineering or inspection/survey fields with an IACS member Classification Society and hold qualification of Renewal survey and ISM/ISPS/MLC Audit
• Proficiency in the English language commensurate with the scope of classification, statutory certification, related services and, before assignment, with their future work
• Ability to understand engineering plans and have a basic knowledge of shipbuilding practices and ship operations
• Knowledge of ships' engineering systems and machinery
• Knowledge of related technical interfaces required for group project work
