The ideal candidate will provide strategic legal and regulatory advice to the senior management of the company and other relevant stakeholders, oversee compliance and risk management and will maintain and further develop our internal controls framework in a dynamic and fast-paced environment.

• You are responsible for the Legal function, and you will oversee the Governance, Risk Management and Compliance (“GRC”) activities across our 11 APAC markets as well as 6 markets within Central and Northern Europe;
• You will directly lead a mid-sized team of specialized lawyers in Singapore and you will indirectly manage a sizable team of legal, compliance and risk specialists within the markets you oversee;
• Your team will provide our business teams with legal and compliance advice on a broad range of operational, regulatory and commercial matters (including sales and partnerships, employment, competition, data privacy, IP, sanctions as well as financial market regulations) and you work closely with our Product department as well as our Management team in further developing our business model to drive expansion across our geographical footprint;
• Your responsibilities include corporate housekeeping for various legal entities that we have incorporated in the jurisdictions where we operate and you will be supporting a broad range of complex corporate projects (incl. M&A and restructuring projects) in collaboration with various other teams and stakeholders within our organization;
• You will be overseeing complex legal disputes across our markets, you will manage external law firms and consultants and you represent our company in front of regulatory bodies, industry groups, and other external stakeholders;
• With your team, you will identify and monitor potential areas of risk for our company and you will work closely with a variety of stakeholders to maintain and further develop risk management measures and internal control frameworks to mitigate our risk exposure to an adequate level;
• Your team supports the implementation and enforcement of group compliance policies and guidelines (e.g. related to anti-bribery, anti-corruption and data privacy), trains employees and overall promotes a strong culture of compliance and awareness throughout our organization;
• You will collaborate closely with the Global Headquarter of our shareholder in Berlin to ensure that group priorities and policies are effectively implemented and harmonized both at the regional and local levels.

AML Transaction Monitoring

• To review and investigate system-generated or any alerts, to determine the next course of action
• Conduct further investigations, if necessary, by engaging relevant stakeholders to obtain the required information to ensure proper closure
• To close the alerts promptly and maintain proper documentation on the rationale of the closure
• To assist the Team Lead for key reporting to management and various stakeholders

Other function(s)

• Work closely and support other AML compliance teams to strengthen and further mitigate residual AML/CFT risks
• Work with other business units to foster good working relationship to increase the level of AML/CFT awareness
• Perform any task or participate in projects as required by management
• Work closely, and support other teams within the Compliance Department

Local focused

• Develop, implement, and maintain comprehensive compliance program in line with regional and international regulations such as MAS regulation, anti-money laundering (AML), counter-terrorism financing (CTF), data protection, Sanctions and industry-specific regulations.

• Monitor and interpret regulatory changes and ensure the organization’s policies and procedures are updated accordingly.

• Conduct regular risk assessments to identify potential compliance risks and develop strategies to mitigate them and ensure compliance with applicable laws, regulations, and policies.

• Act as a point of contact for regulatory authorities and external auditors.

• Liaise and maintain relationships with regulatory bodies and manage any regulatory inquiries and reporting obligations for the organization in the region.

• Monitor and report on compliance risks and issues to regulatory authorities, senior management and the board of directors.

Local & Group

• Coordinate with group compliance teams to align compliance objectives, processes, and goals, ensuring consistent practices across the organization.

• Maintain accurate and up-to-date records of compliance activities, audits, and investigations.

• Provide training and guidance to staff on compliance-related matters, promoting a culture of integrity, compliance, and transparency throughout the organization.

15. Ensures the discharge of duties and responsibilities with diligence.
16. Observes PDPA (Personal Data Protection Act) guidelines and chain of custody of specimens. Ensure the accurate sorting, data entry, preparation, collation and sorting of specimens that contain patients personal data.
17. Ensure the proper storage and disposal of specimens as per company’s policy.

Job Purpose:
The Clinical Governance Officer (CGO) is responsible for ensuring the clinical services provided by the healthcare institution adhere to the highest standards of quality, safety, and compliance. The CGO plays a pivotal role in implementing and monitoring clinical governance frameworks, policies, and procedures as per the Ministry of Health (MOH) guidelines and the Healthcare Services Act 2020 in Singapore.

Key Responsibilities:

Healthcare Services Act 2020 - General Regulations 2021, Regulation 15(1)(a).

1. Clinical Governance and Oversight:
o Provide clinical governance and technical oversight over the licensable healthcare service or specified service.
o Assist the licensee in the day-to-day management of the clinical and technical aspects of the licensable healthcare service or specified service.

2. Policy Implementation and Review:
o Ensure the implementation and regular review of policies and systems for clinical governance, clinical risk management, effective quality management systems, and any other clinical and technical related matters.
o Identify and remedy any weaknesses or inadequacies related to clinical or technical aspects, informing the licensee and proposing preventive measures.

3. Compliance and Standards:
o Ensure that personnel involved in clinical or technical aspects comply with appropriate policies and processes concerning clinical and technical standards.
o Maintain close supervision, adequate training, and regular competency assessments of personnel to enable them to perform their work effectively and safely.

4. Risk Management:
o Detect and address in a timely manner any risks affecting patient safety, welfare, or continuity of care.
o Immediately notify the licensee of any matter that may affect compliance with any license condition.

5. Availability and Accessibility:
o Be available to handle matters requiring the CGO's attention or appoint suitably qualified personnel if unavailable.
